Moline City Council met September 26.

Council Meeting: The City Council meeting came to order at 6:59 p.m. The Council met in regular session
in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner,
Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances
1. Council Bill/General Ordinance 4041-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and
authorizing the use of public right-of-way in conjunction with the Moline Halloween Parade, sponsored
by Moline Dad’s Club/Moline Little League Softball, to be held on Sunday, October 15, 2017.
2. Council Bill/General Ordinance 4042-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and
authorizing the use of public right-of-way in conjunction with the Bierstube Oktoberfest to be held on
two consecutive weekend dates of Friday and Saturday, September 29 and September 30, 2017, and
Friday and Saturday, October 6 and October 7, 2017.
Resolutions
3. Council Bill/Resolution 1152-2017
A Resolution authorizing certain minutes and portions of minutes of Executive Sessions of the City
Council to be maintained as confidential until further reviewed by the City Council; and authorizing
the remainder of said Executive Session Minutes referenced herein to be made available for public
inspection.
4. Council Bill/Resolution 1155-2017
A Resolution authorizing the Mayor and City Clerk to execute a surrounding property owners consent
form granting the City’s consent for a Class B Tavern liquor license to be issued for 525 14th Street,
Moline.
5. Council Bill/Resolution 1156-2017
A Resolution authorizing the Mayor and City Clerk to execute, on behalf of the City of Moline, a
Subordination Agreement with Sachin S. Nunnewar for property located at 3421 77th Street Court,
Moline.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus
vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

An Ordinance amending Chapter 22, “OFFENSES – MISCELLANEOUS,” of the Moline Code of
Ordinances, by repealing Section 22-4103, “DISCHARGE OF WEAPONS,” in its entirety and enacting
in lieu thereof one new Section 22-4103 relating to the same subject matter.
Adopted: Alderman Wendt, seconded by Alderman Schoonmaker, moved to adopt Council Bill 3018-2017.
Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner and

Ordinances, by repealing Section 28-2303 in its entirety.
8. Council Bill/General Ordinance 3020-2017
An Ordinance amending Chapter 11, “FIRE PREVENTION AND PROTECTION,” of the Moline
Code of Ordinances, Section 11-2116, “FEES,” by repealing subsection (a)(9) in its entirety.

Code of Ordinances, Section 11-1101.1, “FEES,” by repealing subsection (d) in its entirety and enacting
in lieu thereof one new subsection (d) dealing with the same subject matter.
10. Council Bill/General Ordinance 3022-2017
An Ordinance amending Chapter 11, “FIRE PREVENTION AND PROTECTION,” of the Moline
Code of Ordinances, Section 11-1101.1, “FEES,” by repealing subsection (g) in its entirety and enacting
in lieu thereof one new subsection (g) dealing with the same subject matter.
11. Council Bill/General Ordinance 3023-2017
An Ordinance amending Chapter 34, “WATER AND SEWERS,” of the Moline Code of Ordinances, Section
34-1100, “GROUNDS FOR TERMINATION,” by repealing subsection (1) in its entirety and replacing it
with one new subsection (1) dealing with the same subject matter.
12. Council Bill/General Ordinance 3024-2017
An Ordinance amending Chapter 34, “WATER AND SEWERS,” of the Moline Code of Ordinances,
Section 34-2121, “CHARGES AND COLLECTIONS,” by repealing subsections (e) and (f) in their
entirety and replacing them with new subsections (e) and (f) dealing with the same subject matter.
13. Council Bill/General Ordinance 3025-2017
An Ordinance amending Chapter 34, “WATER AND SEWERS,” of the Moline Code of Ordinances,
Section 34-3414, “PRETREATMENT CHARGES AND FEES,” by repealing subsection (b)(2) in its
entirety and replacing it with a new subsection (b)(2) dealing with the same subject matter.
14. Council Bill/Special Ordinance 4043-2017
A Special Ordinance declaring the City-owned property at 1151 26th Street Moline surplus and
authorizing the Mayor and City Clerk to execute an Agreement for Sale of Real Estate and do all things
necessary to convey the property to Moline Community Development Corporation, an Illinois Not-ForProfit
Corporation.
Council, Staff and Citizen Comments:
Alderman Rodriguez mentioned the Franklin Elementary School fire and the fact that the teachers and staff
lost all of their supplies in the fire. Most of the supplies are purchased by teachers and family members.
Alderman Rodriguez made a motion that the City donate $2,500, from either the general fund or reserves,
whichever fund City Administrator Doug Maxeiner deems best, to the Youth Commission, and allow them to
work with the PTA and teachers at Franklin Elementary School to help them purchase supplies and equipment
with said funds. In addition, he would like to set up two collection points at City Hall and Public Works for
receipt of the donations from City employees and the public. Seconded by Alderman Wendt. Motion carried
with Alderman Potter voting nay. Upon Alderman Parker’s inquiry, City Attorney Maureen Riggs confirmed
that this item must be published for 48 hours before taking official action.
Alderman Parker mentioned that the Moline Homecoming Parade is this Friday, September 29. He
encouraged everyone to support this event.
Alderman Schoonmaker thanked staff for the level of communication concerning a couple of recent events.
Maureen Riggs, City Attorney, announced that Don Goff is the new Information Technology Manager
effective September 27, 2017.
Doug Maxeiner, City Administrator, confirmed that he has the authority to transfer money to the Youth
Commission and that a resolution is not necessary for said action.
Kathy Carr, Finance Director, mentioned that in addition to the green bar budgets that the Committee received
this evening, she will be e-mailing an electronic, searchable version to the Committee tomorrow.
J.D. Schulte, Public Works Director, shared that Greg Johnson from the Parks Department will be working
with the Moline Schools Foundation at the Moline Homecoming Parade on Friday, September 29. There will
be a City vehicle and trailer at the parade promoting the use of tap water in schools. Mr. Schulte asked
everyone to cheer them on at this event.
Ron Miller, resident, expressed his appreciation to Interim Fire Chief Jeff Snyder and his crew for their work
at the Franklin Elementary School fire.
Alderman Wendt expressed his appreciation to the Moline Second Alarmers and MetroLINK for setting up an
air conditioning unit at the Franklin Elementary School fire site.
John Hitchcock, Interim Police Chief, shared that this Friday, September 29, is the roll out of the Pink Patch
Project. The Police Department exceeded their T-shirt sales goal. The final sales numbers will be announced
on Friday. The Police Department will pass out the T-Shirts on Friday, September 29, and Saturday,
September 30, from 8:00 a.m. to 12:00 p.m., at the Police Department. After that, the T-Shirts may be picked
up during regular Police Department business hours.
On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 7:15 p.m.
The next regularly scheduled City Council meeting is on October 10, 2017.
