Village of Carbon Cliff Village Board of Trustees met September 5.

Here is the minutes provided by the Board:

Village President Bill Hintz called the meeting to order at 7:01 p.m.

Members President: Todd Cantrell, Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels and Larry Scott

Members Absent: None

Others Present: Chris Hicks, Dispatch/Argus Reporter; Nick Gottwalt, Director of Community & Administrative Services (D.O.C.A.S.); & Karen L. Hopkins, Village Clerk

Village President’s Agenda items discussed:

• Discussed changes that the Village needs to amend into their Ordinance 01-62, “Stormwater Drainage & Detention, Soil Erosion & Sediment Control Code for the Village of Carbon Cliff, Illinois.” This amendment will help to spell out additions to the ordinance that will help in:

o Argillo Creek holding ponds on the East side of 2nd Avenue, up from 4th Street.

o This amendment when adopted will be sent to the Rock Island County Zoning to be added to the next Rock Island County Hazardous Mitigation Plan to put into the plan.

• Village Director of Community & Administration Services will be attending the Illinois Municipal Treasurers Association – Institute and Advanced Seminar for Treasurers. This will be completing Phase 3 training.)

Committee Meetings:

• D.O.C.A.S. Gottwalt informed everyone that Pipeco Electric, Inc. needs corrected on the Agenda to $8,400.00 (due to only have one flag pole and need only one light for the flag pole) to update the Outside exterior lighting of the New Village Hall located at 1001 Mansur Avenue.

Old Business items discussed:

• Clerk Hopkins informed the board that the sewer usage bill to East Moline for this last month, due September 16, 2017, is $77,796.03.

o Discussed the Village has already done videoing of the sewer mains, some needed slip lining, smoke testing, etc.

o The Village will try to get more of the sewer lines videoed before winter.

o Work on inspecting and repairing any needed sewer manholes, raisers, etc.

Motion 1: Motion by Curry to establish Consent Agenda, as follows:

5. Village President’s Agenda:

b. Approve the Board of Trustees recommendation to take “An Ordinance of the Village of Carbon Cliff, Rock Island County, Illinois, Amending the Stormwater Drainage and Detention, Soil Erosion and Sediment Control, Code or the Village of Carbon Cliff, Illinois” to the Planning Commission.

c. Authorize Village Clerk Hopkins to execute an application to the Carbon Cliff Planning Commission to hold a Public Hearing to solicit comments for and against a proposed amendment to Stormwater Drainage & Detention, Soil Erosion & Sediment Control Code for the Village of Carbon Cliff, Illinois.

d. Authorize Village Clerk Hopkins and Village Director Gottwalt to call members of the Planning Commission and establish a meeting date and time, publish the Public Hearing for the Planning Commission meeting in the legal section of the newspaper with Certificates of Publications.

e. Approve a “Pre-Approval for Travel Expenses’ submitted by Village Director, Nick Gottwalt on August 28, 2017 to attend the Illinois Municipal Treasurers Association – Institute and Advanced Seminar for Treasurers. Event $410.00, Lodging $460.00+ applicable taxes, Estimated Fuel $160.50, Estimated Meal Cost $255.00. Total cost to attend conference is $1,285.50. (Nick Gottwalt will be completing his Phase 3 training).

e. New Village Hall Committee:

1. Approve a proposal from Freshcoat Painters of the Quad Cities in the amount of $12,783.08 to paint the exterior façade and all interior walls of 1001 Mansur Avenue, New Village Hall.

2. Approve a proposal from Floorcrafters, Inc. in the amount of $14,386.00 to install Congeleum Luxury Vinyl Tile in Wood Plank or Tile Pattern at 1001 Mansur Avenue, New Village Hall.

3. Approve a proposal from Pipeco Electric, Inc. in the amount of $8,400.00 to install and update the exterior lighting of the New Village Hall located at 1001 Mansur Aveenue.
