Mayor Rayapati called the meeting to order at 6:00 p.m. in the Committee-of-the-Whole conferenceroom.

Roll call was taken with Mayor Rayapati, Alderpersons Murphy, Macias, Razzaque, Timion, Finch, McNeil, Castro, and Schmidt present. Absent: None.

Roundtable Discussion

7.1 Environmental Resiliency Plan Progress Update and Discussion. Dawn Temple, Management Analyst and Grant Coordinator, introduced Anna Bugankova and Rich Swanson with Blue Strike. Anna presented an update on the environmental resiliency planning process, including a high-level overview of the draft framework. The target timeline for formal adoption is June 2026. Anna noted that Fossil Fuels, as listed on the slideshow, primarily refer to natural gas. The emissions data referenced on the initial Greenhouse Gas (GHG) Inventories slide reflect 2024 studies. During discussion, Rich clarified that the GHG inventories capture emissions generated within City boundaries. He also outlined the project framework, noting that the project team has developed proposed goals, strategies, and action items. The framework identifies three categories of vulnerabilities: climate threats, climate stressors, and non-climate stressors. 

Rich then facilitated a series of discussion questions. Council members shared their perspectives on what a successful Environmental Resiliency Plan would look like in Moline and what tangible changes residents might observe. Additional discussion focused on implementation considerations and potential barriers. The final discussion centered on priorities, including the key initiatives Council would like incorporated into the Environmental Resiliency Plan. See Attachment No. 1.

 7.2 Comprehensive Plan Progress Update. Chris Mathias, Director of Community and Economic Development, stated that in November 2026, the City will adopt the updated Comprehensive Plan. Mathias introduced Lesley Roth with Lamar Johnson Collaborative (LJC). Lesley Roth and Hallie Nolan joined the meeting remotely. Lesley presented the phases of the comprehensive plan update. There is a steering committee that will provide review and comment at the end of each phase. Lesley then presented a condensed existing conditions report. There is a public workshop that will be held in March. See Attachment No. 2.

Miscellaneous Business 

Mayor Rayapati shared thanks to those who covered for her while she was out of town at the United States Conference of Mayors. At the conference, she presented on the City’s childcare program. Mayor noted that she was also able to present on the Great River Trail because Rails-to-Trails Conservancy was part of the US Conference of Mayors. Mayor also referred to a poster of The Just City Index that was on the wall in the Committee-of-the-Whole conference room. 

Alderperson Macias stated he and Bob Vitas, City Administrator attended the appreciation dinner for the construction industry and public officials hosted by Indiana, Illinois, Iowa Foundation for Fair Contracting. The City of Moline received an award for the South Slope Wastewater Treatment Plant project of the year.

Executive Session: 

Alderperson Murphy, seconded by Alderperson Schmidt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: ayes: Alderpersons Timion, Finch, McNeil, Castro, Schmidt, Murphy, Macias and Razzaque; nays: none. 

City Council convened in Executive Session at 7:11 p.m. 

Council reconvened in open session at 7:59 p.m. 

Adjournment of City Council 

Upon motion of Alderperson Castro, seconded by Alderperson Finch, the Council meeting adjourned at 7:59 p.m.
