The Moline City Council met Sept. 20 to authorize the addition of a traffic light on 9th Street.

Council Meeting: The City Council meeting came to order at 6:43 p.m. The Council met in regular session in
the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: No Invocation was given.
Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner, Waldron
and Acri present. Absent: Alderman Schoonmaker.

1. Council Bill/Special Ordinance 4049-2016
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and
authorizing the use of public right-of-way in conjunction with Moline High School Homecoming Parade
scheduled for Friday, September 23, 2016.

2. Council Bill/Resolution 1129-2016
A Resolution authorizing the Mayor and City Clerk to execute a Contract with Walter D. Laud Inc. for
Project #1255, 2016 Sanitary Sewer Replacement Project.
3. Council Bill/Resolution 1130-2016
A Resolution authorizing the Department of Planning and Development to apply to the Illinois Housing
Development Authority for a two-year grant for a Home Accessibility Program in the amount of $321,000
for the City of Moline; and authorizing the Mayor and City staff to do any and all things necessary to
prepare and submit said grant application; and authorizing the Planning and Development Department,
upon award of said grant, to begin to manage and operate said program.

A Resolution declaring the following Article 36 seized and forfeited vehicles as surplus property: 2002

An Ordinance authorizing the issuance of General Obligation Refunding Bonds, Series 2016, of the City
of Moline, Illinois.

Alderman Parker, seconded by Alderman Wendt, moved to amend Council Bill 3024-2016 by substituting the

ZONES,” by including the streets identified in Section 1.
11. Council Bill/Special Ordinance 4052-2016
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and
authorizing the use of public right-of-way in conjunction with Moline Dad’s Club Halloween Parade
scheduled for Sunday, October 23, 2016.
12. Council Bill/Special Ordinance 4053-2016
A Special Ordinance authorizing the Mayor and City Clerk to execute a Third Amendment to the KONE
Development Agreement, a Loan Extension Agreement between Financial District Properties HQO,

13. Council Bill/Special Ordinance 4054-2016
A Special Ordinance authorizing the Mayor and City Clerk to execute a Performance Based
Development Agreement between the City of Moline and Moline 501, L.L.C. and Moline Chase, L.L.C.
for the “Chase Bank Building” project and to execute any necessary agreements referenced therein, and
authorizing all appropriate City officers and staff to do all things necessary to complete each of the City’s
responsibilities pursuant to said agreement.
14. Council Bill/Special Ordinance 4055-2016
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and
authorizing the use of public right-of-way in conjunction with Mercado on Fifth scheduled for October 7,
14, 21 and 28, 2016.
Council, Staff and Citizen Comments:
Lew Steinbrecher, City Administrator, extended an invitation for the Rotary Plaza dedication and Ice Cream
Social to be held on Thursday, September 22, 2016 from 4:30 p.m. to 6:30 p.m.
Lori Wilson, Parks Recreation Director, extended an invitation to “Purses for Parks” to be held at City View
Celebration, 701 12th Street, on Thursday, September 22, 2016, from 5:00 p.m. to 8:00 p.m. and to “Echoes
from Riverside” to be held at Riverside Cemetery on Saturday, September 24, 2016, from 1:00 p.m. to 3:00
p.m. Participants will take a leisurely stroll back in time and visit with Moline's early residents, who are
portrayed by local, costumed thespians. Walking tours last approximately 1-1.5 hours.
Bryon Lear, Library Director, expressed appreciation to all who attended “Booked for the Night” held on
September 15, 2016. Expectations were exceed and the fund raising numbers will be reported soon.
Mayor Raes stated that the Fourth Annual Fall Flemish Fest was held at Stephens Park on Sunday, September
18, 2016 with fantastic weather, attendance, food and fun for everyone.
Alderman Wendt reiterated that folks could attend both the Rotary Ice Cream Social as well as the Purses for
Parks event on the same night.
Alderman Waldron reported that the Rock Island County Waste Management Agency entered into a seven year
contract with Republic Services to collect and dispose of the drop-of recycling materials at the Public Works
Facility. New containers will be supplied by Republic; these new containers will now be able to be loaded at
ground level. The existing steps will no longer be needed to dispose of drop-off recycling. It will be
approximately one month before the new containers are delivered.
On motion of Alderman Wendt, Seconded by Alderman Parker, Council adjourned at 6:54 p.m.
The next regularly scheduled City Council meeting is on September 27, 2016.
