Rock Island City Council met October 16.

Here is the agenda provided by the Council:

1. Mayor Thoms will call the meeting to order.

2. Roll Call.

3. Pledge of Allegiance.

4. Moment of Silence.

5. Minutes of the October 9, 2017 meeting.

Motion whether or not to approve the Minutes as printed.

6. Update Rock Island by Mayor Thoms.

7. Presentation of the 2017 Labor Day Parade Awards.

8. A Special Ordinance establishing a handicapped parking space on 20th Avenue next to the residence located at 1928 9 1/2 Street.

Motion: Motion whether or not to consider, suspend the rules, and pass the ordinance.

RC: Roll Call vote is needed.

9. A Special Ordinance regulating parking on private property at 777 Jumer Drive.

Motion: Motion whether or not to consider, suspend the rules, and pass the ordinance.

RC: Roll Call vote is needed.

10. Claims

a. Report from the Human Resources Department regarding payment in the amount of $1,418.23 to Damon Colvin of Rock Island, IL for General Liability claim.

b. Report from the Public Works Department regarding payment #4 in the amount of $46,008.00 to Greenspace Associates of Davenport, IA for the 2017 Sod Replacement Program for services provided from September 8, 2017 through September 30, 2017.

c. Report from the Public Works Department regarding payment #1 in the amount of $331,871.07 to Langman Construction of Rock Island, IL for the Outfall 006 Basin Separation Project for services provided from August 8, 2017 through September 20, 2017.

d. Report from the Public Works Department regarding payment #1 in the amount of $118,943.28 to Tri City Blacktop Co. Inc. of Bettendorf, IA for the 2017 Asphalt Street Milling and Patching Program for services provided from July 10, 2017 through October 4, 2017.

Motion: Motion whether or not to accept the reports and authorize payments for Claims items a through d as recommended.

RC: Roll Call vote is needed.

11. Claims for the week of October 6 through October 12 in the amount of $1,213,564.43 and payroll for the weeks of September 25 through October 8 in the amount of $1,451,068.44.

Motion: Motion whether or not to allow the claims and payroll.

RC: Roll Call vote is needed.

12. ACH Report for the month of September in the amount of $2,906,576.25.

Motion: Motion whether or not to approve the ACH payments.

RC: Roll Call vote is needed.

13. Purchase Card Claims for the period from August 29 through September 27, 2017 in the amount of $49,178.01.

Motion: Motion whether or not to approve the purchase card claims.

RC: Roll Call vote is needed.

14. Report from the Police Department regarding bids for the lease of undercover vehicles, recommending the bid be awarded to Highland Toyota of Moline, IL for an annual total amount of $24,900.00 for the period of January 1, 2018 through midnight on December 31, 2018.

Motion: Motion whether or not to award the bid as recommended and authorize the City Manager to execute the contract documents.

RC: Roll Call vote is needed.

15. Report from the Police Department regarding bids for the annual towing contract, recommending the bid be awarded to the sole bidder, Quad City Towing Inc. of Rock Island, IL at a total unit cost of $1,385.00 for the period of January 1, 2018 through midnight on December 31, 2018.

Motion: Motion whether or not to award the bid as recommended and authorize the City Manager to execute the contract documents.

RC: Roll Call vote is needed.

16. Report from General Administration regarding a Memorandum of Agreement with Bi-State Regional Commission and the governments of East Moline, Milan, Moline, Rock Island, Silvis, and Rock Island County, Illinois for contractual services related to the preparation and monitoring of a contract for enterprise zone application assistance.

Motion: Motion whether or not to approve the Memorandum of Agreement as recommended and authorize the Mayor to sign the agreement.

RC: Roll Call vote is needed.

17. Report from the Police Department regarding the hours for Halloween Trick or Treat, recommending Tuesday, October 31, 2017 from 5:00 p.m. to 8:00 p.m. in the city of Rock Island.

Motion: Motion whether or not to approve the Trick or Treat hours as recommended.

18. Report from the Community and Economic Development Department regarding a request from Tom Trimberger for rezoning from an R-3 (one and two family residence) district to an R-6 (multi-family residence) district at 1103 25th Street.

Motion: Motion whether or not to approve the rezoning request as recommended and refer to the City Attorney for an ordinance.

19. Report from the Community and Economic Development Department regarding a request from Marvin Hubble to vacate a segment of 42nd Avenue right-of-way, also known as Shore Acres, at Lot 67 Shore Acres.

Motion: Motion whether or not to approve the vacation request as recommended and refer to the City Attorney for an ordinance.

RC: Roll Call vote is needed.

20. Report from the Mayor regarding an appointment to the Human Rights Commission and a reappointment to the Rock Island County Metropolitan Mass Transit District.

Motion whether or not to approve the appointment and reappointment as recommended.
