City of Colona Finance and Administrative Committee met July 17.

Here is the minutes provided by the Committee:

Meeting called to order at 0902 attending Alderman Swemline, Hillman and King. Also attending was Jen Legare (Budget Director), Barbara Winger (City Clerk), Mayor Rick Lack and Kathleen (City Manager was in and out)

Public Comments: No public comments, Gale in attendance was recording our meeting.

Old Business:

Copier was tabled again until updated and correct information could be brought to the committee.

New Business:

1. Committee is recommending keeping the Activity Center and Senior Center city owned. There will need to be some further discussion and action on how to move forward with the buildings.

2. Bond rating dropped AA plus to AA minus. Due to some reserve funds being used and not replaced.

3. Retail Strategies did recently market for the city at a Las Vegas conference.

4. Cobra Assistance Program St 8.00 per month, along with other miscellaneous fees from $3.00 per notice. Kathleen is checking on length of contract. This is to assist office staff with anyone that is able to receive Cobra insurance payments.

5. Carpet for the Activity Center came in a little higher than expected at $2882.88. It is a recommendation by the committee to purchase the carpet with the additional cost.

6. Vacant/Vacation Ordinance was discussed and the committee recommends the approving Ordinance 0-17-12 with corrections.

7. Vantage Trust is asking all public employees with assets in Vantage Trust to consider and vote to allow ICMA Retirement Corporation to expand distributions of the Vantage Trust Funds to private sector defined contribution plans. Committee is recommending this to the full council.

Committee voted unanimously to go into closed session at 10:14 after a 5 minute recess. per ILCS 20/2, Chapter 102, para 42 Section 2 (c) (1) The appointment, empoloyment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

Open Session stopped at 10:14 and we went into closed session at 10:25 with all member present. No action was taken.

Back in regular session with all members present at 10:57

Motion Alderman Swemline to engage the services of Charnitz Consulting as recommended by Attorney Pappas, for an internal investigation seconded by Alderman Hillman.

Roll call was all yes and no nays motion passed.

Meeting adjourned at 10:58
