City of Silvis Committee of the Whole met Aug. 1.

Here is the minutes provided by the Committee:

1) Pledge of Allegiance: 

Mayor Matt Carter called the 1 August 2017 Regular meeting of the Silvis City Council to order at 6:33pm and led the Silvis City Council in the Pledge of Allegiance.

2) Roll Call:

Mayor Matt Carter asked City Clerk Jim Nelson to call the Roll. Members present: Tony Trulson, Larry York, Kathy Hall, Caryn Unsicker, Todd Malmstrom, Bob Rockwell, Rick Lohse.

Member absent: Ian Pavellonis

3) Proclamations: None.

4 Guest Speaker: None

5) Public Comment: None

6) Consent Agenda: Mayor Matt Carter asked City Clerk Jim Nelson to read the Consent Agenda dated 1 August 2017. Clerk Nelson read the Consent Agenda dated 1 August 2017. Mayor Carter asked if anything needed to be removed from the Consent Agenda dated 1 August 2017. Mayor Carter asked for a motion to accept the Consent Agenda dated 1 August 2017.

Motion

Alderwoman Kathy Hall made a motion to approve the Consent Agenda dated 1 August 2017. Motion was seconded by Alderman Rick Lohse.

7) Items removed from the Consent Agenda: None

8) Special Non-Consent:

A) Finance

Item 1) Illinois Municipal League Conference

Motion: 

Alderman Rick Lohse made a motion to approve allowing up to 4 City Council members at a cost not to exceed $1,500 per member an opportunity to attend the IML Conference in Chicago on September 21" through September 23" 2017. Motion was seconded by Alderwoman Caryn Unsicker.

Members voting aye: Tony Trulson, Larry York, Kathy Hall, Caryn Unsicker, Todd Malmstrom, Bob Rockwell, Rick Lohse.

Motion carried 7 ayes 0 nays 1 absent

B) Public Works

Item 1) Low Bidder for the 2017 MFT Sealcoat program

Motion: 

Alderman Larry York made a motion to award the 2017 MFT sealcoat program to Tri City Blacktop with the low bid of $32,481.30. Motion was seconded by Alderman Rick Lohse.

Members voting aye: Tony Trulson, Larry York, Kathy Hall, Caryn Unsicker, Todd Malmstrom, Bob Rockwell, Rick Lohse.

Motion carried 7 ayes 0 nays 1 absent

9) Mayor's Report

Mayor's Report: 

Mayor Matthew Carter reported that he had attended the Mayor/Administrator meeting at BiState Regional Commission earlier in the day. The enlightening item that he came away with was a program that Bi-State has with regard to smoke detectors. Mayor Carter also mentioned that there is a Moonlight Parade on Saturday 26 August

10) Attorney's Report: None

11) City Administrator: Mr. Jim Grafton was unable to attend this evenings meeting, but instead left everyone a report in their agenda packet. The report will be attached to the minutes.

12) City Engineer Report: None

13) City Treasurer Report: Treasurer Diana Armstrong reported that she had distributed the June Treasurer's report in all the agenda packets. Treasurer Armstrong asked if anyone had any questions. Alderwoman Kathy Hall asked if there was anything unusual this month. Clerk Jim Nelson asked how she balances the Treasurer's report. Treasurer Kahley explained she takes the bank cash report on the last day of the month adds the petty cash amount for the city (Police, City Hall and Library) which is a total of $1,087 and adds that to the end of month balance on the bank cash report and that should balance with this month cash balance total.

14) City Clerk's Report: None

15) Call for adjournment from the Regular Meeting of the Silvis City Council. Mayor Matt Carter said if there was no more business to be brought before the 1 August 2017 Regular Meeting of the Silvis City Council he would entertain a motion to adjourn.

Motion:

Alderwoman Kathy Hall made a motion to adjourn from the 1 August 2017 Regular Meeting of the Silvis City Council. Motion was seconded by Alderman Tony Trulson.

Vote:

Motion carried via voice vote. The Regular Meeting of the Silvis City Council adjourned at 6:45pm.

Committee of the Whole I August 2017

16) Call Committee of the Whole to Order & Roll Call Mayor Matt Carter called the 1 August 2017 Silvis City Council Committee of the Whole Meeting to order at 6:45pm and asked City Clerk Jim Nelson to call the Roll.

18) Agenda items for discussion:

A) Parks, Building & Grounds

Item 1) Outdoor Music Policy

Discussion: 

Alderman Tony Trulson stated he does not want an outdoor music policy. Alderman Trulson then discussed the Commercial Outdoor Music Policy and noted this had been discussed at several committee meetings and Police Chief VanKlaveren has been involved in writing this policy. There were a couple of minor items that we have changed. Clerk Nelson noted that all of the changes have been updated and are in the agenda packet for this evenings meeting. Police Chief Mark Van Klaveren asked the Attorney to look over the “hold harmless statement” (item 5-page 3). Attorney Graham Lee read the statement commented that it was pretty basic but would work.

