Moline City Council met August 8.

Here is the minutes as provided by the council:

Council Meeting: The City Council meeting came to order at 8:06 p.m. The Council met in regular session in

the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Berg gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner,

Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes & Appointments Made

Committee-of-the-Whole and Council meeting minutes of August 1, 2017, and appointments made during

Committee-of-the-Whole on August 8, 2017.

Second Reading Ordinances

1. Council Bill/General Ordinance 3013-2017

An Ordinance amending Chapter 9, “Body Art Code,” of the Moline Code of Ordinances, by

repealing said chapter in its entirety and enacting in lieu thereof one new Chapter 9, “Body Art

Code,” relating to the same subject matter.d

Resolutions

2. Council Bill/Resolution 1135-2017

A Resolution authorizing municipal and non-municipal comparables for the classification and

compensation study being performed by GovHR USA, LLC (GovHR).

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus

vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Items Not on Consent:

First Reading Ordinances

3. Council Bill/General Ordinance 3014-2017

An Ordinance amending Chapter 2, “Administration,” of the Moline Code of Ordinances, by

repealing Section 2-2200, “Days, Time and Place of Regular Meetings; Adjourned

Meetings,” subsections (a) and (b) in their entirety and enacting in lieu thereof new subsections (a)

and (b) relating to the same subject matter.

4. Council Bill/General Ordinance 3015-2017

An Ordinance amending Chapter 24, “Personnel,” of the Moline Code of Ordinances, by repealing

Section 24-2202, “Probationary Period,” in its entirety and enacting in lieu thereof one new

Section 24-2202, “Probationary Period,” relating to the same subject matter; Section 24-2203,

“Residency,” by repealing subsections (b)(1), (b)(3) and (b)(6) in their entirety and enacting in lieu

thereof new subsections (b)(1), (b)(3) and (b)(6) relating to the same subject matter; and Section 24-2300,

“Dismissal,” by repealing subsection (a) in its entirety and enacting in lieu thereof one new subsection

(a) relating to the same subject matter.

5. Council Bill/Special Ordinance 4030-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Development and Economic

Incentive Agreement between the City of Moline and GRD EM Industrial, LLC, for the development

project, and to execute any necessary agreements referenced therein, and authorizing all appropriate

City officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to

said agreement.

6. Council Bill/Special Ordinance 4031-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and

authorizing the use of public right-of-way in conjunction with the Young Life 5K road race to be held on

Saturday August 19, 2017.

Motion for Consideration: Alderman Parker, seconded by Alderman Wendt, moved to consider council bill

4031-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt,

Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4031-2017. Motion

carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner,

Schoonmaker, Waldron and Berg; nays: none.

Council, Staff and Citizen Comments:

Lori Wilson, Parks Recreation Director, shared that the ribbon cutting for the new playground equipment at

Millennium Park is this Saturday, August 12, 2017, at noon.

Alderman Turner mentioned that she has concerns about Council Bill 3014-2017 regarding the meeting time

change. She feels that in order to maintain age and gender diversity, and to have families involved in the

meetings, the meeting start time should not be changed. Alderman Turner believes it will be difficult for young

families to make it to the meetings by 5:30 p.m. Alderman Turner made a motion to table Council Bill 3014-

2017 at least another month until it can be further discussed. Seconded by Alderman Schoonmaker. Motion

failed on roll call with the following vote: ayes: Aldermen Potter, Turner and Schoonmaker; nays: Aldermen

Rodriguez, Parker, Wendt, Waldron and Berg.

Alderman Berg asked if the lottery posted out front will be posted in Spanish and promoted in the Floreciente

Neighborhood. Ray Forsythe, Planning & Development Director, responded that he believes that it is, but he

will verify this.

Alderman Schoonmaker mentioned an article that was forwarded by Ray Forsythe, Planning & Development

Director. The article was featured in “The Ugly Iowan” and contained some commentary about the Moline City

Council.

Scott Hinton, City Engineer, addressed the schedule of the street work around the Multi-Modal Station and how

it relates to the upcoming VIVA and Quad Cities Marathon events. North of the railroad tracks, which includes

the entrance to the i-Wireless Center, River Drive and the exit coming out of the Centre Station parking ramp,

should be open for travel by the middle of next week. Everything north of the railroad tracks will be available

for travel by the middle of next week. South of the tracks, which includes the intersection of 12th Street and 4th

Avenue and north of 4th Avenue will not be complete until mid-October 2017. This will not affect the VIVA

event. Upon inquiry by Alderman Wendt, Mr. Hinton confirmed that several fibers have been cut as part of the

project; none of which will be a City expense.

Alderman Parker asked Interim Chief of Police John Hitchcock if he has a traffic plan for the date of the WWE

event and the VIVA event, which are on the same day. Mr. Hitchcock said he would talk to the necessary

parties, take care of it, and report back to Council. Lori Wilson, Parks Recreation Director, mentioned that she

had a special parking and route meeting concerning this matter with Sgt. Pickens, representatives from the 

i-Wireless Center, representatives from VIVA, and City staff, so this issue has been addressed. Ms. Wilson

cannot remember the details. Mayor Acri directed staff to brief the Council once traffic plans are complete.

Mayor Acri mentioned that the right turn lane by the parking ramp going towards the River House is blocked

going towards the Multi-Modal Station. She mentioned that the barricades at this location were removed for the

Micro Brew Mile, which was very helpful. Mayor Acri asked if staff could remove the barricades again. She

believes this was previously handled by Public Works.

Ray Forsythe, Planning & Development Director, mentioned that every year for the last 12 years, the Illinois

Institute of Rural Affairs has had a class called the Community Development Institute (CDI). This year there

were 71 participants, and he gave opening remarks on Monday on Mayor Acri’s behalf. People from the

Midwest come to Moline every year for this event. Participants get to see community and economic

development in action. It is a great opportunity to show off the City of Moline. Mr. Forsythe and City Planner

Jeff Anderson have a walking tour tomorrow where they are taking people to Washington Square, walking

through the courtyards, and showcasing the development in Moline.

On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 8:21 p.m.

The next regularly scheduled City Council meeting is on August 22, 2017.
