East Moline City Council considers consent agenda, reports

Meet

Members of the East Moline City Council met Monday, June 20.

The East Moline City Council is comprised of seven members, one from each ward, who are elected for four-year staggered terms. The council passes ordinances and resolutions that sets policies, approves expenditures, determines tax rates, and sets budgets. Members meet at 6:30 p.m. on the first and third Monday of each month at City Hall Council Chambers, 915 16th Ave.

Here are the meeting minutes as provided by the East Moline City Council:

MINUTES OF THE MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF EAST MOLINE, COUNTY OF ROCK ISLAND, STATE OF ILLINOIS MONDAY, JUNE 20, 2016 6:30p.m.

PLEDGE Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, Gary Almblade, Ed DeJaynes, Humberto Aguilar, Robert Cheffer, Gary Westbrook, and Mayor Thodos. Absent: Nancy Mulcahey.

PUBLIC COMMENT Mr. Frank Ross, 3312 187th Street Court North, East Moline, Illinois – Mr. Ross stated that he has property on 172nd Street, the traffic is terrible and he has asked that his road be repaired and nothing has happened. He also expressed his concerns regarding the old landfill. The smell from the landfill is terrible and he wants to know what can be done about this. Mr. Ross said isn’t the landfill in the City limits. Mayor Thodos replied yes.

Our old landfill was closed in 1981, and the City still don’t have a sign-off from the IEPA/EPA and the City is constantly putting more money into the landfill that the City owns. We would like to close the landfill, but we can’t, but as it relates to the other landfill, that is privately owned. Mayor Thodos gave Mr. Ross additional background information on the landfill, and asked Mr. Ross if he had any recommendations regarding the landfill. He stated that it would cost the City millions of dollars in order to fix it right.

CITY CLERK’S REPORT

City Clerk Holmes informed the City Council and all those in attendance, that the next City Council Meeting will be held on Tuesday, July 5, 2016; due to the 4th of July holiday.

ADDITIONS/CORRECTIONS TO AGENDA None

CONSENT AGENDA

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

A. Approval of City Council Minutes of June 6, 2016. B. Approval of Committee-of-the-Whole Minutes of June 6, 2016. C. Approval of Salaries for June 17, 2016 in the amount of $402,197.38. D. Approval of Bills in the amount of $620,934.47

A motio n was made by Alderman DeJaynes , seconded by Alderman Westbrook , to approve the Consent A genda as presented. Upon roll call the foll owing vo ted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

- 2 - REPORT BY MAYOR Presentation Chief Reynolds presented to the Chris Frost Family a Certificate of Appreciate, in recognition for memorial donations to the East Moline Police Department K 9 program for a vest. Jacob Frost accepted the award for the Family, also in attendance was his Mother Marla Frost, Brother, Logan, and Mother in- Law Mary. Jacob thanked the EM Police Department for the award, and stated his internship with the City was wonderful; his father loved how they treated him. It was a great experience.

Chief Reynolds stated the Officer David Rummery is the new K9 handler and he will be in training for 10 weeks, starting August 29, 2016. Captain Reagan will organize the K-9 Unit.

Welcome to East Moline Mayor Thodos welcomed Darin Girdler, our new City Administrator to the City of East Moline. He has been here one week, and he has already had the opportunity to meet with some of the other Mayors and City Managers.

Mayor Thodos announced the following Downtown East Moline Events:

• July 3, 2014 – East Moline Fireworks at The Quarter East Moline Riverfront 7th Street

• July 4, 2014 – Fireman’s Pancake Breakfast from 7:00a.m. until 11:00a.m. at the American Legion, Post 227 – 829 16th Avenue, East Moline. Sponsored by the East Moline Fire Department benefiting MDA (Muscular Dystrophy Association). 58th Annual AMVETS 4th of July Parade begins at 1:00p.m.

Mayor Thodos gave a special thanks to John DeDoncker, of Triumph Bank; he raised donations in excess of $10,000, John Deere Corporate, and the many other contributors towards the Fireworks Display.

City Attorney Clayton Lee presented the following Ordinances and Resolutions: ORDINANCE 16-04: AN ORDINANCE AMENDING TITLE 3, “BUSINESS REGULATIONS” OF THE CITY CODE OF THE CITY OF EAST MOLINE OF 1984, SECTION 3-7-24 ENTITLED “LIQUOR DEALERS,” OF CHAPTER 7, ENTITLED, “OPERATION,” AS AMENDED.

