The village of Port Byron Infrastructure Rehabilitation & Development Committee met May 11 to finalize the sewage report.

Projects/Topics
1. Water & Sewer CIP & Rate Study – MSA to finalize report and get to the Village.
a. Water Letters – Kevin and Wes would like MSA to type up a draft water letter and send to IRDC for review. b. Sewer Policy – Wes and Kevin are still working with legal on the policy change.
2. Hwy. 84 Sidewalk & Water Main Reconstruction
a. DOT Coordination Meeting Debriefing – MSA presented a brief update on the sidewalk project. MSA has sent the DOT information they requested for their cultural and environmental reviews. b. Update c. Retaining Wall Discussion - Due to the limit ROW and wall height requirements, a cast-in-place concrete retaining will have to be used. MSA investigated the use a block wall, but it will not be feasible on this particular project. d. Water Main Replacement & Abandonment Discussion No update.
3. Road and Bike Path Repair Plan – Eric would like to overlay and do some maintenance on the bike paths. Will need to get board approval.
4. 2016 MFT – Girard Street - DOT submittal on hold due to the potential of adding trail work to the project. The completion date of September 15, 2016 will be ok with the Village, but the Contractor will need to coordinate with the Village for any work to take place over Tug Fest. 5. Water System Flushing Schedule – Village had a sewer back-up on Taylor Drive over the weekend. Don explained that the sewer main has some bends at Taylor Drive and Rock River at the highway with minimal slopes which cause the sewer to collect debris and backup occasionally. Kevin and Wes would like public works to get on a hydrant flushing and sewer jetting schedule to try and prevent things like this in the future.
6. MSA – MSA discussed Village protocols for development agreements and subdivisions. The Village currently does not have a subdivision ordinance and does not always do developers agreements for smaller subdivisions. This came up because of all the questions that arose from the Timberline development and the subdivision that was planned to be built off of Fairfield Road. The plan recently changed and will now just be 1-3 lots. A house was issued a building permit without any agreement in place about the plans for the subdivision and the plans for water service. The Village may want to consider having a subdivision ordinance and get developer agreements in place with potential developers, so that everything can be well planned out.
