City of Lewistown City Council met Oct. 14.

Police Committee Meeting
5:30 p.m.
Committee Members - Brad Ward (Chairman), Alderperson John Spotloe, Alderperson Kendall Miller
Business To Discuss - Promoting Officer DeWester to Sergent. Alderperson Ward spoke on behalf of Chief Ford. Chief Ford was unable to be at the meeting and had typed up his recommendation to promote Officer DeWester. Alderperson Ward stated he agrees with Chief Ford on the promotion. Alderperson Miller made a motion to promote Officer DeWester to Sergent with a dollar raise in pay.
TIF Committee Meeting
5:45 p.m.
Committee Members- John Spotloe (Chairman), Alderperson Dave Levingston, Alderperson Brad Ward
Business to Discuss- Lewistown Fire Department TIF Application. Alderperson Levingston spoke on behalf of the fire department. Alderperson Levingston stated that they were asking for $4,500.00 for preparation and to purchase gravel for their parking lot. Alderperson Ward made a motion to approve a $4,500.00 grant for the fire department.
Public Hearing Meeting

Business to Discuss- Lead Service Line Replacement. Keith Plavec came to talk to the council and public about the lead service line replacement planning report. The recording is on the City's website if you would like to listen.
LEWISTOWN CITY COUNCIL MEETING
The Lewistown City Council met in regular session in the council chambers. Mayor Cindy Goddard called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL: PRESENT: Alderperson Jim Long, Brad Ward, Kendall Miller, and Mayor Cindy Goddard. John Spotloe arrived at 6:37 p.m.
DECLARATION OF QUORUM by Mayor Cindy Goddard
CLERKS REPORT/MINUTES: Natalie Nelson, Nothing at this time.
Alderperson Miller made a motion to approve the minutes of September 23rd, 2025 City Council Meeting, second by Alderperson Spotloe, the motion carried all ayes.
TREASURER'S REPORT: Debbie Brown. Nothing at this time.
ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing at this time,
ENGINEER'S REPORT: Keith Plavec. No Engineer present.
PUBLIC COMMENTS AND PETITIONS: No Comments
COMMITTEE REPORTS:
Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.
Sewer - Alderperson Levingston: Nothing to report.
Streets & Allies - Alderperson Long: Nothing to report.
Police/ESDA – Alderperson Ward: Later in the meeting.
Water Alderperson Miller: Nothing to report.
Utilities/Publications - Alderperson Long: Alderperson Long stated that Gary Brannan was still looking for the top round windows.
Public Buildings & Grounds - Alderperson Long: Nothing at this time.
Tourism Alderman Miller: Alderperson Miller reminded everyone that the free wiener roast and Scary City garage was coming up on October 25th and October 31st. Alderperson Miller also reminded everyone that Mason County was holding an event on November 13th from 4 p.m. to 7 p.m. called the Big Table.
Tax Increment Financing - Alderperson Spotloe: Absent. New business
Citizens Committee - Amanda Sutphen not present.
Christmas Committee - Kenny Haacke reminded everyone they will have a meeting on Thursday October 16th at 6:30 p.m. at City Hall. Kenny also let everyone know they have 70 trees reserved.
Economic Development Committee Erin Ahart not present.

UNFINISHED BUSINESS:

NEW BUSINESS:
1. Discuss/Act Upon Promoting Officer DeWester to Sergent. Alderperson Ward made a motion to promote Office DeWester to Sergent with a $1.00 raise; Seconded by Alderperson Miller. Roll call vote, the motion carried with all ayes.
2. Discuss/Act Upon Lewistown Fire Department's TIF Application, Alderperson Levingston spoke on behalf of the fire department stating they were asking for $4,500 to help pay for preparation and purchase of gravel for a parking lot. Alderperson Ward made a motion to approve a TIF grant of $4,500.00 to the Lewistown Fire Department; Seconded by Alderperson Clark. Roll call vote, Alderperson Clark, Ward, Miller, and Mayor Goddard voted yes, Alderperson Long voted no, Alderperson Levingston and Alderperson Spotloe were abstain for voting, motion carries.
PRESENTATION OF BILLS:
Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Spotloe. roll call vote, the motion carried with all ayes.
CLOSED SESSION: No closed session
ADJOURNMENT:
Alderperson Miller made a motion to adjourn at 6:47 p.m.; Seconded by Alderperson Long motion carried all ayes.
