Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on May 07, 2018. Mayor Hagloch called the meeting to order at 6:41 p.m. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, and Chris Kopp. Mayor Christopher Hagloch. Alderman Randy Slater was excused.

Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, Justin Blaser, Director of Public Works & Utilities, Tarah Sipes, Economic Development Coordinator, Mark Walton, City Attorney, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Jim Taylor, WRMJ.

Committee Of The Whole:

The meeting was opened in prayer by Pastor Josh McKinney, New Life Assembly of God.

Appearances: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: Special Event: Street Closure / Parade: The Memorial Day Remembrance Parade & Service sponsored by the Aledo American Legion Post 121 to be held on Monday, May 28, 2018 beginning at 10:45 o’clock a.m. The parade route to begin at the 200 block of N. College Avenue, marching south to the 200 block of S. College Avenue, concluding in Central Park.

Public Works Activity Report: DPW Blaser reported the following:

• Streets: daily checks, task, and work orders continue. YMCA intersection demolition and preparation, with the 4th street intersection complete. Mowing continues and clean-up at Central Park.

• Water: JULIE’s; install valve and water meter at Aledo Park District public pool; applied pre-emergent on the north and south lagoon rip rap; repair water service lateral on SE 2nd Avenue; deliver shut-off letters; flush Genesis hydrant; and finishing cleaning RO system. Also, four (4) sewer inspections completed.

• Gas: JULIE’s; dirt work regarding 2017 projects; completion of MCHS gas main repair; assist water division with a water service lateral repair on SE 2nd Avenue; repair water towers at Central Park; odorizer maintenance; shut-off letters; and install valve and water meter at the Aledo Park District public pool.

• Cemetery: two (2) funerals occurred. Mowing and weed eating continue.

• DPW: property maintenance citations completed regarding five (5) inoperable vehicles and were removed; meetings regarding various City committees, Bluestem Energy Solutions; Arborist; and Illowa. Also attended City Hall exterior renovations project weekly progress meeting. Summer / Seasonal employees were selected and DPW provided a listing for each PW division.

Aledo Police Department Activity Report: Chief Sullivan reported the Aledo Police Explorers partnered with Ariana’s Café to host a fundraiser to support the program. The fundraiser generated $460 regarding tips, and donations.

Chief reported the DEA Drug Take Back program collected eight (8) large boxes of old medications with a total weight of over 215 pounds. This was an increase from the previous drug collection day’s total.

Chief reported Office Baker is the Department’s newest investigator. He completed over 168 hours of related course work and received numerous certifications toward that goal over the past three (3) years.

Chief noted the Department will receive training from Western Illinois University through the ILETSB Executive Institute. All members of the Department will be enrolled in the online training program. They will be able to take classes offered by the Institute online, take examinations and receive certificates for the training.

Also, the Department participated in and assisted with the Champions 4 Children’s Walk for the Family Crisis Center.

Administration Report: Administrator Knackstedt provided a listing of weekly meetings. Administrator reached out to Senator Weaver’s office to coordinate a meeting to collaborate on grant writing for our region. Administrator prepared a draft letter for the out-of-town gas rates / annexations and an RFP for a single waste hauler bid. The City received notification regarding a ITEP Grant for the phase II Multi- Use Path project in the amount of $34,730 as well.

EDC Sipes sent information regarding the 27th Annual Rhubarb Festival with the intent to be added to the Illinois Bicentennial events webpage for 2018 and other community events as well. Also, a ribbon cutting was held at Main Street Barber Co. as well.

City Clerk Dale reported the F/Y 2017 audit to be presented to the City Council on Monday, May 21st, 2018 at 6:15 o’clock p.m. in the City Council Chambers. The item will be presented during the Committee of the Whole.

City Clerk also reported a total of 467 cemetery donation cards were mailed out with 70 donations being received to date. Community members have generously donated around $4,500 to date for the upkeep and beautification of the Aledo Cemetery.

Mayor’s Report: Mayor Hagloch noted the 2018 Rhubarb Festival billboard is up on IL. Rt. 67 in Milan with a fresh and new look to the design. Also, Mayor participated in the Champions 4 Children’s walk supporting the Mercer County Family Crisis Center.

