Meeting Called to Order
Commissioner Dahlstrom called the meeting to order at 4:00 p.m.
Roll Call of Members
Roll call was performed. Commissioners Dahlstrom and Flowers were present. Commissioner Nelson was absent.
Approval of Minutes
Commissioner Flowers made a motion to approve the minutes from the following meetings: September 9, 2025, Regular Meeting; September 9, 2025, Special Meeting; September 9, 2025, Special Executive Session; September 12, 2025, Special Meeting; September 12, 2025, Special Executive Session; September 24, 2025, Special Meeting; and September 24, 2025, Special Executive Session. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.

New Business
Amendments to the Rules and Regulations of the Board of Fire and Police Commissioners (Darren Gault, Chief of Police)
Chief Gault presented a redlined copy of the Rules and Regulations of the Board of Fire and Police Commissioners. He reviewed and proposed a series of amendments specifically related to the following chapters: Chapter I – Administration; Chapter II – Applications for Original Appointment – Police; Chapter III – Examinations for Original Appointment – Police; Chapter VI – Examinations for Original Appointment – Fire; and Chapter VIII – Order of Rank, Classification, and Oath of Office. Commissioner Flowers made a motion to approve the staff's recommendation to adopt the proposed amendments to the Rules and Regulations of the Board of Fire and Police Commissioners, as presented, pending submission to the City Council for final approval. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
Acceptance of Resignation of Officer (Darren Gault, Chief of Police)
Police Officer Marquis Smith submitted his notice of resignation, effective immediately on September 11, 2025, following twenty-nine days of service. Staff recommended acceptance of the resignation of Police Officer Smith, effective September 11, 2025. Commissioner Flowers made a motion to accept the resignation of Officer Marquis Smith as recommended. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
Retirement Acceptance of Police Officer (Darren Gault, Chief of Police)
Police Officer David Callaway submitted his notice of intent to retire, effective November 14, 2025, following twenty two and one-half years of service. Staff recommended acceptance of the retirement of Police Officer David Callaway,
effective November 14, 2025. Commissioner Flowers made a motion to accept the retirement of Officer David Callaway as recommended. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
Approval of Request to Fill Vacancies (Darren Gault, Chief of Police)
Due to the previous resignation of Police Officer Ian Lopez, the current resignation of Marquis Smith, and the retirement of Police Officer David Callaway, three vacancies will be created within the department. Staff recommended the approval to fill the vacancies with three new Police Officers. Commissioner Flowers made a motion to approve the request to fill the vacancies as recommended. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
Removal of Candidate from the Police Officer Eligibility Register (Darren Gault, Chief of Police) Sebastian Villanueva, the number four candidate on the Police Officer Eligibility Register, has requested to be removed from the Police Officer Eligibility Register due to finding employment at another Agency. Staff recommended the removal of Sebastian Villanueva from the Police Officer Eligibility Register. Commissioner Flowers made a motion to approve the removal of Sebastian Villanueva as recommended. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
Certification of the Police Officer Eligibility Register (Leah Madsen, Director of Human Resources) The Police Officer Eligibility Register has been compiled with the results of the most recent recruitment testing. Staff recommended certifying the Police Officer Eligibility Register as presented. Commissioner Flowers made a motion to approve the certification of the Police Officer Eligibility Register as recommended. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
Full-time Appointment of Firefighter/Paramedic (Kris Johnson, Deputy Fire Chief) This agenda item, regarding the proposed full-time appointment of Firefighter/Paramedic Zach Blankenship, was stricken from the agenda due to inaccurate information provided prior to the meeting. Commissioner Flowers made a motion to strike the agenda item. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
Full-time Appointment of Firefighter/Paramedic (Kris Johnson, Deputy Fire Chief) George Campbell has successfully completed his probationary period as a Firefighter/Paramedic, effective October 24, 2025. Staff recommended the full-time appointment of Firefighter/Paramedic George Campbell, effective October 24, 2025, pending no concerns that may develop between today’s date and October 24, 2025. Commissioner Flowers made a motion to approve the full-time appointment of Firefighter/Paramedic Campbell as recommended. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.

Staff recommended acceptance of the resignation of Firefighter/Paramedic Joe Adams, effective September 23, 2025. Commissioner Flowers made a motion to accept the resignation of Firefighter/Paramedic Adams as recommended. The motion was seconded by Commissioner Dahlstrom and carried on a roll call vote as follows: Ayes: Commissioners Dahlstrom and Flowers; Nays: None.
