City of Rock Island Arts & Beautification Commission met March 11.

a. Approval of the December 10, 2025 Meeting Minutes
Michael Beale moved to approve the December 10, 2025 Arts and Beautification Commission Meeting Minutes. Pat Stolley seconded the motion. The motion carried unanimously on a voice vote of 5 to 0.

a. Member vacancies
Staff reported that the commission currently has three vacancies, and Amber Williams has agreed to be reappointed.
b. Discussion about the 2026 Arts Action Plan with Quad City ARts
Ben Gougeon, Director of Community Engagement for Quad City Arts introduced himself and spoke to the commission about art projects and events as part of the Art Services Agreement with Quad City Arts and the City of Rock Island. He noted that the Chalk Fest will be celebrating 10 years, and that a special workshop on chalk drawing will be added to the festival. The Commission told him that an additional location and sculpture could be added to this year’s Sculpture Program for Rock Island. Mr. Gougeon then talked about two possible projects with Metro Art students in Rock Island. The first was to repaint the intersections along 3rd Avenue between 20th and 24th Streets. The second project was to paint 10 to 12 electrical boxes in downtown Rock Island with historical poetry. The commission had a short discussion about the two possible projects. Tiffany Stott made a motion to choose repainting the intersections along 3rd Avenue as the 2026 Metro Arts project. Pat Stolley seconded the motion. The motion passed on a voice vote of 4 to1. Michael Beale voted against the motion.

Michael Beale moved to adjorn. Tiffany Stott seconded the motion. The motion carried unanimously on a voice vote of 5 to 0. The meeting was adjourned at 6:12pm.
