Village of Andalusia Village Board met April 17.

Call to Order


The Board of Trustees met in a public meeting on Monday April 17, 2017 at the Village Hall. The

meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call

Present: President Morrow, Trustee Stropes, Trustee Einfeldt, Trustee Neece

Absent: Trustee Killian, Trustee Woeber

Staff: Shelly Hoffman, Village Clerk; Vickie Powell, Village Treasurer; Justin Parchert,

Public Works Director, Joe Dungan, Maintenance Department.

Trustee Stropes made a motion to accept the minutes from he

April 3, 2017 Board Meeting. Seconded by Trustee Einfeldt. Voice

Vote.

Aye: Trustee Stropes, Trustee Einfeldt, Trustee Neece

Nay: None

Motion Carried: 3-0 (2 Absent)

Trustee Neece made a motion to approve the Bills for April 17, 2017

in the amount of $933,698.01 Seconded by Trustee Stropes. Roll Call

Vote.

Aye: Trustee Neece, Trustee Stropes, Trustee Einfeldt,

Nay: None

Motion Carried: 3-0 (2 Absent)

General Fund                              $      6,599.41

Liability Insurance Fund               $    15,737.92

Police Dept Fund                         $        265.78

Sewer Bond Fund                        $  903,173.56

Village Park Fund                        $      1,650.00

Water Fund                                 $      2,855.38

Sewer Fund                                $      3,415.96

April 4, 2017 $39.95 was paid to Psn for the monthly Gateway Fee

the appropriation issue regarding the funds that were paid out for the Lagoon

Cell 1 project has been resolved. Attorney Mike Halpin advised Mayor Morrow

that since the funds were obtained through a series of approved ordinances

specifically for the Lagoon Cell 1 Project, No Supplimental Appropriation is

necessary.

Trustee Stropes made a motion to approve the Treasurers Report

for the month of March 2017 Seconded by Trustee Einfeldt. Roll

Call Vote.

Aye: Trustee Stropes, Trustee Einfeldt, Trustee Neece

Nay: None

Motion Carried: 3-0 (2 Absent)

Committee Reports:

Water and Sewer: Trustee Neece reported that the manhole will be installed behind the

Begyn Apartments as soon as Fuhr Construction can get it on their schedule.

Streets and Alleys: No Report

Finance and Audit: Trustee Einfeldt reported that she has been working on a solution to the

appropriations issue for the Lagoon Cell 1 project. However, the issue has been dealt with

through Attorney Mike Halpin.

Building and Grounds: Trustee Stropes reported that the roof on the Municipal Building still

hasn’t been repaired, however, Justin has been working on it and will continue to work on it as

his schedule permits.

Justin informed the board that he has been working on getting the Generator at the Municipal

Building up and running.

Parks and Recreation: No Report

Tax Increment Finance: There have been no requests for TIF funds according to Trustee Stropes.

Police: Trustee Stropes told Officer Rasso that he hopes the Deputy remains in Andalusia for

“a long time”.

Reports of Officers:

Village Clerk: Clerk Hoffman reported that she would like to publish the Grass and

Weed Ordinance to remind citizens to mow their grass. The Board agreed.

Department of public works: Justin Parchert informed the Board that the mowing has begun.

Justin has gotten half-way up the North side of the hill in Fancy Creek with the tile. He would

like to finish the North side and wait to see if it works before attempting the South side.

Justin is still waiting on the concrete for the Fancy Creek repairs to begin.

The sewer lines have been cleaned out and they came in under bid.

The curbing is in at the Memorial, the landscaping will go in as time and schedules permit.

Justin and his crew will be going to Matherville to get the playground equipment they gifted to

the Village.

Mayor: Mayor Morrow presented the Ordinance No 2017-04-01 Load Limit Exemptions

for a final read and vote.

Trustee Neece made a motion to approve Ordinance No. 2017-04-01

Load Limit Exemptions Seconded by Trustee Einfeldt. Roll Call Vote.

Aye: Trustee Neece, Trustee Einfeldt, Trustee Stropes

Nay: None

Motion Carried: 3-0 (2 Absent)

Old Business:

New Business: Mike Chillemi asked the Board if the Village would be willing to put a drainage

ditch and tube in front of his building. His plan is to begin work on the building by re-roofing

and re-siding it. He would like to bring it up to commercial standards and make it his companies

office building. The Board has agreed.

Citizen Comments:

Trustee Stropes moved to adjourn the meeting At 7:27 pm.

Seconded by Trustee Neece.
