City of Lewistown TIF Committee met Feb. 24.

Business to discuss: Lewistown TIF District Alderperson Levingston stated he thinks that we need to put stipulations on it.Â
Alderperson Levingston stated that he thinks if a business receives TIF that you should have to own the business for 3 years or pay the money back. Alderperson Ward stated he agreed with Steve that it is to improve the buildings and property to raise the property taxes. Alderperson Miller stated it is meant to improve the building. Alderperson Levingston stated that the council should look at putting a rule on how much a person could get. Steve suggested that the council look at setting base rules like a check list. Steve also suggested that the council consider who is coming to ask for and what they are wanting to put in and if they are going to put the effort into it. Alderperson Miller asked Steve if we could use TIF money to go into the landbank. Steve stated we could use TIF money if it is an eligible cost. Steve stated there are towns that use TIF money to purchase properties and either fix them to resell or tear down if they need it as long as it is in the TIF district. Steve stated that the city could fix the building and use it like an incubator and lease out to a new business that wanted to come to town. Steve stated that if the city would like to put a hold on TIF and use it to purchase a building and clean it up that the city has the ability to do that. Steve stated that when Canton had the gas explosion that the only windows that did not blow out were the ones that TIF helped pay for that were high tempered glass windows. Alderperson Clark stated that the council should have another TIF meeting and all the alderman bring their thoughts and they discuss what they would like to do. Steve stated that he would help set basic guidelines for the city. Alderperson Ward made a motion to adjourn the meeting at 6:17 p.m.
