BOARD MEMBERS PRESENT: Chairman Phil Fuhr, Kathy Parrish, James Boyd, Bob Brown (remotely), and Donald DeLoose
STAFF PRESENT: Gregory Thorpe
The meeting was called to order at 9:10 A.M.
A motion was made to approve with the February 3, 2021 minutes. The motion was made by Mr. Boyd, and seconded by Mr. DeLoose. A voice vote was taken, motion carried.

HELEN BLOOME - REZONING
The Rock Island County Zoning Board of Appeals held a public hearing on behalf of HELEN BLOOME (owner) to consider a rezoning from AG-2, General Agricultural District to SE-2 Suburban Estates Medium Density District. There were no objectors present. A motion was made to approve the request by Mr. Brown and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Boyd – Yes; Mr. DeLoose – Yes; Ms. Parrish – Yes & Mr. Brown -Yes. Motion carried.

DONNA E. BOENS TRUST - REZONING
The Rock Island County Zoning Board of Appeals held a public hearing on behalf of DONNA E. BOENS TRUST (owner) to consider a rezoning from AG-1, Agricultural Preservation District to SE-1 Suburban Estates Low Density District. There were no objectors present. A motion was made to approve the request by Mr. Brown and seconded by Ms. Parrish. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Boyd – Yes; Mr. DeLoose – Yes; Ms. Parrish – Yes & Mr. Brown -Yes. Motion carried.

SNOWSTAR EXTREME SPORTS - SPECIAL USE
The Rock Island County Zoning Board of Appeals held a public hearing on behalf of HARPER’S OUTDOOR FUN, LLC d/b/a SNOWSTAR EXTREME SPORTS (petitioner – a Business Entity, Jennifer L Harper Living Trust, 26904 124th Ave W, Illinois City IL 61259) on behalf of SNOWSTAR CORPORATION, (owner - a corporation, President, Thomas Rexroth, 2500 Sunnycliff Estates, Burlington, IA 52655; Vice President/Secretary - Jason Rexroth, 2911 Longbluff N.E., Cedar Rapids, IA 52402) to consider a special use permit for an Outdoor Recreational Facility in a AG-2, General Agricultural District, as authorized in Section 3-2-11.3 of the Rock island County Code of Ordinances. There were objectors present. A motion was made to approve the request with conditions by Mr. DeLoose and seconded by Mr. Brown. The vote to approve the request was as follows: Chairman Fuhr – Yes; Mr. Boyd – Yes; Mr. DeLoose – Yes; Ms. Parrish – Yes & Mr. Brown -Yes. Motion carried.
The following Finding of Facts from February 3, 2021 were approved with a motion by Mr. DeLoose and second by Mr. Boyd. A voice vote was taken, motion carried.

The motion to adjourn was made by Mr. Brown and second by Mr. DeLoose. A voice vote was taken, motion carried. Meeting adjourned at 10:56 a.m.
