Rock Island City Council met October 9.

2. Roll Call.
Present: Mayor Mike Thoms, Alderman Dylan Parker, Alderman Joshua Schipp, Alderman Dave Geenen, Alderman Ivory D. Clark, Alderman Virgil J. Mayberry, Alderman James Spurgetis, and Alderman Stephen L. Tollenaer

Staff: City Manager Randy Tweet, Hector Lareau for City Attorney Dave Morrison, City Clerk Judith Gilbert, and other City staff
3. Pledge of Allegiance.
Mayor Thoms led in the saying of the Pledge of Allegiance.

5. Minutes of the meeting of October 2, 2017.

Alderman Spurgetis moved to approve the Minutes as printed; Alderman Schipp seconded.

6. Update Rock Island by Mayor Thoms.
Art Lecture – On Wednesday, October 11, 2017 the Main Library will host artist Irma Rene Koen, who was described as an “interesting Rock Island girl” in a 1910 Rock Island Argus article. Art historian Cynthia Empen helps us rediscover the life and art of this talented artist, the subject of the Figge Art Museum exhibit. The lecture will be from 6:00 p.m. to 7:00 p.m. and is free to attend.
Arts Alley – Remodeled Arts Alley is complete with an unveiling scheduled for October 12, 2017 at 3:30 p.m. Arts Alley is a unique, pedestrian area nestled between 1st and 2nd Avenues just off 17th and 18th Street in Rock Island. With new hanging art and decorative light fixtures it is a pleasant façade and nice addition to the downtown.
Halloween Mystery Scavenger Hunt – On Saturday, October 14, 2017 come to Hauberg Estate to solve a puzzling mystery, long hidden within the historic mansion. Search for clues and collect all the pieces to complete the puzzle. Bring friends and work together at your own pace to unravel the mystery. Classic horror movie themed costumes encouraged. The event is from 7:00 p.m. to 10:00 p.m. at 1300 24th Street in Rock Island. For more information, please call (563) 265-2753.
Alderman Mayberry asked all drivers to slow down in the neighborhoods this week and next week due to the Rock Island/Milan children being out of school.
7. A Special Ordinance establishing a handicapped parking space at 1836 7th Street.

b. Report from the Information Technology Department regarding payment in the amount of $22,550.00 to Proquire LLC of Chicago, IL for Google Suite annual renewal and support maintenance for the year from December 28, 2017 through December 27, 2018.
c. Report from the Information Technology Department regarding payment in the amount of $10,440.00 to Proquire LLC of Chicago, IL for the Backupify for Google Suite annual renewal and support maintenance for the year from December 18, 2017 through December 17, 2018.
d. Report from the Public Works Department regarding payment #1 in the amount of $143,565.84 to Walter D. Laud Inc. of East Moline, IL for the 41st Avenue Court and 45th Street Court Reconstruction, East of 44th Street Project for services provided from August 16, 2017 through September 25, 2017.
e. Report from the Public Works Department regarding payment #1 and final in the amount of $25,366.60 to Tri-City Electric Co. of Davenport, IA for the Fiber Optic Cable Phase-9, Glenhurst Court Cameras Project for services provided from June 20, 2017 through September 6, 2017.
f. Report from the Public Works Department regarding payment #1 in the amount of $212,243.76 to Langman Construction Inc. of Rock Island, IL for the 2017 Catch Basin and Manhole Program for services provided from July 17, 2017 through September 21, 2017.

Alderman Clark moved to accept the reports and authorize payments for Claims items a through f as recommended; Alderman Mayberry seconded.

11. Report from the Human Resources Department regarding an adjustment to the CY 2017 Budget, recommending increasing the Self-Insurance Fund by $333,000.00.

12. Report from the Traffic Engineering Committee regarding a request for installation of a handicapped parking space on 20th Avenue next to the home at 1928 9 1/2 Street.

13. Report from the Traffic Engineering Committee regarding a request from Josh Dennison, on behalf of Jumer's Casino and Hotel, for City Ordinance (Section 9-42) control of the Jumer's parking lot at 777 Jumer Drive.

Alderman Mayberry moved to approve the request as recommended and refer to the City Attorney for an ordinance; Alderman Spurgetis seconded.

14. Other Business
Alderman Spurgetis announced he will be having a 3rd Ward meeting on Monday, October 30, 2017 at 6:00 p.m. at the Hauberg Civic Center. He invited 3rd Ward residents to attend and meet with himself and city staff; all are welcome to attend.
Alderman Parker said he had found online the Governor's Hometown Award for Volunteerism and Community Service which was re-instituted this year after a couple of years of inactivity. Alderman Parker forwarded the information to Jerry Jones, Martin Luther King Center Director. Alderman Parker was very happy to announce that Rock Island had won the award and he congratulated Mr. Jones, his staff and all of the volunteers in Rock Island. Alderman Parker is very excited that Rock Island won the award out of all the cities in Illinois. Mr. Jones said he applied for the award showcasing the King Center program, a conglomerate of programs for developing the city's youth which includes the after school program, the summer day camp, and several other programs. He included outcomes and output data in the application. Mr. Jones presented the application last Wednesday and was notified on Friday that Rock Island had won the award. On November 8, there will be a ceremony and the City will receive a plaque and road sign.
Alderman Schipp announced unofficially there will be a new public space at 30th Street and 14th Avenue; he is calling it Parker's Place after Alderman Parker and his dedication to public space.
