Moline City Council met September 19.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 6:59 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Wendt gave an Invocation.

Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Berg present. Absent: Alderman Potter.

Items on Consent:

Approval of Minutes & Financial Report

Committee-of-the-Whole and Council meeting minutes of September 12, 2017, and the August Financial Report.

Second Reading Ordinances

1.Council Bill/Special Ordinance 4035-2017

A Special Ordinance authorizing the Mayor and City Clerk to accept six (6) Quit Claim Deeds, more particularly described herein, to allow construction to proceed on Project #1270, 2017 Alley Reconstruction.

2. Council Bill/Special Ordinance 4037-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Moline High School Homecoming Parade, sponsored by the Moline High School Student Congress, to be held on Friday, September 29, 2017.

3. Council Bill/Special Ordinance 4038-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, for events scheduled for Saturday, September 23, 2017, and Sunday, September 24, 2017.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Berg; nays: none.

Second Reading Ordinances

4. Council Bill/General Ordinance 3017-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5109, “Parking Time Limits/Restrictions Established,” by repealing subsection (d) in its entirety; amending Section 20-5119, “Penalties For Violations Of This Article,” by repealing subsection (1)(b) in its entirety and enacting in lieu thereof one new subsection (1)(b) relating to the same subject matter; and directing staff to, prior to issuance of a ticket for a violation of Section 20- 5109 of the Moline Code of Ordinances, provide such violator a fifteen (15) minute grace period.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 3017-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner and Schoonmaker; nays: Aldermen Waldron and Berg.

5. Council Bill/Special Ordinance 4036-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement between the City of Moline and Mario Estrada and Isaac Cerda DBA Café Ole to sell food and beverages from a mobile food unit at the southeast parking lot of Stephens Park from August 15, 2017 through August 14, 2018, as weather permits, at the City’s sole discretion.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4036-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances

6. Council Bill/General Ordinance 3018-2017

An Ordinance amending Chapter 22, “Offenses – Miscellaneous,” of the Moline Code of Ordinances, by repealing Section 22-4103, “Discharge Of Weapons,” in its entirety and enacting in lieu thereof one new Section 22-4103 relating to the same subject matter.

7. Council Bill/Special Ordinance 4041-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Moline Halloween Parade, sponsored by Moline Dad’s Club/Moline Little League Softball, to be held on Sunday, October 15, 2017.

8. Council Bill/Special Ordinance 4042-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Bierstube Oktoberfest to be held on two consecutive weekend dates of Friday and Saturday, September 29 and September 30, 2017, and Friday and Saturday, October 6 and October 7, 2017.

Council, Staff and Citizen Comments:

Alderman Parker made a motion to direct staff to modify the Liquor Ordinance to reflect the Illinois State Statute, as it relates to the age of servers and packaged liquor, and that this change be submitted to the Council Agenda next week. Seconded by Alderman Wendt. Motion passed unanimously.

Alderman Wendt shared that he enjoyed the Cubs Bus Trip sponsored by the Parks & Recreation Department. He expressed his appreciation to Lori Wilson, Parks Recreation Director, and her staff.

Alderman Parker expressed his appreciation to Lori Wilson, Parks Recreation Director, and Rodd Schick, Municipal Services General Manager, concerning the Belgian Fall Flemish Fest last weekend. It was a success, and everything was sold out.

Lori Wilson, Parks Recreation Director, announced that she gave a booklet to the Council this evening concerning opportunities to donate to the Parks & Recreation Department or to memorialize someone with a donation. The booklet will go before the Park Board next week for final approval.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 7:09 p.m.

The next regularly scheduled City Council meeting is on September 26, 2017.
