The Committee of the Whole of the Rock Island County Board met at the above date and time in the Board Chambers on the third floor of the Rock Island County Administration Building; 1504 Third Avenue, Rock Island, Illinois.

Vice-Chairman B. Vyncke called the meeting to order at 5:33 PM.

Call to order and roll call

A roll call was taken as follows:

Public Comments

Chairman Vyncke made three calls for public comments. There were no requests for public comment.

Condition of Funds Report

Auditor A. Palmer reported on the condition of funds report; she stated the American Recovery Plan is on the first page of her notes and made reference to schedule H; State of Illinois payments. The noted receipts are for time period Through April 20th of 2021 but applicable to January through March, mostly pre-covid up about $350,000. She noted the cannabis tax numbers would be more reflective in October for trending. Schedule J shows inter county and in the form of the tax anticipation warrant Trial balance schedules showed fund 108 shows 208,708.05 as the Treasurer’s office is still receiving payments applicable to the nursing home but for October 21st sale of the home; checks made out to Rock Island County and forwarding to the new owners. She specified these were not payments the County owes to the nursing home.

She also reported the audit from RSM LLP would be presented to the County Board at the May County Board meeting. She also noted particular attention to the Animal Control fund, which she was concerned with, and hoped to see revenue generation to assist the shelter or expense savings in the future, despite the general fund support given.

Staff Reports

County Treasurer L. Ewert reported on the monthly report of cash for April. She noted interest was down $15,063.00 compared to prior year $18,029.00 on investments. Monthly interest averaged around 0.35% on investments. She also reported 62, 611 real estate tax bill were mailed out for the 2020 tax year and expected to collect over 271.5 million dollars on behalf of all taxing districts in 2021. The pie chart for “Where Your Tax Dollars Go” had been updated as well with a breakdown.

Online tax searches and online payment systems are now available on RockIslandCounty.org and would generate an individual pie chart specific to each tax parcel. Supplemental Sales Tax for February $280,029.76 with three year comparison up about $26,000 from two years ago, but down $40,000 from the previous year to date.

In reference to the American Rescue Plan, she stated the County was anxiously awaiting funds in the amount of $13,776,166.00 and would be placed into a separate investment account.

Mr. Swanson stated for the first 8 months at current pace, supplemental sales tax is not looking bad. Ms. Ewert stated that since December the numbers are starting to go up, and would hopefully increase in the future months.

Mr. Simmer stated that the pie charts are very helpful to Rock Island County residents and had them available in his waiting room.

County Administrator J. Snider stated that the 151 pages of initial rules had been received from the Department of the Treasury on the American Recue Plan funds, but stated they were more stringent than he had expected and the County was awaiting the 13.5 million in funds.
