According to the Illinois Department of Insurance (IDOI), the Geneseo Police Pension Fund placed 520th among the state’s police and fire pension systems by level of underfunding in 2024.

Operating within Illinois’ City pension framework, the fund reported $14,843,663 in total liabilities and held $12,809,677 in actuarial assets.

This results in a funding ratio of 86.3%, indicating a shortfall of 13.7% in the assets needed to cover all promised pension benefits.

This gap produced an unfunded liability of about $2,033,986 for the pension system.

The Illinois Department of Insurance tracks and releases data on municipal police and fire pensions, which are supported financially by local taxpayers.

As of 2024, Illinois maintained 300 fire and 363 police pension funds, with some municipalities overseeing both, while others manage only one.

There are municipalities without unfunded pension debt; in 2024, 64 reported no outstanding police or fire pension obligations and did not appear in the rankings.

Referred to as “pension benefits,” police and fire pension obligations serve as deferred compensation. While municipal officials pledge retirement payments to public safety workers, they do not always secure full contributions from employees or taxpayers, contributing to a growing pension debt and shifting the burden to future community members. Annual municipal contributions, sourced mainly from property taxes, help sustain these funds, as detailed in IDOI records.

Pension funds for police and fire departments across Illinois averaged a 65.1% funding ratio in 2024, exposing a consistent funding shortfall in local public safety retirement plans.

Illinois’ lowest-funded pension system was the Glencoe Firefighters Pension Fund, at a funding ratio of just 0.9%.

Savoy Firefighters Pension Fund held the top funding position, with a ratio of 797.7% and actuarial assets of $149,803—well above its liabilities.

Illinois’ total state pension debt climbed by $1.5 billion in 2024, reaching $143.7 billion, as revealed by the Commission on Government Forecasting and Accountability. This is the third increase in a row, bringing it close to the two-decade peak of $144.2 billion recorded in 2020.

A State Department of Insurance Public Pension Division report found that by 2024, suburban and downstate pension funds in Illinois had $12.1 billion in unfunded actuarial liabilities, amounting to a combined funding ratio of 49.18%. This means more than half of required assets were missing to pay promised benefits.

A 2024 Equable Institute study showed Illinois allocated the largest portion of a state GDP to unfunded pension liabilities—nearly 20%.

The Illinois Policy Institute, a nonpartisan research organization, attributes a growing tax burden to this trend. The group’s data shows taxpayer contributions to state pension plans rose from $614 million in fiscal 1996 to $11.2 billion in fiscal 2025.