Committee Report: Ald. Holmes reported a Joint Water, Sewer & Storm Drain and Gas Committee meeting was held on April 24, 2018. The Committee held discussion regarding: improvements to the current water salesman; out-of-town rate increase with a letter to be generated for review first; water/sewer lateral repair program and possible expansion to commercial customers; cleaning and inspections of City water towers; engineering services for the SW 9th street water main replacement project; and a review of a proposal for the analytical sludge profile at the North and South Lagoons.

Ald. Chausse reported a Public Property, Streets & Sidewalks Committee meeting was held on April 30, 2018. The Committee discussed City Hall Interior & Exterior Renovations; a proposed Roosevelt Military Academy (RMA) memorial project; the Button Building; review of professional services agreements regarding engineer for SE 2nd Avenue reconstruction, Phase VI and Phase III downtown street/sidewalk project. The Committee also received a development services agreement with Bluestem Energy Solutions.

Motion was made by Alderman Bertrand and seconded by Alderman Kopp to approve the meeting minutes of April 16, 2018 as presented. A Roll call vote was recorded as follows:

Finance: Invoice List:

Motion was made by Alderman Kopp and seconded by Alderman Holmes that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

Yes: Bewley, Cooper, Holmes, Kopp, and Bertrand. No: None. Abstain: Chausse and Doherty. Motion carried. 5 yeas, 0 nays, 2 abstentions.

Ordinance No. 05, Series Of 2018; Amending Title 6, Chapter 2, Of The City Code Of The City Of Aledo Establishing Regulations For The Keeping Of Bees: (Second Reading)

Motion was made by Alderman Chausse and seconded by Alderman Doherty to amend Ordinance No. 05, Series of 2018; striking out the following requirements:

• Any person establishing a hive within the City limits must provide proof of passing the State Inspection and State hive registration to apply for the annual beekeeping permit.

• The application fee for the annual permit application will be twenty-five dollars ($25) five dollars ($5).

A Roll call vote was recorded as follows:

Yes: Chausse and Doherty. No: Cooper, Holmes, Kopp, Bertrand, and Bewley. Motion failed. 2 yeas, 5 nays.

Motion was made by Alderman Chausse and seconded by Alderman Doherty to adopt Ordinance No. 05, Series of 2018; Amending Title 6, Chapter 2, of the City Code of the City of Aledo Establishing Regulations for the Keeping of Bees. A Roll call vote was recorded as follows:

Yes: Doherty. No: Cooper, Holmes, Kopp, Bertrand, Bewley, and Chausse. Motion failed. 1 yea, 6 nays.

Ordinance No. 06, Series Of 2018; Providing For The Vacation Of Part Of N.W. 7th Street In The City Of Aledo, Mercer County, Illinois: (Second Reading)

Motion was made by Alderman Cooper and seconded by Alderman Kopp to adopt Ordinance No. 06, Series of 2018; Providing for the Vacation of Part of N.W. 7th Street in the City of Aledo, Mercer County, Illinois; that lies adjacent to and between the following described parcels of property located at 615 N.W. 8th Avenue and 702 N.W. 9th Avenue in the City of Aledo; title to that portion of the vacated right-of-way that lies south of the center line thereof shall vest in John T. Burns and Angela M. Burns as owners of record, which is described as parcel 1; and title to that portion of the vacated right-of-way that lies north of the center line thereof shall vest in Randy L. Franks and Cindy L. Franks as owners of record, which is described as parcel 2. A Roll call vote was recorded as follows:

Yes: Doherty, Holmes, Kopp, Bertrand, Bewley, Chausse, and Cooper. No: None. Motion carried. 7 yeas, 0 nays.

Ordinance No. 07, Series Of 2018; Amending Title 13 Of The City Code Of Aledo, Illinois: (First Reading)

Title 13 entitled “schedule of fees” is hereby amended for the purpose of revising the amount of certain fees included in the Schedule. The following to be amended:

• Section 8-6-8 – Bulk Water Sales – 0.25 $1.75 per 60 gallons of water.

