Moline City Council approves storm sewer repair payment

The Moline City Council met Jan. 24 to approve a payment for storm sewer repairs.

The city council is Moline’s legislative body and is comprised of the mayor, one member from each of the seven wards within the city, and one who represents the city at-large. Council members meet as the Committee of the Whole at 6:30 p.m. on select Tuesdays each month.

1. Council Bill/Special Ordinance 4002-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Lease Agreement between the City of Moline and WQAD, LLC for a term of January 1, 2017 through December 31, 2026, to allow WQAD, LLC to lease a set number of parking lot spaces in the Prospect Park 31st Avenue parking lot, Moline.

Explanation: WQAD, LLC desires to Lease a set number of parking lot spaces in the Prospect Park 31st Avenue parking lot for the purpose of providing additional parking to its employees and visitors. The term of said lease shall run from January 1, 2017, through December 31, 2026, and the annual lease payment will be $1380. The Park and Recreation Board supports the agreement and has approved its terms. Additional documentation attached.

Fiscal Impact: City of Moline will receive $1,380.00 per year for the term of the lease.

2. Council Bill/Special Ordinance 4003-2017

An Ordinance proposing the approval of a Business District Plan for the proposed Avenue of the Cities/27th Street Business District within the City of Moline, Illinois; and designating the Business District.

Explanation: Pursuant to State statute, prior to the creation of a business district, a Business District Plan has to be created, and a municipality shall by ordinance, propose the approval of the Business District. The purpose of the Plan and the designation of the Business District is to eradicate the blighting conditions that exist and to assure opportunities for development or redevelopment, encouraging private investment, and attracting sound and stable business and commercial growth to the Business District. Resolutions

3. Council Bill/Resolution 1011-2017

A Resolution authorizing the Mayor and City Clerk to approve of payment to Needham Excavating for emergency storm sewer repairs at the Multi Modal Station in the amount of $87,530.08.

Explanation: On November 4, 2016, staff advised Council of the need for an emergency storm sewer repair at the Multi Modal Station (MMS). The City’s storm sewer network includes a 5’ x 5’ block box culvert that runs from 4th Avenue north approximately 125’ across the MMS site and into railroad right of way (ROW) where it connects to a 60” cast iron pipe. The culvert is constructed of stacked limestone block walls and has a lid made of large limestone slabs spanning to the top of the walls. The limestone slabs collapsed and fell into the culvert when work began on the site. While the culvert had not previously experienced any issues or required repairs, the limestone slabs show signs of having cracks in them for many years. The culvert was replaced to allow site work to proceed at the MMS station and to ensure that the new plaza space at the MMS station does not have to be dug up in the future to make repairs. The culvert in railroad ROW was replaced with 60” ductile iron pipe to conform to railroad requirements, while less expensive reinforced concrete pipe was installed on the MMS site. The work was performed by Needham Excavating, the MMS site work contractor, on a time and material basis for a cost of $87,530.08. Additional documentation attached.

Fiscal Impact: This is an unbudgeted expense, however Stormwater Reserves are available.

4. Council Bill/Resolution 1012-2017

A Resolution authorizing City staff to continue development of a regional wholesale water rate and discuss sale of wholesale water with neighboring jurisdictions.

Explanation: Nationally, drinking water usage continues to decline and due to declining production at the City’s treatment plant, reserve capacity is becoming available. By partnering with neighboring jurisdictions the City can utilize reserve capacity, possible extension of utilities for future development, and possibly delay future rate increases by supplemental revenue. Developing a regional wholesale water rate that is composed of a capacity charge that includes, meter and connection expense, and a commodity rate that includes, proportional forecasted fixed costs and incremental variable costs, will allow staff to discuss the sale of wholesale water with neighboring jurisdictions.

Fiscal Impact: Supplemental revenue.

5. Council Bill/Resolution 1013-2017

A Resolution authorizing City staff to solicit bidders for Rock Island Arsenal wholesale water

partnership.

Explanation: Nationally, drinking water usage continues to decline and due to declining production at the City’s treatment plant, reserve capacity is becoming available. By partnering with neighboring jurisdictions the City can utilize reserve capacity and possibly delay future rate increases by

supplemental revenue.

Fiscal Impact: Supplemental revenue.

6. Council Bill/Special Ordinance 4005-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Consent Agreement between the

City of Moline and GTP Acquisition Partners II, LLC to permit a modification of equipment for AT&T

Mobility for City-owned property located at 4213 16th Avenue.

Explanation: The City of Moline has a site license agreement with GTP Acquisition Partners II, LLC (Lessee), to allow cellular facilities on City-owned property located at 4213 16th Avenue. The Lessee has notified the City that AT&T Mobility would like to modify their existing equipment at the site. AT&T is proposing to remove one microwave dish and four radio units and replacing them with one new microwave dish and four new radio units at the same mount height. Additional documentation attached.
