East Moline City Council met Nov. 5.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag,

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Gary Almblade, Ed DeJaynes, Gary Miller, Maria Tapia, Jose Rico, and Mayor Freeman. Absent: Alissa Sallows.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Holmes stated that tomorrow November 6th is Election Day she encouraged everyone to get out and vote!!

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of October 15, 2018.

b. Approval of the Committee-of-the-Whole Minutes of October 15, 2018.

c. Approval of Salaries for October 19, 2018 in the amount of $422.067, 28.

d. Approval of Salaries for November 2, 2018 in the amount of $417,996.97.

e. Approval of Bills in the amount of $1,264,448.33

A motion

Agenda as presented. Upon roll call the following voted in favor: Almblade, DeJaynes, Miller, Tapia, and Rico. Motion carried.

Alderman Mulcahey arrives at 6:37p.m.

REPORT BY MAYOR

Mayor Freeman read and presented to Mr. Dylan Parker a Proclamation proclaiming the week of November 10th through November 18th as “National Apprenticeship Week”. Mr. Dylan addressed the City Council, thanking Mayor Freeman and the Council for their support of apprenticeship programs.

CITY ATTORNEY GRAHAM LEE PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCE 18-14: AN ORDINANCE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, TERMINATING THE DESIGNATION OF THE CITY OF EAST MOLINE EMG REDEVELOPMENT PROJECT AREA AND CLOSING THE SPECIAL TAX INCREMENT ALLOCATION ACCOUNT.

A motion was made by Alderman Rico, seconded by Alderman Tapia, to waive the reading of Ordinance 18-14. Upon roll call the following voted in favor: Almblade, Miller, Tapia, and Rico. Opposed: Mulcahey, and DeJaynes. Motion carries. 4-2.

A motion was made by Alderman Rico, seconded by Alderman Almblade, to approve Ordinance 18-14. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried.

ORDINANCE 18-15: AN ORDINANCE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, APPROVING THE TAX INCREMENT FINANCE CITY OF EAST MOLINE EMG REDEVELOPMENT PROJECT AREA REDEVELOPMENT PLAN AND PROJECT.

A motion was made by Alderman Miller, seconded by Alderman Rico, to waive the reading of Ordinance 18-15.

Point of Order: Alderman Almblade asked if someone could explain to the City Council what happens if you vote No on the waiving of the reading? Attorney Lee stated that it is still a matter of the majority vote. Alderman Almblade asked so if it passes what happens, Attorney Lee replied that the ordinance will be able to move forward. City Administrator Gridler stated if the waiving of the reading is not approved then the Ordinance can be read or held over. Alderman Mulcahey raised a question concerning waivers of the reading of the Ordinances, noting that by not reading them into the record it deprived residents knowledge of not knowing exactly what the Ordinances addressing. Alderman Mulcahey stated that if residents had better information, they might express more interest in Council matters.

Upon roll call the following voted in favor: Miller, Tapia, and Rico. Opposed: Almblade, Mulcahey, DeJaynes. Motion tied. 3/3 tied. Mayor Freeman voted in favor. Motion carried 4/3.

A motion was made by Alderman Rico, seconded by Alderman Miller, to approve Ordinance 18-15. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried.

ORDINANCE 18-16: AN ORDINANCE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, DESIGNATING THE PROPOSED EMG REDEVELOPMENT PROJECT AREA PURSUANT TO THE TAX INCREMENT ALLOCATION REDEVELOPMENT ACT.

A motion was made by Alderman Rico, seconded by Alderman DeJaynes, to waive the reading of Ordinance 18-16. Upon roll call the following voted in favor: Almblade, DeJaynes, Miller, Tapia, and Rico. Opposed: Mulcahey. Motion carried. 5-1.

ORDINANCE 18-17: AN ORDINANCE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS, ADOPTING TAX INCREMENT ALLOCATION FINANCING FOR THE EMG REDEVELOPMENT PROJECT AREA.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to waive the reading of Ordinance 18-17. Upon roll call the following voted in favor: Almblade, DeJaynes, Miller, Tapia, and Rico. Opposed: Mulcahey. Motion carried 5-1.

RESOLUTION 18-62: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS AUTHORIZING THE SUBMITTAL OF THE TECHNICAL JUSTIFICATION FOR RE-EVALUATION OF LOCAL LIMITS ON SANITARY WASTE STREAMS.

A motion was made by Alderman Almblade, seconded by Alderman Tapia, to approve Resolution 18-62. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried.

RESOLUTION 18-63: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONSTRUCTION CONTRACT WITH CROSS CONCRETE CONSTRUCTION IN PARTNERSHIP WITH METROLINK FOR THE EAST POINTE CENTER TO 13TH STREET SIDEWALK PROJECT.

A motion was made by Alderman Rico, seconded by Alderman Tapia, to approve Resolution 18-63. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Tapia and Rico. Motion carried.

RESOLUTION 18-64: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PRELIMINARY BUDGET MEETING FOR FISCAL YEAR 2019 AND SET THE DATE AND TIME FOR A PUBLIC HEARING ON SAID PRELIMINARY BUDGET FOR THE CITY OF EAST MOLINE.

A motion was made by Alderman Almblade, seconded by Alderman Miller, to approve Resolution 18- 64. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman DeJaynes)

Alderman DeJaynes had no items for discussion. All items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Chief EMPD – Chief Reynolds informed the City Council of the upcoming activities.

 East Moline Police Department participated in a drug take back program which had 100 pounds turned in. The Police Department is looking into having another similar program in the Spring.

 The Month of November is no shave month and all proceeds will go to charity. Annaka Whiting, Finance Director – Ms. Whiting informed the City Council that all Department Heads are working on cuts to their budgets. Ms. Whiting will be sending a revised budget next week. Darren Gridler, City Administrator – Mr. Gridler informed the City Council:

 Next Council meeting held on November 19, at 5:15 p.m. Mr. Brad Cole of the Illinois Municipal League (IML) will be here discussing Council rules and procedures.

 Working on budget cuts there was a suggestion for everyone to make a 3% across the board reduction.

 There will be a hiring freeze effective March 1, 2019.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that they continue working construction projects within the City.

 7th Street Project –

o Barricades have been removed.

o Brandt Construction on site to take care of Water Valve box outs.

o Brandt Construction will be milling the bump on 26th Avenue and 38th Avenue.

o Working with IDOT with a date range as many liquidated damages that the City can charge. 

Including the wear and tear of the streets because the Contractor did not finish the job on time.

o Road patching on 3rd Street should be finished next week.

o Working with MidAmerican Energy for relocating the high-pressure gas line in Rail Road Alley a water main along 15th Avenue that serves the Hotel development.

o Corp of Engineers inspection coming up next week.

Mayor Freeman requested that Mr. Kammler look into the bump on 3rd Street and 12th Avenue. Rob DeFrance, EMFP – Chief DeFrance informed City Council that the Rescue Boat was hauled out last week and will be cleaned out and serviced.

November 13 through 15, 2018 the East Moline Fire Department will be the hosting the Cold-Water Training at the Tax Slayer Center in Moline.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to adjourn the City Council meeting. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Tapia, and Rico. Motion carried. 7:00 p.m.
