Here are the minutes provided by the committee:

Call to order and roll call  

Chairman L. Burns called the meeting to order at 8:30 AM.  

A roll call was taken.  

Members Present: Chairman L. Burns, R. Morthland, E. Sowards, R. Morthland, D. Adams. C. Enburg, D. Clevenger, E. Langdon, B. Westpfahl  

Others Present: G. Thorpe, J. Boudi, J. Massa, J. Snider, R. Brunk, K.Davis, C. Przybyla  

Public Comment  

Chairman L. Burns made three calls for public comment. There were no requests for public comment.  

Approval of the minutes from the April 12th, 2021 

R. Morthland is present at 8:33 AM 

Motion to approve as presented by D. Adams. Seconded by D. Clevenger 

E. Sowards, R. Morthland, D. Adams, D. Clevenger, E. Langdon, B. Westpfahl – Yes 

Motion carried 

C. Enburg is present at 8:35 AM 

Reports to the Committee 

G. Thorpe Zoning and Building reported 132 receipts with total net revenue at $53,487.40. Year to date; He also  stated 

Aver 185 a square foot. He reported 6 zoning board cases for the month. 

Motion to approve by E. Langdon. Seconded by D. Adams.

J. Boudi GIS department reported census data still being updated. $21,306 was received for recorder fee revenue.  He also reported working on an enterprise zone project in East Moline with Kunes Ford. 

It was also discussed that it did not look like the State would be moving the deadline for reapportionment. Motion to approve E. Langdon. Seconded B. Westpfahl.

A roll call was established: E. Sowards, R. Morthland, D. Adams, C. Enburg, D. Clevenger, E. Langdon, B. Westpfahl –  Yes 

Motion carried 

County Engineer J. Massa reported planning on putting some used equipment for sale including a tandem truck, and  a semi tractor on public surplus website. There is also a guardrail safety improvement project staring up. He  mentioned the “Rebuild Illinois Funds” with the capital improvement plan, receiving 2 installments last year, this  year and the next year totaling 4.7 million, and has to be spent by July 2025. The covid relief fund has about  $111,000 with stipulations on spending and must be spent by September 30th, of 2024.

County Administrator J. Snider reported working with RW Baird on actuarial review on unfunded  pension debt. He was awaiting stipulations and rules on the spending of American Rescue Plan act and would look at scheduling budget committee after that.

Consider Zoning Board of Appeals Cases (6)  

a. RZ-21-107 Mid-American Energy AG-2 to SE-1 BO  

Approx. 11 acres rezoning request. There were objectors present. Board’s recommendation was to  grant. 

b. SU-21-206 Mid-American Energy Utility Station BO 

Approx. 11 acres special use permit to construct a utility station. There were objectors present. Board’s recommendation was to grant. 

c. SU-21-207 Darrel & Judy Hofer Density Increase ED 

Approx. 5.05 acres special use permit density increase. No objectors present. Board’s recommendation was to grant. 

d. SU-21-208 Fairport View LLC Seasonal Rec Use DR 

There were objectors present. Board’s recommendation was to grant 

e. RZ-21-106 Joel Grafton AG-1 & SE-2 to SE-1 RU 

Appox. 37 acres. No objectors present. Board’s recommendation was to grant 

f. RZ-21-108 Todd & Lauren Stegmiller AG-2 & R-1 to SE-1 BH 

Approx. 5.0 acres rezoning request. No objectors present. Board’s recommendation was to grant 

Motion to approve items a-f as presented by R. Morthland. Seconded by D. Adams. Motion for previous roll call by B. Westpfahl. Seconded D. Clevenger 

Motion carried  

Consider Highway Items  

Review and award of bids received on Friday, April 30th, 2021 

Hot Pour Joint Sealer 

J. Massa reported there was one bidder for Hot Pour Joint Sealer material from Sherwin Industries Inc. at a cost of $12,897.00 

Motion to approve the low bid 

Zuma Canoe Creek SSA Levee Mowing  

Mr. Massa stated that this is for Zuma Canoe Creek Special Service Area Levee Mowing for a three-year contract through 2023. There were 2 bidders; Wainwright Construction and Legacy Corporation with the  low bid from Legacy Corporation at $18,025.50 for the three year period.  

Motion to approve the low bid by R. Morthland. Seconded by B. Westpfahl.