Motion: 

Alderman Tony Trulson made a motion to place the Commercial Outdoor Music Policy on the 15 August 2017 agenda for approval. Motion was seconded by Alderwoman Caryn Unsicker. Vote:

Item 2) Gauley Field

Discussion: 

Alderman Tony Trulson discussed blacktopping the track at Gauley Field at a cost of $13,185. Alderman Trulson noted that the cinders that are on the track are not an option anymore. Alderman Trulson said we are looking and continuing to try to keep the track available for everyone to use. Alderman Trulson noted that the total cost to blacktop the track was $26,370 and that cost would be split with Playground and Recreation. Alderman Trulson noted there was also a discussion by the committee to rubberize the track and that would cost an additional $26,000. Alderman Trulson noted that if we did rubberize the track it will cost additionally just as much as the blacktop and the process requires the blacktop base anyhow so the best bet is to just blacktop the track to begin with. Alderman Trulson also noted that the track will be twelve feet wide. Alderwoman Kathy Hall asked if the total cost was going to be $13,000 or $26,000. Alderman Trulson answered $26,000 is the total amount for the blacktop project, half from the City of Silvis and half from Silvis Playground and Rec. 

Motion: 

Alderman Tony Trulson made a motion to place the blacktopping of the track at Gauley Field at a cost of $13,185 on the 15 August 2017 agenda for approval. 

Motion was seconded by Alderman Larry York.

B) Economic Development

Item 1) 2017 Television Branding Advertising

Discussion: 

Alderwoman Kathy Hall discussed the 2017 Television advertising campaign for shop Silvis. Alderwoman Hall noted that we have previously participated in this program with the prior administration. WQAD has once again come to the Silvis Business Association. The last advertising campaign was very successful. The City of Silvis will buy two spots and will be on every advertising spot. There are multiple times this will be aired throughout the day. Alderwoman Hall asked is there any discussion on this matter? Alderman Todd Malmstrom asked how long this campaign will run. Alderwoman Hall answered that the campaign will run for 1 year.

Motion: 

Alderwoman Kathy Hall made a motion to place the 2017 advertising campaign with WQAD TV 8 at a cost of $3,198 on the 15 August 2017 agenda for approval. Motion was seconded by Alderman Rick Lohse.

C) Public Safety

Item 1) Purchase 4 Protective Vests

Discussion: 

Alderman Todd Malmstrom discussed the need to purchase 4 new protective vests for the Silvis Police Department at a cost of $695 each. Alderman Malmstrom explained that we have two new Police officers that will need new vests. Alderman Malmstrom noted that these vests have an expiration date of 5 years from the purchase date. Chief Mark Van Klaveren noted that we have a 5 year rotation for the vests. We have 3 guys that were hired in 2012 so they are one year off of the rotation from the rest of us. Those vests expire in August of this year. The extra vest is for the new hire to replace Brad VanHoutte.

Motion:

Alderman Todd Malmstrom made a motion to purchase 4 protective vests for the Silvis Police at a cost of $2,800 on the 15 August 2017 agenda for approval. Motion was seconded by Alderwoman Kathy Hall.

19) City Staff Reports

A) Fire Department: 

Chief David Leibovitz said he would be out of town from Thursday August 2" until Wednesday August 9".

B) Inspections: None

C) Police Department:

 Police Chief Mark Van Klaveren reminded everyone he did get the second spot in the Police Academy in Bellville. Chief noted he was also preparing for the Moonlight Parade.

D) Public Works Parks: None

20) Comments from the Alderpersons: 

Alderman Tony Trulson announced that Parks, Building and Grounds will have two meetings. The First one will be Thursday August 3" at 6:15pm to discuss applications for Commercial outdoor events. Alderman Trulson also noted a meeting for Parks, Building & Grounds on August 23" at 4:30pm to discuss Hibbs Park. Alderman Trulson asked who was running Trunk or Treat. Alderwoman Hall answered the Library will be taking care of that this year. Alderwoman Kathy Hall informed Council she will be out of town from August 2nd until August 15". Alderwoman Caryn Unsicker reminded everyone she called a committee meeting for Thursday 3 August 2017 at 6:30pm to discuss our annual ad in the Quad Cities Convention and Visitors Bureau guide.

21) Closed Session: None

22) Adjournment Mayor Matt Carter asked for a motion to adjourn from the 1 August 2017 Committee of the Whole meeting of the Silvis City Council.

Motion: 

Alderwoman Caryn Unsicker made a motion to adjourn from the 1 August 2017 Silvis City Council Committee of the Whole meeting. Motion was seconded by Alderman Tony Trulson.

Motion carried via voice vote: The 1 August 2017 Committee of the Whole meeting of the Silvis City Council adjourned at 7:00pm
