Council Meeting: The City Council meeting came to order at 7:43 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances
1. Council Bill/General Ordinance 3004-2017
An Ordinance amending Chapter 20, “Motor Vehicles and Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by removing one on-street stall at 412 20th Avenue.
2. Council Bill/General Ordinance 3005-2017
An Ordinance amending Chapter 24, “Personnel,” of the Moline Code of Ordinances, Section 24-3207, Appendix 1, by adding job descriptions for Laborer-Park Maintenance and Groundskeeper-Park Maintenance.
3. Council Bill/Special Ordinance 4016-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Walk & Run for Wishes one- mile walk, sponsored by Make-A-Wish of Illinois, scheduled for Saturday, June 3, 2017.

A Resolution appointing each Alderman as Mayor Pro Tem on a rotating monthly basis.
5. Council Bill/Resolution 1079-2017
A Resolution authorizing the Mayor and City Clerk to accept eleven (11) Permanent Utility and Drainage Easements more particularly described herein to allow construction to proceed on Project #1257, 15th St A Water Main Replacement Project.
6. Council Bill/Resolution 1080-2017
A Resolution authorizing the Mayor and City Clerk to approve a Local Agency Agreement for Federal Participation for Motor Fuel Tax Section 14-00256-00-RS, Resurfacing with Sidewalk Improvements.
7. Council Bill/Resolution 1081-2017
A Resolution authorizing the Mayor and City Clerk to execute an agreement between the City of Moline and Quad City Towing Inc. to provide towing services for the City of Moline.
8. Council Bill/Resolution 1082-2017
A Resolution authorizing the Mayor and City Clerk to execute a Contract with Miller Trucking and Excavating, for Project #1257, 15th Street A Watermain Replacement, in the amount of $455,169.00.
9. Council Bill/Resolution 1083-2017
A Resolution authorizing the Mayor and City Clerk to accept fifty four (54) Right of Entries more particularly described herein to allow construction to proceed on Project #1257, 15th Street A Water Main Replacement.
Omnibus Vote: Alderman Parker, seconded by Alderman Berg, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

10. Council Bill/Resolution 1077-2017
A Resolution authorizing the Mayor and City Clerk to execute a Letter of Agreement between the City of Moline and Douglas K. Maxeiner.
Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1077-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.
First Reading Ordinances
11. Council Bill/General Ordinance 3006-2017
An Ordinance amending Chapter 4, “Alcoholic Liquor,” of the Moline Code of Ordinances, by repealing Section 4-3322, “Option Vi Off-Site Retailer’s Special Use,” in its entirety and enacting in lieu thereof one new Section 4-3322, “Option Vi Off-Site Retailer’s Special Use,” dealing with the same subject matter.
12. Council Bill/Special Ordinance 4017-2017
A Special Ordinance authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement to establish and operate the Illinois Quad Cities Communications Center (“QComm911”) between and among the City of Moline, the City of East Moline, the Village of Milan and the City of Silvis, Illinois.
Council, Staff and Citizen Comments:
Mary McDowell, former resident of the City of Moline, stated that she had a medical emergency when she lived in the City of Moline. Ms. McDowell is upset about the $300+ bill she received for medical services that was not covered by insurance. Mayor Acri offered to have J.D. Schulte, Public Works Director/Interim City Administrator, look into her situation. Ms. McDowell refused Mayor Acri’s offer.
J.D. Schulte, Public Works Director/Interim City Administrator, shared that 41st Street is down to one lane this week, and there are soccer and baseball tournaments this weekend. Veterans’ Parkway should be open tomorrow or Thursday. City Engineer Scott Hinton’s team is putting conflict monitors at all three lights on 41st Street, so there will be seven conflict monitors. Staff will be trained to use the monitors this weekend, including on Mother’s Day. Some press releases will be sent out concerning this matter, and Rhonda Bartz, Public Works Executive Assistant, is going to work with the police department to organize everything.
Alderman Waldron expressed appreciation to the Council for all their efforts concerning the hiring of our new City Administrator, Douglas Maxeiner. He also shared that GovHR did a great job in providing us with an excellent candidate.
Alderman Rodriguez shared that the Celebre Floreciente event was held on Saturday, May 6, 2017. Over 200 residents from the neighborhood participated. In addition, Augustana College students ran all the games and events. He also mentioned that the police officer that was assigned to the event did an awesome job. The police officer talked to the kids and expressed that police officers are there to help them.
Alderman Rodriguez shared that this Saturday, May 13, 2017, the Floreciente neighborhood is going to plant their community garden. This event starts at 7:00 a.m.
Alderman Rodriguez mentioned that the kickoff for the Floreciente Neighborhood Association will be in two weeks. Last week, they received their EIN. As such, the Association is officially back in business. The kickoff will be at McCandless Park. Invitations will be sent out next week.
Alderman Wendt reminded everyone that the Moline Public Library launched their MPLtoGo app. Alderman Wendt downloaded it, and read some books this week.
Alderman Parker thanked Ray Forsythe, Planning & Development Director, for the tours of The Q Multi-Modal Station and Autumn Trails. He expressed that these are great projects for which Mr. Forsythe, City Attorney Maureen Riggs and others have contributed.
Alderman Potter mentioned that he had spoken with several of the Council members about the location of the Depot Clock at the Multi-Modal Station. He is experiencing some problems with this, so this matter will be revisited at a later time.
