The Governance, Health and Administration Committee of the Rock Island County Board met at the above date and time in the County Administration Office located on the second floor of the County Office Building, 1504 Third Avenue, Rock Island, Illinois.

Agenda as follows:

1. Call to order and roll call

2. Public Comment

3. Approval of the minutes from the May 13th, 2024 Governance, Health & Administration Meeting 4. Reports to the Committee

5. Consider Segregation of Duties Policy

6. Consider Allowable Expenditure Policy related to Federal Transit Administration funds

7. Consider renewal of 4 agreements related to Rock Island Sherriff’s office School Liaisons

8. Consider new IT staffing and salary adjustments

9. University of Illinois Extension Contract

10. Consider World Refugee Day Proclamation

11. Consider an update of language to Ordinance 2024-06-A an ordinance amending the liquor licenses

12. The Committee may enter into Closed Session per the following:

• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

▪ 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

▪ 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

13. Consider Action as necessary based on closed session

14. Review of pending/proposed state legislation & policy matters affecting Rock Island County

15. Committee member opportunity for brief comment (no decisions will be made)

16. Adjourn
