Here is the minutes provided by the Committee:

1) Pledge of Allegiance: 

Mayor Matt Carter called the 16 May 2017 Regular meeting of the Silvis City Council to order at 6:30pm and led the Silvis City Council in the Pledge of Allegiance.

2) Roll Call:

Mayor Matt Carter asked City Clerk Jim Nelson to call the Roll. Members present: Tony Trulson, Larry York, Ian Pavellonis, Kathy Hall, Caryn Unsicker, Bob Rockwell, Todd Malmstrom, Rick Lohse.

Member absent: None

3) Proclamations: 

Mayor Matt Carter declared May 19" and 20" as American Legion & American Legion Auxiliary Poppy Day in Silvis.

4 Guest Speaker: Scott Monroe, Silvis Walmart Store Director 

Mr. Monroe explained to City Council that the Silvis Walmart will now offer online shopping with pick-up at the store.

5) Public Comment: None

6) Consent Agenda: Mayor Matt Carter asked City Clerk Jim Nelson to read the Consent Agenda dated 16 May 2017. Clerk Nelson read the Consent Agenda dated 16 May 2017. Mayor Carter asked if anything needed to be removed from the Consent Agenda dated 16 May 2017. Mayor Carter asked for a motion to accept the Consent Agenda dated 16 May 2017.

Motion:

Alderwoman Kathy Hall made a motion to approve the Consent Agenda dated 16 May 2017. Motion was seconded by Alderwoman Caryn Unsicker.

Vote: Members voting aye: Tony Trulson, Larry York, Ian Pavellonis, Kathy Hall, Caryn Unsicker, Todd Malmstrom, Bob Rockwell, Rick Lohse. Motion carried 8 ayes 0 nays 0 absent

8) Special Non-Consent:

A) Economic Development

Item 1) 2017 Residential Redevelopment Program

Motion: 

Alderwoman Kathy Hall made a motion to suspend the rules to consider Ordinance 2017-16 an ordinance approving and adopting the 2017 Residential Redevelopment Program. Motion was seconded by Alderman Rick Lohse. Motion carried via voice vote.

Item 2) 2017 Commercial Façade Program :

Motion: 

Alderwoman Kathy Hall made a motion to suspend the rules to consider Ordinance 2017-17 an ordinance approving and adopting the 2017 Commercial Facade and Building Repair Program. Motion was seconded by Alderwoman Caryn Unsicker.

Motion carried via voice vote.

9) Mayor's Report: 

Mayor Matt Carter informed Council that he had a copy of the Committee assignments in their agenda packets. Mayor Carter asked for a motion to concur with his committee assignments.

Motion:

Alderman Bob Rockwell made a motion to concur with Mayor Carter's committee assignments for fiscal year 2017-2018. Motion was seconded by Alderwoman Caryn Unsicker.

Vote: 

Members voting aye: Tony Trulson, Larry York, Ian Pavellonis, Kathy Hall, Caryn Unsicker, Todd Malmstrom, Bob Rockwell, Rick Lohse. Motion carried 8 ayes 0 nays 0 absent Mayor Carter then asked for Council to choose and approve a Mayor Pro Tem.

Motion: 

Alderwoman Kathy Hall made a motion to nominate Alderman Larry York to be the Mayor Pro Tem for the 2017-2018 fiscal year. Motion was seconded by Alderman Todd Malmstrom. No one else was nominated Alderman Larry York will serve as Mayor Pro Tem by acclamation. Mayor Carter noted that he was still getting his feet wet in the Mayor's position. Mayor Carter noted that it is amazing how busy a newly elected Mayor can be. Last week it was a meeting almost every night and day today I met with DECCA and the SBA, I just finished a meeting with representatives of the Hero Street Monument. The Hero Street Monument will have their Memorial Day ceremony on Saturday 27 May at 10:00am. Mayor Carter noted that the City of Silvis will have their Ceremony on Monday the 29" of May at 11:00am. The Silvis Optimist will have a bicycle Rodeo at Gauley Field on Saturday May 20" from 11:00am until 2:00pm. We will have an obstacle course and will be registering bicycles with the Police. There will be an abandoned bike sale and cook hot dogs.

