Moline City Council met July 25.

Council Meeting: The City Council meeting came to order at 7:11 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Schoonmaker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances-
1. Council Bill/General Ordinance 3010-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by repealing one on-street stall at 403 43rd Street and by adding two on-street stalls at 403 43rd Street.
2. Council Bill/General Ordinance 3011-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by including two on-street stalls at 1727 18th Avenue.
3. Council Bill/General Ordinance 3012-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Appendix 10 thereof, “Parking Prohibited At Any Time,” by including two on- street parking stalls in front of Top Ten Nails and Hair Salon at 826 18th Avenue.
4. Council Bill/Special Ordinance 4027-2017
A Special Ordinance granting a permanent waiver and payment in-lieu of construction of sidewalks pursuant to Section 35-2211 of the Moline Code of Ordinances for the property located at 3710 39th Avenue Drive.
Resolutions-
5. Council Bill/Resolution 1123-2017
A Resolution considering all Rules and Regulations adopted by the Board of Fire and Police Commissioners (Board) concerning “Chapter IV – Promotions – Police;” and approving same as an exercise of the City’s home rule powers.
6. Council Bill/Resolution 1124-2017
A Resolution authorizing the Mayor and City Clerk to execute a surrounding property owners consent form granting the City’s consent for a Class A Restaurant liquor license to be issued for a new restaurant to be located at 421 19th Street, Moline.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

7. Council Bill/Special Ordinance 4028-2017
A Special Ordinance granting a temporary modification to delay installation of a public sidewalk pursuant to Section 35-2211 of the Moline Code of Ordinances for the property located at 3445 19th Avenue.
Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4028-2017. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: Alderman Rodriguez.
First Reading Ordinances-
8. Council Bill/Special Ordinance 4029-2017
An Ordinance amending Council Bill/Special Ordinance No. 4012-2017 as it pertains to the Mercado on 5th event date of August 18, 2017, only.
Council, Staff and Citizen Comments:
Lori Wilson, Parks Recreation Director, shared some statistics concerning the recent PGA World Disc Golf Tournament in our community. The tournament represented 46 states and 5 counties. There were 642 players. The Quad Cities Convention and Visitors Bureau estimated an $800,000 economic impact to the area. There were 8 courses involved in the event, and the Moline Prospect Park course was one of them.
Alderman Turner indicated that she spoke with Deputy Chief Foy in Rock Island concerning Rock Island’s deer hunt program. She will forward the information she received to Council and staff. Deputy Chief Foy shared that it is a successful program. They have had no problems since the program began four-and-a-half years ago.
On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 7:18 p.m.
The next regularly scheduled City Council meeting is on August 1, 2017.
