Agenda Items

1. A Resolution authorizing the Utilities General Manager to purchase a Flygt pump for the Coal Creek

Lift Station, in the amount of $15,700. Alex Stanko, Sewer Collection Crew Leader, indicated that one of the

four pumps has failed at the Coal Creek Sanitary Sewer Lift Station. The quote to repair the pump is $11,388.44.

Replacement of the pump with warranty costs $15,700. Under normal weather conditions, the lift station can

function properly with three working pumps. The fourth pump serves as a back-up and is only used in extreme

rain events. Due to the uncertainty of extreme weather and potential liability created by such, and because the 

cost to repair the pump versus replacement is minimal, staff recommends replacement of this pump. After

considerable investigation for the best technology available, Electric Pump has been determined to be the only

supplier of Flygt pumps meeting the requirements for the present and future needs of the City. A motion was

made by Alderman Parker to approve. Seconded by Alderman Wendt. Motion passed unanimously.

2. A Special Ordinance authorizing the Mayor and City Clerk to execute an Extension Agreement

between Financial District Properties HQO, L.L.C., and the City of Moline. In September 2016, Financial

District Properties HQO, L.L.C., was given an extension to June 30, 2017, to make the final payment to the City

of their loan. The current balance of the loan that is due and owing is $3,448,053.73. The Developer has a 

signed purchase agreement for sale of property that, upon closing, will pay the remaining balance of the loan. 

However, the closing will not occur before June 30, 2017. The Developer has requested an extension to August 

22, 2017. This would give adequate time for the closing to occur. To grant this extension, the City would require 

that payment of its loan be listed on the HUD-1 Settlement Statement for the closing of the property. Further, 

the City would not assign the current property tax rebates until its loan is paid in full. Additionally, if payment in 

full is not made on or before August 22, 2017, then by agreement of the parties, the City would add an additional

$200,000.00 to the balance of the loan then due and payable. All other terms of all loan documents would 

remain in full force and effect. This item was pulled from the agenda by the Mayor at the request of Maureen 

Riggs, City Attorney.

3. A Resolution authorizing the City Administrator and Chief of Police to execute an Intergovernmental

Agreement between the City of Moline and the Quad City Metropolitan Enforcement Group for the period

July 1, 2017 through June 30, 2018, setting forth the terms for the police department’s continued

participation in this multi-jurisdictional law enforcement effort. Kim Hankins, Chief of Police/Public Safety

Director, stated that the Quad City Metropolitan Enforcement Group (MEG) is a multi-jurisdictional law

enforcement unit that combats illegal drug trafficking and the use and distribution of controlled substances. The

police department has participated as a member of MEG since its formation in 1977. Previously, an updated

agreement was only intermittently executed; however, the Department of Justice now requires MEG to annually

renew its agreements with agencies. A motion was made by Alderman Turner to approve. Seconded by

Alderman Schoonmaker. Motion passed unanimously.

4. Other – Mayoral Appointment of Diane Fox to Moline Housing Authority. Maureen Riggs, City

Attorney, shared that Mayor Acri wishes to name Diane Fox as a resident member of the Moline Housing

Authority. A motion was made by Alderman Wendt to approve. Seconded by Alderman Turner. Motion passed

unanimously.

5. Other – RFP Response to River Front Properties. Ray Forsythe, Planning & Development Director, shared

that he received one response to the above-referenced RFP, which was from Russell Co. Jim Russell was 

present for this item and answered questions from the Committee-of-the-Whole. Russell Co., would like to begin

negotiating a development agreement with the City to build a three-story building and parking lot, with a possible

roof-top feature, that will be used solely as a corporate headquarters. Said corporate headquarters would be

located in the River Bend Commons subdivision per the RFP. Mr. Forsythe provided an Economic Impact Study,

which is attached hereto. Mr. Forsythe shared that both the DBMT (Design Build Management Team) and the

PMT (Project Management Team) unanimously recommend that City staff be allowed to begin negotiations with

Russell Co. As a result, Mr. Forsythe recommended a motion to negotiate a development agreement with 

Russell Co., for the corporate headquarters project. Upon discussion, a motion was made by Alderman Parker 

to approve. Seconded by Alderman Berg. Motion passed unanimously.

Informational

Council and Community Address. Doug Maxeiner, City Administrator, addressed the Committee-of-theWhole

and the Community as part of his first Committee-of-the-Whole meeting since commencing work with the

City of Moline on Monday, June 12, 2017. Mr. Maxeiner thanked everyone for the warm welcome. He

expressed his appreciation to J.D. Schulte, Public Works Director; Maureen Riggs, City Attorney; and Ray

Forsythe, Planning & Development Director. He shared that their energy and enthusiasm are contagious. Mr.

Maxeiner also shared that he plans to rebuild communication and trust with City officials. He said that he would

be fair and consistent with City staff and looks forward to meeting everyone. He thanked the Committee-of-

theWhole for its confidence in appointing him as the City Administrator. He looks forward to working with

everyone.

Public Comment

Jerry Miller shared that he graduated in 1965 from Moline. He moved to his current address in 2006. Mr.

Miller has had problems in the past involving a City easement on his property. Due to recent storms, there has

been erosion and problems with the bridge adjacent to his property. Mr. Miller addressed this issue with

Alderman Waldron, who promptly directed the appropriate City staff to alleviate the issue. Due to this action,

the creek is now flowing, and the bridge has been fixed. He commended City staff and Alderman Waldron for

their action. He plans to stay in Moline.
