Sentencing follows cooperation from ComEd executive in Madigan corruption case

The fallout from the corruption scandal involving former Illinois House Speaker Mike Madigan continues, as Fidel Marquez, a former executive at utility company ComEd, was recently sentenced by a federal court. Marquez served as ComEd’s chief government affairs executive and was found guilty of facilitating contracts for associates of Madigan. These contracts were deemed to be bribes in exchange for legislative support favorable to ComEd. Madigan himself was convicted last year and is serving a sentence of more than seven years in prison.

Marquez cooperated with federal investigators by wearing a wire, which contributed significantly to the evidence that led to convictions of Madigan and other involved parties. In return for his cooperation, prosecutors requested a sentence of two years’ probation and a $50,000 fine for Marquez.

Despite several ethics reform bills being introduced since Madigan’s indictment four years ago, there has been limited progress on anti-corruption measures in Springfield. The spring session will offer lawmakers another opportunity to address these reforms.

Illinois continues to face a teacher shortage, particularly among special education teachers who require additional qualifications. State Representative Dan Swanson is sponsoring two bills aimed at addressing this shortage. House Bill 4631 proposes 50 new scholarships annually for aspiring special education teachers through the Illinois Student Assistance Commission. House Bill 4634 would allocate $1 million to fund the Special Education Teacher Tuition Waiver Program for another year and provide grants to universities covering program-related costs. Both bills are currently awaiting further consideration in the House Rules Committee.

Swanson also highlighted local community events, including FFA tractor traditions at AlWood schools and participation in an education roundtable with local educators and leaders at Monmouth College. He acknowledged strong community involvement during recent FFA pancake breakfasts and charity auctions benefiting local organizations such as the Rio Fire Protection District.

Swanson reminded constituents about the upcoming start of daylight savings time and shared news items addressing property tax reliance in Illinois, high state tax rates reported by WalletHub, physician assistants leaving Illinois due to licensing delays, and information about obtaining fishing licenses for 2026.

Swanson has represented Illinois’ 71st House District since being elected in 2023 as a Republican successor to Donald L. Moffitt.
