Second Reading Ordinances-

1. Council Bill/Special Ordinance 4010-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Mercado on Fifth special event scheduled for 22 consecutive Fridays from June 1, 2018 through October 26, 2018.

Explanation: The City’s Special Events Committee has reviewed and approved the application for this event to be held on the following dates in 2018: June 1, 8, 15, 22, 29; July 6, 13, 20, 27; August 3, 10, 17, 24, 31; September 7, 14, 21, 28; and October 5, 12, 19, 26. This will be the third year for the event and weekly attendance is estimated to be 500.

2. Council Bill/Special Ordinance 4011-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the FROG Hop 5K, sponsored by Trinity Lutheran Church, scheduled for Saturday, June 2, 2018.

Explanation: The City’s Special Events Committee has reviewed and approved Trinity Lutheran Church’s application for this event to be held on Saturday, June 2, 2018. This is the fourth year for this 5K and the estimated number of persons to attend is 100.

3. Council Bill/Special Ordinance 4012-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the First Step Riverfront 5K, sponsored by the Children’s Therapy Center of the Quad Cities, scheduled for Saturday, May 26, 2018.

Explanation: The City’s Special Events Committee has reviewed the Children’s Therapy Center of the Quad Cities’ application and has approved this event for Saturday, May 26, 2018. This is an annual event and the estimated number of persons to attend is 250.

Resolutions

4. Council Bill/Resolution 1066-2018

A Resolution authorizing the purchase of 15,800 recycling carts from Wastequip for $859,095.76.

Explanation: Financing has been secured through the Closed Loop Fund, LP for the purchase of 15,800 recycling carts. City staff has obtained the National Joint Powers Alliance (NJPA) government contract quote from Wastequip for $859,095.76. Said carts are 96-gallon capacity manufactured by Toter and will include RadioFrequency Identification (RFID) chips. The price includes assembly, distribution, and GPS database for the City’s records.

5. Council Bill/Resolution 1067-2018

A Resolution authorizing the Mayor and City Clerk to apply for a State Highway Permit from the Illinois Department of Transportation and to execute the necessary forms in conjunction with the Micro Brew Mile & 6K Road Race, sponsored by the Children’s Therapy Center of the Quad Cities, scheduled for Saturday, June 16, 2018.

Explanation: This annual event sponsored by the Children’s Therapy Center of the Quad Cities includes areas of the City of Moline and requires temporary lane closures within the City. Section 4-408 of the Illinois Highway Code authorizes the Illinois Department of Transportation (IDOT) to issue permits to local municipalities to temporarily close portions of State highways along event routes for such public purposes. Local approval of use of these routes is necessary before permission can be sought from IDOT. This is the fifth year for this event. The estimated number of persons to attend is 750.

6. Council Bill/Resolution 1068-2018

A Resolution authorizing a sole purchase of four central hydraulic systems, attachments, plows and installation from Bonnell Industries Inc. in Dixon, Illinois, for the amount of $374,500.

Explanation: Fleet Services has purchased four incomplete cab and chassis units for the Street Division of Public Works. City staff published a Request for Proposal (“RFP”) for the central hydraulic systems and installation to operate the Swaploader hook-lifts and snowplows for this equipment and installation in the 2016 budget year. Bonnell Industries in Dixon, Illinois, submitted the proposal most advantageous to the City. Bonnell Industries has now extended that same pricing discount to the City of Moline for the upfitting of the four units currently on order. As Fleet Services has done in the past, staff sought out price verification for recent solicitations secured through competitive bidding. The City of Rock Island and McHenry are two customers that recently entered into contracts with Bonnell Industries Inc., as they were the low responsive and responsible bidder in the examples attached. The total price for equipment and installation for all four units is $374,500. Additional documentation attached.

Second Reading Ordinances-

7. Council Bill/General Ordinance 3022-2018

An Ordinance amending Sec. 31-5101 of the Moline Code of Ordinances increasing the Amusement Tax imposed upon all persons gaining admission to witness amusements within the City of Moline from 3% to 5% in facilities where the gross seating is 8,000 or more

Explanation: Currently, the City of Moline assesses a 3% Amusement Tax on persons gaining admission to the TaxSlayer Center (venues with seating capacity of 8,000 or more) for sporting or entertainment events. The current 3% Amusement Tax is used for capital equipment and improvements of the TaxSlayer Center. TaxSlayer staff is requesting an increase of the Amusement Tax to 5% on gross receipts for admission with the additional 2% to be used for offsetting operational costs for public safety as well as to assist in attracting and retaining professional sports franchises and events. The additional 2% tax is expected to generate approximately $160,000 annually. Additional documentation attached.

Fiscal Impact: $160,000 generated to be earmarked for use in operations and attracting/retaining sports franchises and events at the TaxSlayer Center

8. Council Bill/Resolution 1069-2018

A Resolution Directing staff to install a 4-Way Stop at the intersection of 15th Street and 24th Avenue.

Explanation: At the May 1, 2018, Committee- of- the-Whole Meeting, Council voted to make the intersection of 15th Street and 24th Avenue a 4- Way Stop.

9. Council Bill/Special Ordinance 4014-2018

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the 2018 Komen Quad Cities Race for the Cure scheduled for Saturday, June 9, 2018.

Explanation: This walk/run is an annual event, and the City’s Special Events Committee has reviewed and approved Komen Greater Iowa’s application for this event to be held on Saturday, June 9, 2018. The estimated number of persons to attend is 5,000 plus. Consideration Requested.