A motion was made by Alderman DeJaynes, seconded by Alderman Westbrook, to waive the reading of Ordinance 16-04. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to adopt Ordinance 16- 04. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

RESOLUTION 16-35: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PURCHASE FROM RACOM COMMUNICATIONS, FOR THE PURCHASE OF A HARRIS RADIO SYSTEM FOR USE BY THE MAINTENANCE DEPARTMENT OF THE CITY OF EAST MOLINE.

A motion was made by Alderman Cheffer, seconded by Alderman Aguilar, to approve Resolution 16-35. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

RESOLUTION 16-36: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PURCHASE OF A REPLACEMENT OF A ONE TON DUMP TRUCK WITH PLOW FROM REYNOLDS FORD.

- 3 - A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve Resolution 16-36. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

RESOLUTION 16-37: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PROPOSAL FROM EHLERS, INC., FOR TIF DEVELOPMENT, QUALIFICATION AND ADOPTION SERVICES RELATIVE TO ADDING THE TRIUMPH COMMUNITY BANK PROPERTY TO THE TIF DISTRICT IN THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to approve Resolution 16-37. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

RESOLUTION 16-38: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE REPLACEMENT POLICE OFFICER FOR THE CITY OF EAST MOLINE POLICE DEPARTMENT.

A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve Resolution 16-38. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

RESOLUTION 16-39: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF A CONTRACT FOR THE 2016 PAVEMENT MARKING PROGRAM WITH PETERSON PARKING LOT STRIPING, INC., FOR THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve Resolution 16-39. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Cheffer) Alderman Cheffer had no items for discussion. All other items have been covered under Ordinances, Resolutions or the Consent Agenda.

CITY STAFF COMMUNICATION: Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, EM Police Chief – Chief Reynolds thanked the Mayor and Council for allowing another officer to be hired. Misty Bunker will be hired this Friday, June 24th. The swearing in ceremony will be held at 8:30a.m. in the City Council Chambers. Chief Reynolds will be sending out e-mail invites tomorrow.

Mayor Thodos asked Chief Reynolds, when does he think we will have a functioning K-9 Unit again? Chief Reynolds, replied that the training will be for 10 weeks starting in August, so we should have a functioning K-9 Unit up and running in mid –November. Mayor Thodos also asked are there any specialties this dog will be able to do. Officer Rummery gave the Mayor a brief overview of what the dog training consisted of and how those attributes will be utilized.

Mr. Girdler, City Administrator – Mr. Girdler thanked the Mayor and City Council for giving him this opportunity, and he has met a lot of great people thus far, and he is looking forward to meeting many more.

- 4 - Mr. Kammler, Director of Engineering Services – Mr. Kammler informed the City Council that they have had a variety of emergency repairs that have come up such as; sink holes and pipe collapses. On 7th Street and 36th Avenue. Drainage issue behind a garage south of 46th Avenue and 11th Street down on 30th Avenue at the bottom of the hill, on the south side of Short Hills and east of 10th Street. They are working together to try and coordinate these repairs.

20th Avenue & 4th Street watermain project has been pressured tested. 6th Street & 26th Avenue Court resurfacing should be starting this last week of June and the sealcoating in July.

Mayor Thodos asked if new hydrants were being installed, on 28th. Mr. Kammler replied yes. The Mayor asked what happens to the old hydrants. Mr. Lambrecht stated that depending on the condition of hydrants some of them can be used as replacement parts.

Rob DeFrance, EM Fire Chief – Chief DeFrance updated the City Council regarding the property located at 3011 4th Avenue that was approved by the City Council for the Fire Department to use the structure for training purposes. After the inspectors test, unfortunately there was more asbestos than had been anticipated. Chief DeFrance has contacted five (5) licensed asbestos contractors, and the EPA to see how much of that asbestos has to be removed. He will come back before the City Council with the information, to see if we want to proceed with this.

Chief DeFrance invited everyone to come out on July 4th to the Fireman’s Annual Pancake Breakfast from 7:00a.m. until 11:00a.m.at the American Legion, Post 227 – 829 16th Avenue, East Moline. Sponsored by the East Moline Fire Department benefiting MDA (Muscular Dystrophy Association).

Mr. Drake, WWWTP Facilities-Director – Mr. Drake informed the City Council that the painting is complete at the 7th Street Water Tower. Right now they are going through the disinfection process on the Tower, and pending bacteria samples on the tower itself, hopefully it will be back in service by the end of the week.

ADJOURNMENT: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to adjourn the City Council meeting. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried. 6:50p.m.
