Moline City Council met June 6.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 8:29 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: No invocation was given.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron present. Absent: Alderman Berg.

Items on Consent:

Approval of Minutes-

Committee-of-the-Whole and Council meeting minutes of May 23, 2017.

Second Reading Ordinances-

1. Council Bill/Special Ordinance 4018-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Development and Economic Incentive Agreement between the City of Moline and Midwest Palms, LLC for the development project and to execute any necessary agreements referenced therein, and authorizing all appropriate City officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to said Agreement.

Resolutions-

2. Council Bill/Resolution 1093-2017

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Sterling Commercial Roofing Inc., for the Removal and Replacement of the Municipal Services Salt Dome Roof at 3635 4th Avenue, in the amount of $60,875.00.

3. Council Bill/Resolution 1094-2017

A Resolution declaring the following municipal real property as surplus property: 1818 5th Avenue, Moline, Illinois.

4. Council Bill/Resolution 1095-2017

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Hoerr Construction Inc., for Project #1271, 2017 Sewer Lining Program, in the amount of $166,089.00.

5. Council Bill/Resolution 1096-2017

A Resolution amending Resolution No. 1080-2017 authorizing the Mayor and City Clerk to approve a Local Agency Agreement for Federal Participation for Motor Fuel Tax Section 14-00256-00-RS, Resurfacing with Sidewalk Improvements.

6. Council Bill/Resolution 1097-2017

A Resolution authorizing the Mayor and City Clerk to apply for a State Highway permit from the Illinois Department of Transportation and to execute the necessary forms in conjunction with the Micro Brew Mile & 6K Road Race, sponsored by Children’s Therapy Center of the Quad Cities, scheduled for Saturday, June 17, 2017.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.

Items Not on Consent:

Resolutions-

7. Council Bill/Resolution 1098-2017

A Resolution approving the remote electronic attendance of Alderman-at-Large Sonia Berg, at the Committee-of-the-Whole and City Council meetings of June 6, 2017, due to her travel out of town as part of her current employment. Council Bill #1098-2017 was pulled from the agenda due to Alderman Berg’s inability to attend tonight’s meetings electronically.

First Reading Ordinances-

8. Council Bill/General Ordinance 3007-2017

A General Ordinance amending Chapter 35 “Zoning and Land Development” of the Moline Code of Ordinances, Section 35-3301, “Bulk Standards,” by repealing Table 35-3301.1, in its entirety and enacting in lieu thereof one new Table 35-3301.1 dealing with the same subject matter; and by amending Section 35-3108, “Principle and Major Accessory Structure Bulk Standard Exceptions,” by enacting one new subsection (b)(5) dealing with the same subject matter.

9. Council Bill/General Ordinance 3008-2017

An Ordinance amending Chapter 2, “Administration,” of the Moline Code of Ordinances, Section 2-3201, “Mayor,” by repealing subsection (g)(2), pertaining to mayoral health insurance participation, in its entirety.

10. Council Bill/Special Ordinance 4020-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement for Sale of Real Estate and do all things necessary to convey the City-owned property at 1818 5th Avenue, Moline, to Hnguyuen, LLC.

11. Council Bill/Special Ordinance 4021-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the annual Ride the River bicycle ride, sponsored by River Action, scheduled for Sunday, June 18, 2017.

12. Council Bill/Special Ordinance 4022-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the Komen Quad Cities Race for the Cure scheduled for Saturday, June 10, 2017.

Motion for Consideration: Alderman Parker, seconded by Alderman Wendt, moved to consider Council Bill 4022-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4022-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.

Council, Staff and Citizen Comments:

J.D. Schulte, Public Works Director/Interim City Administrator, mentioned Senate Bill 1451. This proposed legislation concerned small cell devices and installing these small cell devices at different places around the City. Mr. Schulte sent an e-mail to Representatives Mike Halpin and Tony McCombie expressing opposition to this bill. Representative Halpin immediately responded. Tony Loete, Utilities General Manager, and Bob Bohannon, Laboratory Chemist, also provided insight on reasons to oppose this legislation. Because of the action taken by staff, Representative Halpin did oppose the bill. Upon vote, the legislation did not pass the house. The legislation is now back in negotiations and may come back at a future date with something more amenable to municipalities. Mr. Schulte shared that it was nice to see the City’s position understood and represented.

Maureen Riggs, City Attorney, announced that tonight is Nate Scott’s last Council meeting. Nate Scott is the IT Manager for the City, who will be moving to Colorado. Ms. Riggs wished him luck in his future endeavors. Mr. Scott shared that he will be available for questions through June 30, 2017, and that it has been a pleasure working with everyone.

Maureen Riggs, City Attorney, also mentioned that it is J.D. Schulte’s last night before the Council as the Interim City Administrator. Ms. Riggs expressed her appreciation for his hard work. Mr. Schulte thanked the Council for their trust and patience, and thanked Rhonda Bartz, Executive Assistant, for all of her assistance. He shared that he could not have done the job without her.

Ray Forsythe, Planning & Development Director, mentioned that there will be a tour of the Fifth Avenue Building scheduled for Tuesday, June 13, 2017, at 5:00 p.m., and that all should meet in the lobby of the Fifth Avenue Building. A special Council agenda will be posted. The Historic Preservation Commission has also been invited to attend. The Developer would like to give all a tour to see the property before work begins. Exterior work will begin in the coming weeks. They anticipate starting the interior project later this year. This building is on the national register, and they are seeking national tax credits.

Bryon Lear, Library Director, announced that Summer Reading is officially underway at the Moline Public Library. They have over 30 events planned for all ages. The theme is: “Oceans of Stories, Rivers of Words.”

Alderman Rodriguez expressed his appreciation to J.D. Schulte, Public Works Director/Interim City Administrator, and his staff for keeping the traffic flow moving along John Deere Road. Alderman Rodriguez received some positive comments from individuals visiting from out of town.

Alderman Turner expressed her appreciation to the Moline Parks Department for work on the Lincoln-Irving diamond, noting this was a good example of what partnership can do for the community.

Mayor Acri thanked Alderman Rodriguez for serving as Mayor Pro Tem during the month of May 2017. She also reminded everyone that Alderman Parker is the Mayor Pro Tem for the month of June 2017.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.

City Council convened in Executive Session at 8:44 p.m.

Alderman Parker moved to adjourn Executive Session, seconded by Alderman Wendt. Motion passed unanimously.

Council reconvened in open session at 9:02 p.m.

On motion of Alderman Rodriguez, seconded by Alderman Turner, Council adjourned at 9:02 p.m.

The next regularly scheduled City Council meeting is on June 13, 2017.