We will also have face painting and the Fire Trucks will also be there. So if anyone is free on Saturday the 20" of May, I know the Optimists could use some help.

10) Attorney's Report: None

11) City Administrator: 

City Administrator Jim Grafton reported that on April 22" the City had their e-waste program we collected 6,685 pounds of e-waste. Just for your information we have had 7 ewaste events and have collected a total of 60,222 pounds of e-waste. On Tuesday last week Bi-State Technical Transportation committee approved the grant application for the City of Silvis for the purpose of constructing an 8 foot wide sidewalk on the West side of 10" Street from Avenue of the Cities to Crosstown Avenue. That grant award was $529,640. Last Friday May 12" the Quad City Visitor and Convention Board elected Jim Grafton as the small community representative for Iowa and Illinois. This is the first time the smaller communities have been represented on the board.

12) City Engineer Report: None

13) City Treasurer Report: None

14) City Clerk's Report: 

Clerk Jim Nelson informed Council that the air conditioner quit working in City Hall and it is going to cost at least $1,500 to repair it.

15) Call for adjournment from the Regular Meeting of the Silvis City Council. 

Mayor Matt Carter said if there was no more business to be brought before the 16 May 2017 Regular Meeting of the Silvis City Council he would entertain a motion to adjourn.

Motion: 

Alderwoman Caryn Unsicker made a motion to adjourn from the 16 May 2017 Regular Meeting of the Silvis City Council. Motion was seconded by Alderman Rick Lohse.

Vote:

Motion carried via voice vote. The Regular Meeting of the Silvis City Council adjourned at 6:53pm.

16) Call Committee of the Whole to Order & Roll Call 

Mayor Matt Carter called the 16 May 2017 Silvis City Council Committee of the Whole Meeting to order at 6:53pm and asked City Clerk Jim Nelson to call the Roll.

A) Public Service:

Item 1) 2017 John Deere Classic Daily pairings guide advertising

Discussion: 

Alderwoman Caryn Unsicker discussed the advertising for the John Deere Classic in the daily pairings guide. Alderwoman Unsicker explained her committee recommends to move forward with the ad and to change it from the past and make a full color vertical ad at the same price we paid last year $1,530.

Motion: 

Alderwoman Caryn Unsicker made a motion to place the advertising in the John Deere Classic Daily Pairings guide at a cost of $1,530 with the funds to be taken from Tourism on the 6 June 2017 agenda for approval. 19) City Staff Reports:

A) Fire Department: None

B) Inspections: None

C) Police Department: 

Police Chief Mark Van Klaveren had 28 applicants for the position of Police Officer. Six of those did not show, and 4 did not pass the physical. We had 18 applicants took the written exam. We will get the results from those soon. After that we will set up meetings then we will certify a list after we interview. Chief Van Klaveren said he would send someone to the Academy August 19". The only Academy left in the State of Illinois is Bellville. The State Police Academy is shut down for us now because they are pushing Troopers through. They are also in the process of moving PTI from Champaign to Decatur. Those classes will not begin until January 1 of 2018 but they are not taking reservations so I am not sure what is going on. Chief Van Klaveren asked to have a Public Safety/Finance meeting to purchase 3 Tasers at a cost of $500 each.

D) Public Works/Parks: None

20) Comments from the Aldermen: 

Alderman Tony Trulson called a Parks, Building & Grounds meeting for Monday 22 May 2017 at 5:30pm to discuss cameras for City Hall and climate control in City Hall. Alderman Larry York asked that all attend the Hero Street Memorial on the 29" of May at 1100hours. Alderwoman Kathy Hall congratulated the Silvis WalMart. Alderwoman Caryn Unsicker thanked Jim Grafton for the work on the sidewalk on 10" Street. Alderman Todd Malmstrom called a joint meeting with Finance for Monday 22 May at 5:45pm to discuss tasers.

22) Adjournment Mayor Matt Carter asked for a motion to adjourn from the 16 May 2017 Committee of the

Whole meeting of the Silvis City Council.

Alderwoman Caryn Unsicker made a motion to adjourn from the 16 May 2017 Silvis City Council Committee of the Whole meeting. Motion was seconded by Alderman Todd Malmstrom.
