Rapids City Village Board accepts bids for sewer line repair

This Regular Board meeting was called to order by President Rankin at 7:00p.m.
All present joined in the Pledge of Allegiance.
ROLL CALL: Present – Corson, Clark, Fowler, Doty and Schneider.
Absent – Mire.
Also Present – President Rankin, Clerk Price, Clayton Lee, Chris Cooper-MSA Engineer,
Scott Duckett- MSA Engineer, Missy Housenga, Nicole Dopler and Ryan Bump.
A quorum was established.
CONSENT “Omnibus” Agenda: Corson motioned to approve 10-11-16 minutes, 10/16
Treasurer’s Report, 11/16 bills. Doty seconded. All present voted yes. Motion carries.
PRESIDENT-Rankin: Rankin reported Chief Engle was hurt in the line of duty and is off work, no details of injury. Dale’s Tree Service has been approved to park at boat dock lot for 2 weeks while completing work in the area.
POLICE REPORT - Chief Engle: Report as presented.
FIRE REPORT- Chief Carey: Report as presented.
ATTORNEY-Clayton Lee - : No report. Ordinance for April ballot will be sent to office 11-09-16.
BUILDING & ZONING –Mire: 8 General permits.
CEMETERY –Clark: Clark has been researching benches in the cemetery. He will be talking to Ryan and Glenda for suggestions.
ELECTIONS –Rankin: None.
FINANCE -Corson: Corson approved to donate $100.00 to the Wounded Warrior Project.
ORDINANCE & LICENSES –Corson: All board members will be reviewing information on a Golf Cart Ordinance to be discussed at the next meeting. Carson did clarify that a State Law Enforcement Officer could ticket, as golf carts are not allowed according to the State of Illinois.
PARKS & RECREATION –Clark: None.
PERSONNEL –Corson: Corson reviewed insurance information from the Personnel Meeting on 11-08-16. At this time Corson motioned to accept the United Health Care AMR8 w/254A plan with dental and vision insurance/ Fowler seconded. Corson, Clark, Fowler, Doty voted yes. Schneider abstained. Motion carries.
PLANNING –Mire: Clerk Price informed of Christmas Party on December 11, 2016, 6 p.m. at Bier Stube in LeClaire.
PUBLIC SAFETY - Doty: No report. Nicole Dopler suggested an ordinance for burning be made tighter as neighbors burning are affecting her family’s health. Fowler stated she had received complaints from other residents as well. It was reported that a ticket has been issued to try to resolve the issue. Schneider reminded that it is in the ordinance that you cannot burn non yard waste, additionally no burning in the streets.
Rankin also stated the fine for repeatedly violating the ordinance does go up with each occurrence. It was suggested to review at a later date adding restrictions on limiting times and frequency. Fowler will investigate a leaf removal truck to reduce leaf burning.
PUBLIC WORKS – Fowler: Cooper with MSA said they have received final cost from Valley after disputing costs that were not authorized by MSA or Ryan on the MFT 15th Street project. The project is complete. Duckett will be following up with the guardrail.
SEWER –Schneider: Cooper with MSA stated that the next step in the sewer line repair in the ravine is submitting for permit, bidding and awarding. It is estimated the cost of the project will be around $86,000 to $100,000. Clerk Price reminded this project was not on the operating budget. Ryan states he feels this project should be done on an emergency basis. Schneider motioned to approve to accept bids/ Doty seconded. All present voted yes. Motion carries.
WASTE MANAGEMENT – Fowler: No complaints.
WATER –Schneider: The water tower has been drained and inspected. There were minor repairs to be addressed otherwise good report. Hydrant flushing is being done this week.
OLD BUSINESS: Corson will be in contact with MidAmerican Energy concerning power outages. Clark wants to see striping done at the post office.
NEW BUSINESS: Nicole states the school is looking for volunteer projects for the spring.
PUBLIC DISCUSSION: None.
With nothing further to be discussed Schneider motioned /Fowler seconded to adjourn and all concurred, President Rankin adjourned this November 8, 2016-regular meeting at 7:55 p.m.
