City of Moline Park & Recreation Board met Feb. 26.

Here is the agenda provided by the board:

1. Park and Recreation Board Call to Order

3. Public Comment

Individuals wishing to speak in person should sign in on the public comment sign-in sheet. Members of the Public are permitted to speak after standing and stating their names. Public comment is limited to 3 minutes per person. Park Board will not respond to public comment during the meeting. When appropriate, Park Board will refer the issue to the appropriate staff member for further consideration. Those wishing to submit emailed public comment must send comments no later than 2:00 p.m. of the day of the meeting, to parkboard@moline.il.us or to the Customer Service & Marketing Coordinator, swinter@moline.il.us with “Public Comment” in the subject line. Comments will be read aloud at the Park Board meeting.

4. Consent Agenda

All items under the consent agenda will be enacted by one motion. There will be no separate discussions of these items until a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after the Omnibus Vote.

4.1. Park and Recreation Board meeting minutes of January 22, 2026

4.2. Approval and acceptance of departmental January/February bill payment and departmental January/February revenue, expenditures, capital projects, park reserve and cemetery reports.

4.3. Consideration of a Special Use Application for River Action to utilize the Ralph Birks Recreational Trail/Ben Butterworth Trail and Sylvan Island for their Taming of the Slough event. The event is to be held Saturday, September 12, 2026, from 8:00 a.m. to 2:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application.

4.4. Consideration of a Special Use Application for Pregnancy Resources to utilize the Ralph Birks Recreational Trail/Ben Butterworth Trail for their Walk for Life event. The event is to be held Saturday, September 12, 2026, from 8:30 a.m. to 11:15 a.m. Supporting information and special consideration requests are detailed on the Special Use Application.

4.5. Consideration of a Special Use Application for Alzheimer’s Association to utilize the Ralph Birks Recreational Trail/Ben Butterworth Trail and Sylvan Trailhead Park for their Walk to End Alzheimer’s event. The event is to be held Saturday, September 19, 2026, from 7:30 a.m. to 11:00 a.m. Supporting information and special consideration requests are detailed on the Special Use Application.

6.1. Updates to Rules and Regulations Riverside Cemetery/Moline Memorial Cemetery (Eric Griffith, Director of Parks and Recreation)

Explanation: The Cemetery Rules and Regulations were recently reviewed by our Legal Department, resulting in several minor updates. The last comprehensive review of these rules occurred in 2018.

6.2. Update to the Tree Ordinance (Eric Griffith, Director of Parks and Recreation) Explanation: Updating Sections 32-2100 through 32-2111 is being completed as part of the Tree Equity Grant for Disadvantaged Communities requirements. The grant requires participating agencies to maintain a tree ordinance that aligns with nationally recognized tree care and management standards. The proposed updates have been reviewed and approved by the Morton Arboretum and the City of Moline Legal Department.

Staff Recommendation: Staff is asking Park Board to recommend to City Council for approval

6.3. Amendment to the 2026 Annual Meeting Calendar – Meeting Location (Eric Griffith, Director of Parks and Recreation)

Explanation: Since the Parks and Recreation Department has relocated to the City Services Center at 1830 6th Avenue, Moline, IL 61265, staff is requesting that the Park Board amend the official meeting location from 3635 4th Avenue (Moline Public Works) to 1830 6th Avenue (City Services Center). The meeting schedule and time will remain unchanged. Attachment: N/A

6.4. Riverside Cemetery Resurface Project (Eric Griffith, Director of Parks and Recreation) Explanation: The bid opening for Riverside Cemetery Resurface Project including the asphalt pad for the new mini-pitch is on Tuesday, February 24, 2026. This information will be shared with the board prior to the Park Board Meeting on February 26,2026. Attachment: No

Staff Recommendation: Staff Seeks Recommendation

Fiscal Impact: $425,000 is budgeted in the 2026 Capital Improvement Budget
