City of Rock Island Public Library Board Personnel & Policy Committee met Dec. 6.

Here are the minutes provided by the committee:

Meeting facilitator, Deborah Freiburg, called the meeting to order at 11:41am.

Present: Nick Hammond, Jo Noon, Jenni Swanson, Angela Campbell

Absent: Jacki Nelson, Tari Weeks

There was no public comment.

New Business:

1. The Committee reviewed the following policies:

• Behavior

• Circulation & Appendices

• Collection Development & Appendices

• Meeting Room

• Programming

• Work Regulations

None of the policy statements were changed, with only minor adjustments to procedural and regulatory content, which has been recommended for discussion/approval at the December 17, 2024, Board meeting of the whole.

2. The Committee discussed the pros/cons of creating an Artificial Intelligence (AI) policy. Director Campbell explained that some libraries are passing Artificial Intelligence policies to provide guidelines for staff on acceptable use. The Committee agreed that this is a policy we should have, and recommended that Director Campbell write a draft for Board review.

Closed Session –

At 12:01, Jenni Swanson made a motion to go into closed session for Matters of Personnel – 5 ILCS 120/2c Exception 1, “Appointment, employment, compensation, discipline, performance, or dismissal of a specific employee of the public body.” Jo Noon seconded. 4 ayes – Freiburg, Hammond, Noon, and Swanson; 0 nays. Motion carries.

At 12:20, Jenni Swanson made a motion to return to open session. Jo Noon seconded. 4 ayes – Freiburg, Hammond, Noon, and Swanson; 0 nays. Motion carries.

Being no further business, Debbie Freiburg adjourned the meeting at 12:21pm.