The second reading to be held on Monday, May 21, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

Ordinance No. 08, Series Of 2018; Providing For Borrowing Of $1,000,000.00 From Bankorion For The Purposes Of Paying For The Renovation And Remodeling Of City Hall: (First Reading)

Section 8-1-3.1 of the Illinois Municipal Code provides that the Corporate Authorities may borrow money from any bank or other financial institution provided such money shall be repaid within ten (10) years from the time the money was borrowed, payable from the general funds of the municipality and such other sources of payment as are otherwise lawfully available, provided, however, that the indebtedness incurred, when aggregated with the existing indebtedness of the municipality, may not exceed the debt limitation provided for in the Illinois Municipal Code.

The Corporate Authorities do hereby find and determine that upon the borrowing of not to exceed $1,000,000.00 and the issuance of a Note by the City in that amount, all in accordance with the provisions of Section 8-1-3.1 of the Illinois Municipal Code, as amended, the aggregate outstanding indebtedness of the City, including bonds, notes and other indebtedness will not exceed 8.625% of the equalized assessed value of the taxable property located within the municipality, and, accordingly, the Corporate Authorities are authorized to issue said Note.

• Construction period of the loan will close on November 30, 2018 and then the fixed rate of prime minus 1%; and

• The final payment for the loan will be December 21, 2027; and

• The City is allowed the first five (5) draws at no cost; and

• The City will have no pre-payment penalty; and

• The Note will be administered through BankOrion.

Administrator Knackstedt reported the ability to pre-pay makes this a less costly option and does not obligate us to the full ten (10) years that a bond would. The City would not pay an origination fee but did assume the costs of the attorney fees for both parties. These fees are well below the fees that the City would have paid through a bond transaction.

The second reading to be held on Monday, May 21, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

Resolution No. 13r, Series Of 2018; Approving Street Repairs At The Intersection Of S.W. 5th Street And 2nd Avenue In Aledo, Illinois:

Motion was made by Alderman Bertrand and seconded by Alderman Doherty to approve Resolution No. 13R, Series of 2018; Approving Street Repairs at the Intersection of S.W. 5th Street and 2nd Avenue in Aledo, Illinois; and to complete the pavement project as recommended by the City of Aledo Director of Public Works, at a cost of Twelve Thousand Four Hundred Seventy-six Dollars ($12,476.00) for the installation services provided by Puckett Concrete Construction, 105 Main Street, New Boston, IL. A Roll call vote was recorded as follows:

Yes: Holmes, Kopp, Bertrand, Bewley, Chausse, Cooper, and Doherty. No: None. Motion carried. 7 yeas, 0 nays.

Resolution No. 14r, Series Of 2018; Approving Proposal For Exterior Water Tower Cleaning:

Motion was made by Alderman Chausse and seconded by Alderman Kopp to approve Resolution No. 14R, Series of 2018; Approving proposal for exterior water tower cleaning and is recommended that the City retain the low bidder, National Wash Authority, LLC of Morrison, IL., to perform exterior cleaning services on both water towers for a total cost of Ten Thousand Eight Hundred Dollars ($10,800). A Roll call vote was recorded as follows:

Yes: Kopp, Bertrand, Bewley, Chausse, Cooper, Doherty, and Holmes. No: None. Motion carried. 7 yeas, 0 nays.

Resolution No. 15r, Series Of 2018; Approving An Agreement For S.W. 9th Street Water Main Replacement:

Motion was made by Alderman Chausse and seconded by Alderman Holmes to approve Resolution No. 15R, Series of 2018; Approving an Agreement for S.W. 9th Street Water Main Replacement; and Klingner & Associates, P.C. has submitted a PSA to perform the necessary design, planning, preparation of construction documents and construction oversight services for the Project at an estimated cost of Sixteen Thousand Five Hundred Dollars ($16,500). A Roll call vote was recorded as follows:

Yes: Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, and Kopp. No: None. Motion carried. 7 yeas, 0 nays.

Resolution No. 16r, Series Of 2018; Approving An Agreement For Performance Of Construction Observation Services By Imeg Corp. For Downtown Street And Sidewalk Reconstruction Project – Phase III:

Motion was made by Alderman Cooper and seconded by Alderman Kopp to approve Resolution No. 16R, Series of 2018; Approving an Agreement for Performance of Construction Observation by IMEG Corp. for Downtown Street & Sidewalk Reconstruction – Phase III; on a time and material basis for an estimated total cost of Forty-three Thousand Seven Hundred Fifty Dollars ($43,750), which includes up to 40 working construction days (10 hours per day), with such services to include provision of daily and weekly reports, testing services, pay requests, and final inspection. A Roll call vote was recorded as follows:

Yes: Bewley, Chause, Cooper, Doherty, Holmes, Kopp, and Bertrand. No: None. Motion carried. 7 yeas, 0 nays.

