Council Meeting: The City Council meeting came to order at 6:54 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Parker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Berg present. Absent: Alderman Potter.

1. Council Bill/General Ordinance 3016-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-4503, “Duty Of Drivers Approaching A Three-Way Stop Intersection,” Appendix 4, “Three-Way Stop Intersections,” by installing a three-way stop intersection west of 7th Street on Valley View Drive.

2. Council Bill/Resolution 1145-2017
A Resolution authorizing the purchase of four (4) 2017 Flex Fuel E85 Ford Taurus SE Sedans from Morrow Brothers Ford Inc., for the total amount of $81,716.00.
3. Council Bill/Resolution 1146-2017
A Resolution authorizing the Mayor and City Clerk to approve of a request for an additional street light on 34th Avenue Place, between 34th Avenue and 43rd Street.
4. Council Bill/Resolution 1147-2017
A Resolution authorizing the Mayor and City Clerk to accept three (3) Right of Entries more particularly described herein to allow construction to proceed on Project #1257, 15th Street A Water Main Replacement.

9. Council Bill/Resolution 1152-2017
A Resolution authorizing certain minutes and portions of minutes of Executive Sessions of the City Council to be maintained as confidential until further reviewed by the City Council; and authorizing the remainder of said Executive Session Minutes referenced herein to be made available for public inspection. This item was pulled from the Agenda by Mayor Acri during the Committee-of-the-Whole meeting earlier this evening.

10. Council Bill/Resolution 1153-2017
A Resolution authorizing the Mayor and City Clerk to execute an agreement with UMR Inc. (UMR) to provide administrative services for medical and prescription drug benefit claims and administrative services for dental, vision and flexible benefit claims for a three-year period commencing on January 1, 2018.
Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1153-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker and Berg; nays: none. Alderman Waldron abstained.
11. Council Bill/Resolution 1154-2017
A Resolution authorizing the Mayor and City Clerk to execute two surrounding property owners consent forms granting the City’s consent for a Class AA Restaurant-Beer & Wine Only liquor license to be issued for 4530 River Drive, Moline.
Approved: Alderman Parker, seconded by Alderman Rodriguez, moved to approve Council Bill 1154-2017. Motion failed on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Turner and Waldron; nays: Aldermen Wendt and Berg. Alderman Schoonmaker abstained.
First Reading Ordinances
12. Council Bill/General Ordinance 3017-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5109, “Parking Time Limits/Restrictions Established,” by repealing subsection (d) in its entirety; amending Section 20-5119, “Penalties For Violations Of This Article,” by repealing subsection (1)(b) in its entirety and enacting in lieu thereof one new subsection (1)(b) relating to the same subject matter; and directing staff to, prior to issuance of a ticket for a violation of Section 20- 5109 of the Moline Code of Ordinances, provide such violator a fifteen (15) minute grace period.
13. Council Bill/Special Ordinance 4035-2017
A Special Ordinance authorizing the Mayor and City Clerk to accept six (6) Quit Claim Deeds, more particularly described herein, to allow construction to proceed on Project #1270, 2017 Alley Reconstruction.
14. Council Bill/Special Ordinance 4036-2017
A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement between the City of Moline and Mario Estrada and Isaac Cerda DBA Café Ole to sell food and beverages from a mobile food unit at the southeast parking lot of Stephens Park from August 15, 2017 through August 14, 2018, as weather permits, at the City’s sole discretion.
15. Council Bill/Special Ordinance 4037-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Moline High School Homecoming Parade, sponsored by the Moline High School Student Congress, to be held on Friday, September 29, 2017.
16. Council Bill/Special Ordinance 4038-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, for events scheduled for Saturday, September 23, 2017, and Sunday, September 24, 2017.
Motion for Consideration: Alderman Schoonmaker, seconded by Alderman Berg, moved to consider Council Bills 4039-2017 and 4040-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Berg; nays: none.
17. Council Bill/Special Ordinance 4039-2017
A Special Ordinance suspending Section 23-2102(c)(7) of Chapter 23, “Parks And Recreation,” of the Moline Code of Ordinances, temporarily, as it relates to the sale, possession and consumption of alcohol; and authorizing the Mayor/Local Liquor Control Commissioner and the City of Moline to permit the sale, possession and consumption of alcohol on municipal property during the Fall Flemish Fest to be held at Stephens Park, Moline, Illinois, on Sunday, September 17, 2017.

18. Council Bill/Special Ordinance 4040-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the QC Out of the Darkness Walk Fundraiser for Suicide Prevention, sponsored by the American Foundation for Suicide Prevention, to be held on Sunday, September 17, 2017.

Miscellaneous Business:
Alderman Wendt expressed his concern that the Café Ole Lease Agreement may violate the City’s new policy because it is for seven hours, and our new policy is six hours. Lori Wilson, Parks Recreation Director, mentioned that there is a differentiation for Parks versus on City streets. Mayor Acri stated that the Council would entertain a longer duration for the restriction and can look review it at the first reading.
Council, Staff and Citizen Comments:
Lori Wilson, Parks Recreation Director, reminded everyone that the Cubs Trip is this Friday.
Ray Forsythe, Planning & Development Director, mentioned that the VIP ribbon cutting for 5 & 15, the Chase Building redevelopment, was today. Attendees were able to tour the building, and there are already six tenants in the building.
Alderman Parker inquired about the status of the Sylvan Island Bridge. Scott Hinton, City Engineer, responded that the causeway is being built, and the old bridge will be removed later this week.
Alderman Berg mentioned that she will be talking to Ray Forsythe, Planning & Development Director, concerning questions she has regarding the “Why Moline” marketing campaign.
Alderman Turner congratulated the Parks Department on the success of their Monday night concerts. She also congratulated the Library on their summer program. This program reached over 10,000 people.
Lori Wilson, Parks Recreation Director, confirmed that there is no extra charge for the Out of Darkness Walk event.
Executive Session:
Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11), Collective Negotiating Matters-5 ILCS 120/2(C)(2), and Price Setting for Sale or Lease of Real Property-5 ILCS 120/2(C)(6). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 7:13 p.m.
Alderman Parker moved to adjourn Executive Session, seconded by Alderman Wendt. Motion passed unanimously.
Council reconvened in open session at 9:00 p.m.
