Rock Island City Council met in special session at 2:13 p.m. in the Human Resources
Conference Room of Rock Island City Hall. Present were Mayor Mike Thoms presiding, and
Aldermen Ivory D. Clark, James Spurgetis, Stephen L. Tollenaer, and Joshua Schipp. Also
present were Interim City Manager Randy Tweet and City Attorney Dave Morrison. Aldermen
Dave Geenen, Virgil J. Mayberry, and Dylan Parker were absent.
Introductory Proceedings
Mayor Thoms called the meeting to order. Agenda Item #3
Report from the City Clerk regarding request from RIBCO Inc. for approval of outdoor
concerts on the Plaza for Saturday, May 27, 2017 and Sunday, May 28, 2017 from 6:00
p.m. until 12:30 a.m.
It was moved by Alderman Schipp and seconded by Alderman Spurgetis to approve the events as
recommended. The motion carried by the following Aye and No vote; those voting Aye being;
Alderman Clark, Alderman Spurgetis, Alderman Tollenaer, and Alderman Schipp; those voting
No, none.

Adjourn
A motion was made by Alderman Schipp and seconded by Alderman Clark to adjourn the
meeting to 6:45 p.m., Monday, June 5, 2017. The motion carried by the following Aye and No
vote; those voting Aye being; Alderman Clark, Alderman Spurgetis, Alderman Tollenaer, and
Alderman Schipp; those voting No, none. The meeting was adjourned at 2:15 p.m.