Motion Approving An Analytical Sludge Profile At The City Of Aledo Lagoons:

Motion was made by Alderman Kopp and seconded by Alderman Holmes to approve an Analytical Sludge Profile at the City of Aledo Lagoons to Axton Environmental, 3601 N. Kingston Drive, #6, Peoria, IL., in the amount of Six Thousand Dollars ($6,000). A Roll call vote was recorded as follows:

Yes: Chausse, Cooper, Doherty, Holmes, Kopp, Bertrand, and Bewley. No: None. Motion carried. 7 yeas, 0 nays.

Motion Approving The Interior Inspection Of The City Of Aledo Water Towers:

Motion was made by Alderman Bertrand and seconded by Alderman Cooper to approve the Interior Inspection of the City of Aledo Water Towers to Utility Service Co. Inc., 1230 Peachtree St NE, Suite 1100 – Promenade, Atlanta, GA, in an amount of Two Thousand Five Hundred Eighty Dollars ($2,580). A Roll call vote was recorded as follows:

Yes: Cooper, Doherty, Holmes, Kopp, Bertrand, Bewley, and Chausse. No: None. Motion carried. 7 yeas, 0 nays.

Motion Approving Change Order No. 02 For City Hall Exterior Renovations In The Amount Of $6,483:

Motion was made by Alderman Kopp and seconded by Alderman Holmes to approve Change Order No. 02 for City Hall Exterior Renovations in the amount of Six Thousand Four Hundred Eighty-three Dollars ($6,483); which includes on the north-side of the building, replacement of the unmatched face brick around the entrance door and installation of new brick to match the surrounding wall. A Roll call vote was recorded as follows:

Yes: Doherty, Holmes, Kopp, Bertrand, Bewley, Chausse, and Cooper. No: None. Motion carried. 7 yeas, 0 nays.

Special Event: Street Closure / Parade: The Memorial Day Remembrance Parade Sponsored By The Aledo American Legion Post 121 To Be Held On Monday, May 28, 2018 Beginning At 10:45 O’clock a.m.:

Motion was made by Alderman Chausse and seconded by Alderman Cooper to approve the motion as presented. A Unanimous voice vote followed in agreement.

Standing Committee Reports: A Public Property, Streets & Sidewalks Committee meeting to be held on May 14, 2018 at 6:15 o’clock p.m. in the City Council Chambers.

A Joint Water, Sewer & Storm Drain and Gas Committee meeting to be held on Monday, May 21, 2018 at 6:00 o’clock p.m. in the City Council Chambers.

A Ordinance & Police Committee meeting to be held on Tuesday, May 29, 2018 at 6:15 o’clock p.m. in the City Council Chambers.

Old Business: A discussion was held regarding the landscaping at the corner of IL. Route 17 and 94. Additional landscaping is to be completed around the gateway signage and rhubarb sculpture. City staff to contact Lois Ricketts, a master gardener, to assist in the selection for landscaping and retrieve the necessary pricing from local landscapers.

Ald. Cooper encouraged Aledo PD to monitor and verify that golf carts and neighborhood vehicles have the proper permitting through the City.

New Business: Mayor Hagloch reported change order no. 3 has been submitted by Hodge Construction for the exterior renovations project at City Hall. The change order involves water-proofing of the building. DPW Blaser recommended the item be approved by the City Council. It was noted there would be a ten (10) year warranty and the item would be discussed further at the Public Property, Streets & Sidewalks committee meeting on 5/14.

Mayor Hagloch inquired if any Council members had any additional questions regarding Ordinance No. 08, Series of 2018, regarding the $1,000,000.00 Note from BankOrion. No further comments were received at this time. The second reading to be held on Monday, May 21, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

Adjournment: There being no further business, motion was made by Alderman Kopp and seconded by Alderman Holmes that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:32 p.m.
