Alderwoman Kathy Hall called the meeting to order at 5:30pm and announced the purpose of this meeting is to discuss SCO section 70-27. - License nontransferable.

John DeSilva proposed that he change the name of the owner on his car dealership located at 1st Avenue and 6th Street known as Jesse's Auto Sales. Mr. DeSilva. Mr. DeSilva would like to change the name of the owner from his friend Maria Rangel to Mr. DeSilva. Alderman York asked what the difference is if Mr. DeSilva just applied for a new license. Clerk Nelson noted that the ultimate licensing agent is the Illinois Secretary of State and if the owner stays within the limits of the law he should be allowed an opportunity to maintain the business. Alderwoman Hall noted that the ultimate goal of the secondhand motor vehicle ordinance was to limit the number of used car dealerships to 5 or less on First Avenue. Alderman Lohse noted that at this time there are 7-Gold Key, Weber, the dealership at 5th Street & 1° Avenue, Jesses, Cheap Cars, Fernell and Nino's. Alderman Lohse noted that he felt this would be alright.

The Economic Development Committee recommended this item be put on the 17 April 2018 agenda for consideration. Mr. DeSilva was advised not to renew his State License until after the meeting.

The Economic Development committee meeting adjourned at 5:49 pm
