2. Council Bill/Resolution 1145-2017
A Resolution authorizing the purchase of four (4) 2017 Flex Fuel E85 Ford Taurus SE Sedans from Morrow Brothers Ford Inc., for the total amount of $81,716.00. (Dave Mallum, Fleet Manager)
Explanation: Fleet Services has budgeted to replace three passenger sedans in 2017 and purchase a Chief’s vehicle for the Fire Department. A State Bid Joint Purchase Contract is available for these units. Morrow Brothers Ford, Inc., in Greenfield, Illinois, currently holds said contract. A Request for Proposals was published and specifications sent to include local dealers in the procurement process. Morrow Brothers Ford, Inc., was the respondent with the lowest proposal of $20,429.00 each, for a total of $81,716.00. These units will operate on clean burning E85 fuel. Staff is also requesting that the current sedans be disposed of by the Fleet Manager through the legal disposal process that is most advantageous to the City, whether sealed bid, auction, negotiation, or otherwise. 3. Council Bill/Resolution 1146-2017
A Resolution authorizing the Mayor and City Clerk to approve of a request for an additional street light on 34th Avenue Place, between 34th Avenue and 43rd Street.
Explanation: Staff received a request for an additional street light on 34th Avenue Place, between 34th Avenue and 43rd Street. An investigation revealed that installing a light in said location is justified under the Residential Street Light Policy. Additional documentation attached.
Fiscal Impact: Annual cost of a street light is approximately $93.00. $430,000.00 is budgeted for street lights in account #010-0843-435.04-16, Traffic Signal Maintenance, Utility Service.

A Resolution authorizing certain minutes and portions of minutes of Executive Sessions of the City Council to be maintained as confidential until further reviewed by the City Council; and authorizing the remainder of said Executive Session Minutes referenced herein to be made available for public inspection.
Explanation: The City Council of the City of Moline is required by statute to periodically meet to review the minutes of all closed sessions (Executive Sessions) to determine the appropriateness of retaining said minutes as confidential or conversely disseminating said minutes to the public. Such a meeting took place on August 22, 2017. The City Council has found that certain minutes of the Executive Sessions for past meetings should be released with the exception of those requiring continued confidential treatment.

10. Council Bill/Resolution 1153-2017
A Resolution authorizing the Mayor and City Clerk to execute an agreement with UMR, Inc. (UMR) to provide administrative services for medical and prescription drug benefit claims and administrative services for dental, vision and flexible benefit claims for a three-year period commencing on January 1, 2018.
Explanation: A request for proposals was published in 2016, and UMR provided the most advantageous proposal that complied with all of the City’s labor agreements. UMR will provide claims administrative services for the City’s medical and prescription drug benefits plans, as well as claims administrative services for dental, vision and flexible benefits plans. The contract provides for a 1.7% decrease in administrative costs in 2018, a 0% increase in 2019, and a 3% increase in 2020. Additional documentation attached.

11. Council Bill/Resolution 1154-2017
A Resolution authorizing the Mayor and City Clerk to execute two surrounding property owners consent forms granting the City’s consent for a Class AA Restaurant-Beer & Wine Only liquor license to be issued for 4530 River Drive, Moline.
Explanation: Steve Sears and Clark Miljush wish to apply for a Class AA Restaurant-Beer & Wine Only liquor license for a business to be located at 4530 River Drive, Moline, the former Doug’s Heating & Air Conditioning location. Pursuant to Section 4-3202(a) of the Moline Code of Ordinances, no liquor license of any class, except a special event license, shall be issued unless consents from a majority of the surrounding property owners are obtained. This surrounding area includes property owners within a 150 foot radius from the center of the front of the premises, and, if the property abuts a residentially zoned parcel or parcels, the consent of the majority of the residential property owners within a 500 foot radius from the building for which the license is sought. The total number of surrounding properties is 34; the number of consents required is 18.
The City owns two surrounding properties as shown on the attached map; they are parcel number 08-2644-A, 4101-4801 River Drive/Ben Butterworth Parkway; and parcel number 08-1558-A, Ben Butterworth Parkway. Additional documentation attached.

First Reading Ordinances
12. Council Bill/General Ordinance 3017-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5109, “Parking Time Limits/Restrictions Established,” by repealing subsection (d) in its entirety; amending Section 20-5119, “Penalties For Violations Of This Article,” by repealing subsection (1)(b) in its entirety and enacting in lieu thereof one new subsection (1)(b) relating to the same subject matter; and directing staff to, prior to issuance of a ticket for a violation of Section 20-5109 of the Moline Code of Ordinances, provide such violator a fifteen (15) minute grace period.
Explanation: To provide better customer service, promote education of time limits for on-street and Cityowned lots, and lessen complaints regarding downtown parking, the Committee-of-the-Whole voted in favor of certain revisions to the current parking ordinances. First, this ordinance eliminates the prohibition of space jumping from the City of Moline Code of Ordinances. Second, each vehicle found to be violating any of the subsections of Section 20-5109 of the Moline Code of Ordinances shall be given a courtesy warning ticket upon the vehicle’s first offense of each calendar year. Finally, staff is directed to provide a violator a fifteen (15) minute grace period prior to issuing a ticket for a violation of Section 20-5109.

Explanation: Mario Estrada and Isaac Cerda DBA Café Ole desire a Lease and Concession Agreement for the purpose of selling food and beverages from a mobile food unit at the southeast parking lot of Stephens Park. 17. Council Bill/Special Ordinance 4039-2017
A Special Ordinance suspending Section 23-2102(c)(7) of Chapter 23, “Parks And Recreation,” of the Moline Code of Ordinances, temporarily, as it relates to the sale, possession and consumption of alcohol; and authorizing the Mayor/Local Liquor Control Commissioner and the City of Moline to permit the sale, possession and consumption of alcohol on municipal property during the Fall Flemish Fest to be held at Stephens Park, Moline, Illinois, on Sunday, September 17, 2017.
Explanation: Section 23-2102(c)(7) of the Moline Code of Ordinances prohibits any person from selling, possessing, or being under the influence of any intoxicating beverages within any park, playground or other area under the jurisdiction of the Park and Recreation Board, with the exception of the Green Valley Sports Complex. The Center for Belgian Culture has requested the City’s permission to allow the sale, possession and consumption of beer at its Fall Flemish Fest scheduled for September 17, 2017, at Stephens Park, from 10:00 a.m. to 5:30 p.m. (this time includes the event set-up and clean-up times). The Center for Belgian Culture has successfully sponsored this event since 2014. Beer will only be allowed within a portion of the park as illustrated on the attached exhibit; restricted areas will be monitored and designated with signs and fencing or similar barriers. Approval of this ordinance will temporarily suspend the Code provision for the express purpose of allowing the sale, possession and consumption of beer at this event, and it will permit the Mayor and City staff to work with the Center for Belgian Culture to ensure proper licensing and insurance for the event pursuant to Chapter 4 of the Code.
