City of Moline Park & Recreation Board met March 26.

Here is the agenda provided by the board:

1. Park and Recreation Board Call to Order

3. Public Comment

Individuals wishing to speak in person should sign in on the public comment sign-in sheet. Members of the Public are permitted to speak after standing and stating their names. Public comment is limited to 3 minutes per person. Park Board will not respond to public comment during the meeting. When appropriate, Park Board will refer the issue to the appropriate staff member for further consideration. Those wishing to submit emailed public comment must send comments no later than 2:00 p.m. of the day of the meeting, to parkboard@moline.il.us or to the Customer Service & Marketing Coordinator, swinter@moline.il.us with “Public Comment” in the subject line. Comments will be read aloud at the Park Board meeting.

4. Consent Agenda

All items under the consent agenda will be enacted by one motion. There will be no separate discussions of these items until a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after the Omnibus Vote.

4.1. Park and Recreation Board meeting minutes of February 26, 2026

4.2. Approval and acceptance of departmental February/March bill payment and departmental February/March revenue, expenditures, capital projects, park reserve and cemetery reports.

4.3. Consideration of a Special Use Application for the Quad Cities Running Club to utilize Bass Street Landing for their Ecogistics Marathon Kick Off Party event. The event is to be held Wednesday, September 23, 2026, from 5:30 p.m. to 8:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application.

4.4. Consideration of a Special Use Application for the Iowa scholastic MTB League to utilize Sylvan Island and Sylvan Gateway Park as a backup location for their Iowa Scholastic MTB Race. The race is to be held Saturday, June 13, 2026, from 8:30 a.m. to 2:30 p.m. Supporting information and special consideration requests are detailed on the Special Use Application.

4.5. Consideration of a Special Use Application for Iron Lion Disc Golf Supply to utilize Prospect Park for their 2nd Annual LoPro Open event. The event is to be held Saturday, June 20, 2026, from 8:00 a.m. to 4:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application

4.6. Consideration of a Special Use Application for the Moline Township to utilize Stephens Square for their Easter Egg Hunt event. The event is to be held Saturday, April 4, 2026, from 10:00 a.m. to 12:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application

4.7. Consideration of a Special Use Application for the Friends of Off Road Cycling and North Scott Mountain Bike Club to utilize Sylvan Island for their Mountain Bike Clinics. The event is to be held Saturday, April 4, 2026, from 10:00 a.m. to 3:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application

4.8. Consideration of a Special Use Application for the Quad Cities Running Club to utilize the Ralph Birks Recreational Trail/Ben Butterworth Trail for the TBK Quad Cities Marathon event. The event is to be held from Saturday, September 26, 2026 at 7:30 a.m. to Sunday, September 27, 2026 at 1:30 p.m. Supporting information and special consideration requests are detailed on the Special Use Application

4.10.Consideration of a Special Use Application for the Moline Conservation Club to utilize Riverside Pond for their Fishing Rodeo event. The event is to be held Saturday, June 6, 2026, from 7:00 a.m. to 2:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application
