Moline City Council met April 11.

Here is the minutes as provided by the council:

Council Meeting: The City Council meeting came to order at 8:54 p.m. The Council met in regular session

in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Zelnio gave an Invocation.

Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner,

Schoonmaker, Waldron and Acri present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of April 4, 2017.

Second Reading Ordinances

1. Council Bill/Special Ordinance 4013-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and

authorizing the use of public right-of-way in conjunction with the Kiwanis Bags Tournament scheduled

for Saturday, April 22, 2017.

Resolutions

2. Council Bill/Resolution 1066-2017

A Resolution authorizing the Mayor and City Clerk to execute a Professional Services Agreement with

Shive-Hattery Inc., for City Hall Improvements.

3. Council Bill/Resolution 1067-2017

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Valley Construction

Company for Project #1262, I-74 Utility Conflict Resolution, in the amount of $2,810,768.00.

4. Council Bill/Resolution 1068-2017

A Resolution authorizing the Mayor and City Clerk to execute Agreement 2017-12-217 with the Iowa

Department of Transportation related to the New I-74 Bridge Project.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus

vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

Council, Staff and Citizen Comments:

J.D. Schulte, Public Works Director/Interim City Administrator, shared that since everyone will be coming

straight from work to the Special Council meeting tomorrow night, he and Rhonda Bartz, Executive Assistant,

are going to get some sandwiches for dinner prior to the meeting.

Maureen Riggs, City Attorney, reminded the Council that there are no regular Council meetings on Tuesday,

April 18, 2017.

Lori Wilson, Parks Recreation Director, shared that the Parks and Recreation Department is in a contest

entitled, “Meet Me at the Park” through the National Park and Recreation Association. Ms. Wilson

encouraged everyone to go online and vote every day. The Parks and Recreation Department could win

$20,000.00 for a park in the City of Moline.

Lori Wilson, Parks Recreation Director, indicated that over 1,000 people attended both Easter egg hunts.

Both events were a great success.

Alderman Wendt expressed appreciation to City staff for seeking solutions to exit the Green Valley soccer

and softball complexes via 60th Street. He knows that Rodd Schick, Municipal Services General Manager,

and Scott Hinton, City Engineer, are working on some solutions, so that people will be able to get out of the

soccer and softball complexes. The line of cars coming out of the complexes is currently very long.

Alderman Parker thanked Ray Forsythe, Planning & Development Director, and his staff, and Dan Hance

from Stoney Creek Inn, for keeping the Bass Street Landing fountain operational over the years.

Alderman Zelnio made a motion to pave a three-foot wide portion of the boulevard on 24th Avenue, between

31st and 34th Streets, and pay for it through the pavement patching program. The boulevard would either be

paved on the north or south side of the street, whichever side City staff deems best and has the fewest

conflicts. A preliminary estimate for the project is up to $45,000.00. This would eliminate a long-term

problem that exists at this location. The motion was seconded by Alderman Parker. The motion carried with

Alderman Turner voting nay.

Alderman Turner congratulated the Parks & Recreation Department on the success of the Easter egg hunts.

She also wanted to thank the Police Department for helping put the eggs out. She also thanked Library staff

for their help.

Alderman Waldron expressed appreciation to City staff for presenting all the committee reports. He

appreciates their hard work.

Executive Session:

There was no executive session.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 9:03 p.m.

The next regularly scheduled City Council meeting is on April 25, 2017.
