Moline City Council met August 1.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 8:35 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent: Approval of Minutes & Appointments Made Committee-of-the-Whole and Council meeting minutes of July 25, 2017, and appointments made during Committee-of-the-Whole on August 1, 2017.

Second Reading Ordinances-

1. Council Bill/Special Ordinance 4029-2017

An Ordinance amending Council Bill/Special Ordinance No. 4012-2017 as it pertains to the Mercado on 5th event date of August 18, 2017, only.

Resolutions-

2. Council Bill/Resolution 1125-2017

A Resolution authorizing the Mayor and City Clerk to execute Agreement JN-2-17-041 with the Illinois Department of Transportation related to Contract 64E26 for the new I-74 Bridge.

3. Council Bill/Resolution 1126-2017

A Resolution authorizing the Mayor and City Clerk to execute a Resolution for Approval of the Illinois Department of Transportation’s Plans and Specifications for State Section (81-1) R-1 & 81-1(HBR, HBR- 1, HBR-2) I-74 Contract 64E26.

4. Council Bill/Resolution 1127-2017

A Resolution authorizing the Mayor and City Clerk to execute a Resolution for Improvement by Municipality Under the Illinois Highway Code for Motor Fuel Tax Section 17-00269-00-PV, I-74 Bridge Contract 64E26.

5. Council Bill/Resolution 1128-2017

A Resolution amending Budget Resolution #1181-2016 by authorizing changes to various line items in the budget for FY 2017.

6. Council Bill/Resolution 1129-2017

A Resolution authorizing the Mayor to make application, to enter into an agreement, and to execute all necessary assurances and certifications to the U.S. Department of Housing and Urban Development for Community Development Block Grant entitlement funding under the Housing and Community Development Act of 1974, as amended, of certain projects and programs for fiscal year 2017; and approving projects and program recommendations of the Citizens Advisory Council on Urban Policy for the use of 2017 Community Development Block Grant funds and the 2017 Annual Action Plan, which contains said projects and programs; and authorizing the Mayor to implement those approved projects and programs upon the approval of the City of Moline 2017 Annual Action Plan by the U.S. Department of Housing and Urban Development and to exercise any and all powers required to obtain such funding and to implement those approved projects.

7. Council Bill/Resolution 1130-2017

A Resolution approving the Final Plat for Vanacker First Addition (1530-1536 24th Avenue).

8. Council Bill/Resolution 1131-2017

A Resolution authorizing the Mayor and City Clerk to execute an agreement between the City of Moline and the Board of Education of Moline School District 40 setting forth the terms for assignment of four police liaison officers to Moline schools for the 2017-2018 school year.

9. Council Bill/Resolution 1132-2017

A Resolution declaring the following Article 36 seized and forfeited vehicles as surplus property: 2001 Ford F150, VIN# 2FTPF18L61CA70906; 2005 Pontiac Aztek, VIN# 3G7DA03E05S530005; 2002 Mazda MVP, VIN# JM3LW28A020304251; and 2000 Lincoln Town Car, VIN# 1LNHM81W1YY915084.

Omnibus Vote: Alderman Parker, seconded by Alderman Berg, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Items Not on Consent:

Resolutions-

10. Council Bill/Resolution 1133-2017

A Resolution authorizing the Interim Chief of Police to execute Indemnification Agreements for Southwestern Illinois College, Belleville, Illinois, indemnifying the college from any loss or liability that might occur as a result of Moline police officers attending the basic law enforcement academy session scheduled from August 22 through November 30, 2017.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1133-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

11. Council Bill/Resolution 1134-2017

A Resolution authorizing the Mayor and City Clerk to execute two surrounding property owners consent forms granting the City’s consent for a Youth Club/Dance License to be issued for The Island, 1405 15th Street, Moline.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1134-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances-

12. Council Bill/General Ordinance 3013-2017

An Ordinance amending Chapter 9, “Body Art Code,” of the Moline Code of Ordinances, by repealing said chapter in its entirety and enacting in lieu thereof one new Chapter 9, “Body Art Code,” relating to the same subject matter.

Council, Staff and Citizen Comments:

Ray Forsythe, Planning & Development Director, mentioned that he will be attending the Enterprise Zone Board Meeting tomorrow in Springfield. This is the City’s first opportunity to see how the City’s application scored.

Alderman Berg made a motion to change the Committee-of-the-Whole meeting start time from 6:30 p.m., to 5:30 p.m., beginning on September 1, 2017. Seconded by Alderman Waldron. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Waldron and Berg; nays: Aldermen Potter, Turner and Schoonmaker.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 8:50 p.m.

Alderman Parker moved to adjourn Executive Session, seconded by Alderman Wendt. Motion passed unanimously.

Council reconvened in open session at 9:45 p.m.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 9:45 p.m.

The next regularly scheduled City Council meeting is on August 8, 2017.
