Mayor Raes called the meeting to order at 6:30 p.m. in Council Chambers.
Presentation
- Life Saving Awards to Police Officers Stephanie Genisio and Tyler Hoogerwerf & Civilian Service Award to Susan Suits. Trevor Fisk, Police Captain, stated that on May 22, 2016 at 3:20 p.m., police and paramedics were dispatched to the track at Wharton Field House for a runner that had passed out. Officer S. Genisio arrived on scene first and observed Susan Suits performing CPR on an unconscious male, 62 year old John Pocivasek. Officer S. Genisio asked Suits if she was OK performing chest compressions. Suits confirmed that she was OK. Officer S. Genisio ran to her squad car, grabbed the defibrillator, and returned to Pocivasek. The electrodes were attached and a shock was administered. Officer Hoogerwerf arrived on scene with an ambu bag for administering breaths of air. Officer S. Genisio and Officer Hoogerwerf took over performing CPR on Pocivasek. They completed five CPR cycles before a second shock was administered by the defibrillator. Moline Fire and Paramedics arrived on scene and transported Pocivasek to Trinity West Hospital by ambulance. Prior to leaving, paramedics advised Officer S. Genisio and Officer Hoogerwerf that Pocivasek was breathing on his own, but was still unresponsive. Mr. Pocivasek made a full recovery and extended enormous gratitude to the officers and Ms. Suits.

1. A Resolution authorizing the Mayor and City Clerk to execute a Contract with SAK Construction, LLC for Project #1250, 2016 Sanitary Sewer Lining, in the amount of $83,949.00. Scott Hinton, City Engineer, indicated that bids were opened and publicly read on June 14, 2016, for Project #1250 with the following results:

SAK Construction, LLC submitted the lowest responsible and responsive bid. A motion was made by Alderman Parker to approve. Seconded by Alderman Wendt. Motion passed unanimously.
2. A Resolution authorizing the Mayor and City Clerk to accept a Permanent Utility and Drainage Easement for Motor Fuel Tax Project #13-00258-00-LS, Avenue of the Cities Streetscape, 34th Street to 41st Street, on Parcel 07-625 from the Federal Deposit Insurance Corporation as Receiver for Valley Bank, in the amount of $1,500.00. Scott Hinton, City Engineer, explained that a Permanent Utility and Drainage Easements for Motor Fuel Tax Project #13-00258-00-LS, Avenue of the Cities Streetscape, 34 th Street to 41st Street, on Parcel 07-625, commonly known as 3455 Avenue of the Cities, is necessary to allow work to take place on privately-owned property and to allow the City of Moline to maintain these improvements in the future. A motion was made by Alderman Schoonmaker to approve. Seconded by Alderman Parker. Motion passed unanimously.
3. A Resolution authorizing the Mayor and City Clerk to accept a Temporary Construction Easement for Motor Fuel Tax Project #13-00258-00-LS, Avenue of the Cities Streetscape, 34th Street to 41st Street, on Parcel 07-625 from the Federal Deposit Insurance Corporation as Receiver for Valley Bank, in the amount of $3,280.00.
