Moline City Council considers ordinances at meeting

The Moline City Council gathered for a regular meeting on Tuesday, June 7.

The City Council is Moline’s legislative body and is comprised of the mayor, one member from each of the seven wards within the city, and one who represents the city at-large. Council members meet as the Committee of the Whole at 6:30 p.m. on select Tuesdays each month.

Here are the meeting minutes as provided by the Moline City Council:

MINUTES MOLINE CITY COUNCIL MEETING 

City Hall, 619 16th Street Tuesday, June 7, 2016

Council Meeting : The City Council meeting came to order at 8: 15 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Zelnio gave an Invocation.

Roll Call : Roll call was taken with Mayor Raes , Alderme n Rodriguez , Parker , Wendt , Zelnio , Turner, Schoonmaker, and Acri present. Absent: Alderman Liddell.

Items on Consent: Approval of Minutes Committee-of-the-Whole and Council meeting minutes of May 24, 2016.

Second Reading Ordinances 1. Council Bill/Special Ordinance 4028-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Race for the Cure, scheduled for Saturday, June 11, 2016.

Resolutions 2. Council Bill/Resolution 1073-2016 A Resolution authorizing the approval of the estimate from Interstate Fence & Construction Company for the amount of $17,250.00, to repair the fence located on City Right-of-Way between Western Illinois University (WIU) campus and Midland Davis Corporation.

3. Council Bill/Resolution 1074-2016 A Resolution authorizing the Mayor and City Clerk to enter into WAN and ISP agreements with Geneseo Communications.

4. Council Bill/Resolution 1075-2016 A Resolution accepting the actuarial valuation reports submitted by Lauterbach & Amen for the contribution year ending December 31, 2016 for the City of Moline Police and Firefighters’ Pension Funds.

5. Council Bill/Resolution 1076-2016 A Resolution considering all Rules and Regulations adopted by the Board of Fire and Police Commissioners (Board) concerning “Chapter IV – Promotions – Police;” and approving same as an exercise of the City’s home rule powers.

6. Council Bill/Resolution 1077-2016 A Resolution authorizing the Mayor and City Clerk to execute a Memorandum of Understanding between the City of Moline, City of Rock Island, and County of Rock Island, setting forth the terms for submitting a joint application for funding available through the U. S. Department of Justice 2016 Byrne Justice Assistance Grant (JAG) Program.

Omnibus Vote : Alderman Parker , seconded by Alderman Wendt , moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez , Parker, Wendt, Zelnio, Turner, Schoonmaker, and Acri; nays: none.

Items Not on Consent: Resolutions 7. Council Bill/Resolution 1078-2016 A Resolution authorizing the Mayor and City Clerk to accept a Permanent Storm Sewer and Drainage Easement for Project #1248, 9th Street A, 33rd to 34th Avenue Upgrade, on the following Parcel: Parcel 07144-1 from Stephanie A. Acri.

Approved: Alderman Parker , seconded by Alderman Wendt , moved to approve Council Bill 1078 -2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner, and Schoonmaker; nays: none; abstention: Alderman Acri.

First Reading Ordinances 8. Council Bill/Special Ordinance 4030-2016 A Special Ordinance declaring the property at 422 38 th Street , Moline, as surplus; and authorizing the Mayor and City Clerk to execute an Agreement for Sale of Real Estate and do all things necessary to convey the City-owned property at 422 38th Street, Moline, to Steven and Cheryl Dufur.

9. Council Bill/Special Ordinance 4031-2016 A Special Ordinance repealing Special Ordinance No. 4023-2015 which declared the prevailing rate of wages to be paid workers on public works projects, and ascertaining and declaring the prevailing rate of wages to be paid to certain laborers, mechanics and other workers performing public works for the City of Moline within Rock Island County.

10. Council Bill/Special Ordinance 4032-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with River Action’s Ride the River scheduled for Sunday, June 19, 2016.

11. Council Bill/Special Ordinance 4033-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Microbrew Mile & Races, scheduled for Saturday, June 18, 2016.

Council, Staff and Citizen Comments: Kathy Carr, Finance Director, submitted the annual “Which City Do I Want to Live In?” spreadsheet that compares the cost of living in each of the Quad Cities. Ms. Carr also indicated that she would email it.

Alison Fleming, Human Resources Manager, reminded everyone of the Employee Picnic that will be held on Wednesday, June 8, 2016, from 11:00 a.m. to 1:00 p.m. at Riverside Park Pavilion.

Alderman Wendt welcomed Alderman Rodriguez back. Alderman Wendt, seconded by Alderman Acri, made a motion to install a sidewalk only on one side of 40 th Street. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Wendt, Zelnio, Schoonmaker and Acri; nays: Aldermen Parker and Turner.

Alderman Rodriguez stated that he is very pleased with the progress taking place in the First Ward and appreciates the support that he received while he was away.

Alderman Acri shared a compliment received by a resident regarding a situation that involved the Public Works Department.

Alderman Schoonmaker thanked Staff for the ongoing information and reports.

Mayor Raes indicated that the Thursday Night Concert Series kicked off on June 2, 2016 and was very well attended.

Sandy O’Neill, 1604 11 th Avenue, questioned if The Point development project was still going forward. Maureen Riggs, City Attorney, indicated that there have been delays in closing on the property but that the project is still on track.

Executive Session: Alderman Parker , seconded by Alderman Wendt , moved for Executive Session, f or the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1), Property Ac quisition-5 ILCS 120/2 (C) (5), and Price Setting for Sale or Lease of Real Property-5 ILCS 120/2 (C) (6). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner, Schoonmaker, and Acri; nays: none.

City Council convened in Executive Session at 8:35 p.m.

Council reconvened in open session at 8:49 p.m.

On motion of Alderman Parker, Seconded by Alderman Wendt, Council adjourned at 8:49 p.m.

The next regularly scheduled City Council meeting is on June 14, 2016.
