Second Reading Ordinances

1. Council Bill/Special Ordinance 4026-2017

A Special Ordinance repealing Special Ordinance No. 4031-2016 which declared the prevailing rate of wages to be paid workers on public works projects, and ascertaining and declaring the prevailing rate of wages to be paid to certain laborers, mechanics and other workers performing public works for the City of Moline within Rock Island County.

Explanation: State statute requires the City annually adopt an ordinance setting prevailing wage to be paid on City projects. This Special Ordinance repeals Special Ordinance No. 4031-2016 which declared the prevailing wages for 2016. Additional documentation attached.

2. Council Bill/Resolution 1114-2017

A Resolution authorizing the Utilities General Manager to approve Change Order #2 with Leander

Construction Inc., for the South Slope Wastewater Plant Waste Activated Sludge Gravity Thickener and Control Building Roof Improvements Project, in the credit amount of $5,000.

Explanation: The South Slope WWTP Waste Activated Sludge Gravity Thickener Tank Improvement portion of the contract included an allowance for disposal of abrasive blast material disposal. Field conditions didn’t require as much blasting as expected, minimizing the need to use the full allowance. Change Order #2 consists of a $5,000 deduction of the blast waste disposal allowance. This change order decreases the current contract amount of $753,729.68 to $748,729.68 and will allow for final payment after punch list items are completed.

Original Contract Price $747,000.00

Change Order #1 $ 6,729.68

Change Order #2 ($ 5,000.00)

Current Contract Price including this Change Order $748,729.68

Fiscal Impact: Funds are budgeted in account #320-1839-433.03-22

3. Council Bill/Resolution 1115-2017

A Resolution authorizing the Mayor and City Clerk to execute an Amendment to the parking enforcement contract issued between Per Mar Security & Research Corp., an Iowa Corporation (hereinafter called “Per Mar”) and the City of Moline.

Explanation: The existing Per Mar Contract is unclear if the annual renewal on August 1, 2017, would commit the City of Moline to another 12-month term. In light of the Parking Committee currently reviewing the downtown parking system, staff is recommending an amendment to the contract to clarify the intentions and understanding that either party may terminate at any time with a prior 30-day written notice. Per Mar has agreed to the proposed language. Additional documentation attached.

Resolutions

4. Council Bill/Resolution 1116-2017

A Resolution authorizing the City Engineer to purchase materials for the Wildwood sign repair using General Fund Contingency and authorizing City Staff to make repairs to the entrance markers identifying the entrance to the Wildwood Subdivision at 7th Street and Wildwood Drive.

Explanation: The 1978 Annexation Agreement between the City of Moline and the developer of the Wildwood Subdivision states that “the City shall accept the dedication of permanent decorative entrance markers constructed by Developer on City right-of-way property.” The Wildwood Homeowners’ Association has notified the City that the entrance markers are in poor condition and has requested that the City repair or replace the markers.

The materials to repair the markers will cost up to $15,000.

Staff Recommendation: Approval

First Reading Ordinances

5. Council Bill/General Ordinance 3009-2017

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including 50th Street Court, 75 feet from the back of curb to the first drive way on the east side, north of 48th Avenue. Explanation: Traffic Committee reviewed request and recommends approval.
