Council Meeting: The City Council meeting came to order at 8:23 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Schoonmaker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron present. Absent: Alderman Berg.

Approval of Minutes & Appointments-
Committee-of-the-Whole and Council meeting minutes of October 10, 2017, appointments made during Committee-of-the-Whole on October 17, 2017, and the September Financial Report.

1. Council Bill/General Ordinance 3027-2017
An Ordinance amending Chapter 35, “Zoning And Land Development,” of the Moline Code of Ordinances, by enacting thereto an amendment of the Zoning Map, incorporated therein as Section 35-3103 (City of Moline; 1536 24th Avenue).
Motion to Approve: Alderman Rodriguez, seconded by Alderman Potter, moved to approve Council Bill 3027-2017.
Motion for Amendment: Alderman Wendt, seconded by Alderman Parker, made a motion to amend Council Bill 3027-2017 to change the legal description on said Council Bill from “Lots 5 and 6 of Block 2 of Stewart’s Addition” to “Lot 2 of Vanacker Addition to the City of Moline.” City Attorney Maureen Riggs mentioned that this Council Bill has already been corrected on tonight’s agenda. Motion to amend carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.

Resolutions-
2. Council Bill/Resolution 1160-2017
A Resolution authorizing the use of General Fund Contingency to donate $2,500 to the Moline School District to assist in replacing school supplies and classroom materials that were lost in a fire.

3. Council Bill/Resolution 1161-2017
A Resolution authorizing the Mayor and City Clerk to execute an Agreement between Bi-State Regional Commission and the Governments of East Moline, Milan, Moline, Rock Island, Silvis, and Rock Island County, Illinois, for contractual services related to the preparation and monitoring of a contract for Enterprise Zone application assistance and requiring each of the municipalities to pay a share of the cost for said Agreement.

Council, Staff and Citizen Comments:
Alderman Parker deferred to Alderman Wendt, who shared that he and Alderman Parker viewed the I-74 Bridge progress with Public Works Director J. D. Schulte.
Alderman Schoonmaker mentioned that Mayor Acri joined the Moline Universal Tractors Team (MUTT) and defeated the Rock Island Independents in the vintage football game. Moline won 17-6.
Executive Session:
Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Price Setting for Sale or Lease of Real Property-5 ILCS 120/2(C)(6). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: none.
City Council convened in Executive Session at 8:39 p.m.
