Moline City Council establishes public hearing date

The Moline City Council met Jan. 17 to establish a public hearing date.

Here are the meeting's minutes, as provided by the council:

The city council is Moline’s legislative body and is comprised of the mayor, one member from each of the seven wards within the city, and one who represents the city at-large. Council members meet as the Committee of the Whole at 6:30 p.m. on select Tuesdays each month.

MOLINE CITY COUNCIL MEETING

Tuesday, January 17, 2017

During the Committee of the Whole, Mayor Raes indicated that Council Bill 1008-2017 will be pulled from the

Consent Agenda and read on the Non-Consent Agenda of the formal Council Agenda.

Council Meeting: The City Council meeting came to order at 8:02 p.m. The Council met in regular session in

the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Wendt gave an Invocation.

Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner,

Schoonmaker, Waldron and Acri present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of January 10, 2017.

Second Reading Ordinances

1. Council Bill/General Ordinance 3001-2017

An Ordinance amending Chapter 31, “TAXATION,” of the Moline Code of Ordinances, by repealing

Section 31-8106, “PROCEEDS OF TAX AND FINES,” in its entirety and enacting in lieu thereof one

new Section 31-8106 dealing with the same subject matter.

2. Council Bill/Special Ordinance 4001-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a five-year agreement with Retail

Strategies, LLC for the purpose of market analysis, strategic planning and retail recruitment within the

City of Moline, Illinois; and authorizing City staff to begin work upon the execution of the agreement and

to do all things necessary to implement said retail recruitment program.

Resolutions

3. Council Bill/Resolution 1009-2017

A Resolution authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement with the

City of Rock Island, the Village of Milan, the Village of Silvis, and the City of East Moline to name the

City of Moline as the authorized entity to execute a Professional Services Agreement with The

Development Consortium Inc. for consulting services related to the Enterprise Zone and requiring each

of the municipalities to pay an equal share of the cost for said agreement.

4. Council Bill/Resolution 1010-2017

A Resolution Authorizing the Mayor and City Clerk to establish a Public Hearing date for Tuesday,

February 7, 2017, at 6:45 p.m. at Moline City Hall, 619 16th Street, Moline, Illinois, 2

nd floor, for the

Avenue of the Cities/27th Street Business District within the City of Moline, Illinois.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus

vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

Items Not on Consent:

Resolutions

5. Council Bill/Resolution 1008-2017

A Resolution authorizing the Mayor to execute a Professional Services Agreement with The Development

Consortium Inc. for consulting services related to the Enterprise Zone.

Approved: Alderman Parker, seconded by Alderman Zelnio, moved to approve Council Bill 1008-2017.

Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio,

Turner, Schoonmaker, Waldron and Acri; nays: none. Staff was directed to use best efforts to reduce Moline’s

payment to $1500 given the City’s existing support of Renew Moline and Renew’s connection to The

Development Consortium.

First Reading Ordinances

6. Council Bill/Special Ordinance 4002-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Lease Agreement between the

City of Moline and WQAD, LLC for a term of January 1, 2017 through December 31, 2026, to allow

WQAD, LLC to lease a set number of parking lot spaces in the Prospect Park 31st Avenue parking lot,

Moline.

7. Council Bill/Special Ordinance 4003-2017

An Ordinance proposing the approval of a Business District Plan for the proposed Avenue of the

Cities/27th Street Business District within the City of Moline, Illinois; and designating the Business

District.

8. Council Bill/Special Ordinance 4004-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute an Amendment to the

Development and Economic Incentive Agreement between the City of Moline and Divvymed, LLC, d/b/a

divvyDOSE for the development project and to execute any necessary agreements referenced therein,

and authorizing all appropriate City officers and staff to do all things necessary to complete each of the

City’s responsibilities pursuant to said agreement.

Motion for Consideration: Alderman Parker, seconded by Alderman Schoonmaker, moved to consider

Council Bill 4004-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez,

Parker, Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4004-2017. Alderman

Acri, seconded by Alderman Schoonmaker, moved to require that the Developer remain in the City of Moline

throughout the term of the loan or be required to immediately repay the loan upon relocation outside of the City

of Moline. Motion to amend carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none. Adoption of amended Council Bill

carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner,

Schoonmaker, Waldron and Acri; nays: none.

Council, Staff and Citizen Comments:

Ray Forsythe, Planning and Development Director, stated that five large graphic signs that say, “Pardon Our

Mess While We Move Moline Forward” will be placed downtown around the various construction projects that

will be taking place.

Alderman Parker, seconded by Alderman Wendt, made a motion to have a street light installed near 12th Street

and Calloway Court. Alderman Parker stated that the request was denied in Traffic Committee because it does

not meet the policy criteria, but staff agreed that the area is dark. Alderman Parker made a request to have the

City Engineer contact the Home Owner Association to discuss placement of the light. Motion carried

unanimously.

Alderman Waldron, seconded by Alderman Acri, made a motion to direct staff to form a committee that

includes one Alderman to create a Request For Proposal for an Employment Classification and Compensation

Study. Motion carried unanimously.

Sandy O’Neill, 1604 11th Avenue, made a request for information regarding the investigation of allegations of

employee misconduct that took place on September 27, 2016. Alderman Wendt stated that a report is expected

at the end of this month and indicated that scheduling issues with people being interviewed have caused delays.

Alderman Wendt indicated that he has been receiving positive feedback regarding the divvyDOSE

Development.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of

Collective Negotiating Matters-5 ILCS 120/2 (C) (2), Appointment, Employment, Compensation, Discipline,

Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1), Property Acquisition-5 ILCS 120/2

(C) (5). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt,

Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

City Council convened in Executive Session at 8:18 p.m.

Council reconvened in open session at 9:10 p.m.

On motion of Alderman Parker, Seconded by Alderman Wendt, Council adjourned at 9:10 p.m.

The next regularly scheduled City Council meeting is on January 24, 2017.
