City of Aledo Council met Aug. 7.

Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on August 07, 2017. Mayor Hagloch called the meeting to order at 6:33 P.M. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, and Chris Kopp. Mayor Christopher Hagloch. Alderman Randy Slater was excused.

Also present were Justin Blaser, Director of Public Works & Utilities, Nick Seefeld, Lieutenant, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Rock Island Argus, and Jim Taylor, WRMJ.

COMMITTEE OF THE WHOLE

The meeting was opened in prayer by ALD. Chausse.

Appearances: Mayor Hagloch recognized Marvin Smith of Aledo. Mr. Smith addressed items regarding downtown street lighting and city yard waste disposal site.

Communication & Correspondence: No Report.

Requests & Petitions: Special Event / Race/Walk: Aledo Main Street – Antique Days 5K – to be held on Saturday, August, 26th, 2017 between the hours of 7:30 a.m. and 9:30 a.m.

Special Event / Alley Closure: Mercer County V.F.W. Post 1571 – BBQ Rib Cook-off & Tasting Fundraiser – to be held on Saturday, August 26th, 2017 between the hours of 8:00 a.m. – 7:00 p.m.

Public Works Activity Report:

• Streets: patching machine utilized on NW 2nd St between 4th & 9th Ave; and Summer/Seasonal workers will be leaving for school in early August.

• Water: JULIE’s; the R/O system started on 7/24; No flushing was necessary due to the hardness of the water dropping from 21 grains to 8 grains per hardness; annual flushing of hydrants will be held in late august, 2017; the 8 out-of-service hydrants to be fixed in mid-august; and call-outs at the WTP continue to overwhelm the division.

• Gas: JULIE’s; installation of 4 new valves by Mark Miller; applications for new gas worker position were received until 8/4 and City Council review tentatively scheduled for 8/21.

• Cemetery: no funerals; implementation of new strategy regarding mowing and weed-eating seems to be going well, per DPW; and purchased a leaf-blower to keep pavilion clean.

• DPW: the Aledo Bike Trail continues to commence nicely; Ameren shut-off of specific downtown lights were identified by city staff; VHT to begin installation of fiber within the next 2 weeks; fall clean-up days scheduled for October 5th – 12th, 2017.

Aledo Police Department Activity Report: Chief Sullivan provided a report highlighting the successful turn-out of the National Night Out event in August 1st. Estimates of around 250-300 attendees were given and the silent auction had a good turn-out to raise funds for the Shop with a Hero program.

Administration Report: Administrator Knackstedt report was submitted and noted by Mayor Hagloch that she was currently on leave.

Mayor’s Report: Mayor Hagloch reported the Joint Review Board (JRB) to convene on Thursday, August 10th, 2017 at 10:00 o’clock a.m. in the City Council Chambers. Mayor reported the gas worker interviews have been scheduled for 8/15.

Committee Report: No Report.

APPROVAL OF MINUTES:

Motion was made by Alderman Chausse and seconded by Alderman Kopp to approve the meeting minutes of July 17, 2017 as presented. A Roll call vote was recorded as follows:

YES: Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, and Kopp. NO: None. Motion carried. 7 yeas, 0 nays.

FINANCE: INVOICE LIST:

Motion was made by Alderman Bertrand and seconded by Alderman Holmes that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Doherty, Holmes, Kopp, and Bertrand. NO: None. Motion carried. 7 yeas, 0 nays.

ORDINANCE NO. 29, SERIES OF 2017; An Ordinance Amending Title 4, Chapter 1 Of The City Code Of The City Of Aledo For The Purpose Of Adopting The 2009 Edition Of The International Property Maintenance Code Prepared By The International Code Council: (Second Reading)

Motion was made by Ald. Chausse and seconded by Ald. Bewley to adopt Ordinance No. 29, Series of 2017; An ordinance amending Title 4, Chapter 1 of the City Code of the City of Aledo for the purpose of adopting the 2009 edition of the International Property Maintenance Code prepared by the International Code Council. A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Doherty, Holmes, Kopp, Bertrand, and Bewley. NO: None. Motion carried. 7 yeas, 0 nays.

RESOLUTION NO. 30R, SERIES OF 2017; Approving Pump House Upgrades:

Motion was made by Alderman Bertrand and seconded by Alderman Kopp to approve Resolution No. 30R, Series of 2017; Approving pump house upgrades; installation of four (4) new metal walk doors inside the building; with the low-bid estimate approved from Clark Construction, 706 NW 2nd Avenue, Aledo, Il., in the amount of Seven Thousand Nine Hundred Dollars ($7,900.00). A Roll call vote was recorded as follows:

YES: Cooper, Doherty, Holmes, Kopp, Bertrand, Bewley, and Chausse. NO: None. Motion carried. 7 yeas, 0 nays.

RESOLUTION NO. 31R, SERIES OF 2017; Approving Floor Drain Repairs In The Public Works Street Division Building:

City staff requested two estimates to replace the entire drain. The work will consist of saw cutting floor, removing the deteriorated ledge, re-pouring the 8” walls, and installing a new metal ledge. City to purchase new grating separately.

Puckett Concrete Construction - $13,240 RC Construction Inc. - $14,300

Motion was made by Alderman Doherty and seconded by Alderman Cooper to approve Resolution No. 31R, Series of 2017; Approving floor drain repairs in the Public Works Street Division building, and award to Puckett Concrete Construction, 105 Main Street, New Boston, Il., in the amount of Thirteen Thousand Two Hundred Forty Dollars ($13,240.00). A Roll call vote was recorded as follows:

YES: Doherty, Holmes, Kopp, Bertrand, Bewley, and Cooper. NO: Chausse. Motion carried. 6 yeas, 1 nay.

Special Event(S): Aledo Main Street – Antique Days 5k & Mercer County V.F.W. Post 1571 Bbq Rib Cook-Off & Tasting Fundraiser – August 26th, 2017:

Motion was made by Ald. Doherty and seconded by Ald. Bewley to approve the two (2) special event requests as presented. A Roll call vote was recorded as follows:

YES: Holmes, Kopp, Bertrand, Bewley, Chausse, Cooper, and Doherty. NO: None. Motion carried. 7 yeas, 0 nays.

STANDING COMMITTEE REPORTS:

A Police & Ordinance Committee meeting to be held on August 14th at 6:15 o’clock p.m. in the City Council Chambers.

OLD BUSINESS:

Ald. Chausse requested an update regarding the gas division building. Mayor Hagloch reported the item to be discussed further at an upcoming joint TIF/Property committee meeting. DPW reported a Klingner assessment to be returned by mid-august.

NEW BUSINESS:

Ald. Doherty suggested the City Council consider a percentage (%) rebate to water customers due to the recent issues at the WTP. Mayor Hagloch noted the request and city staff to review.

Ald. Holmes requested a timeline regarding repairs to the south-door at the maintenance building. DPW Blaser reported the doors have arrived and to be scheduled for installation.

ADJOURNMENT:

There being no further business, motion was made by Alderman Kopp and seconded by Alderman Holmes that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:49 P.M.
