Moline City Council met October 10.

Council Meeting: The City Council meeting came to order at 8:28 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Turner gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.
Items on Consent: Approval of Minutes Committee-of-the-Whole and Council meeting minutes of September 26, 2017.
Second Reading Ordinances-
1.Council Bill/General Ordinance 3019-2017
An Ordinance amending Chapter 28, “Streets And Sidewalks,” of the Moline Code of Ordinances, by repealing Section 28-2303 in its entirety.
2. Council Bill/General Ordinance 3021-2017
An Ordinance amending Chapter 11, “Fire Prevention And Protection,” of the Moline Code of Ordinances, Section 11-1101.1, “Fees,” by repealing subsection (d) in its entirety and enacting in lieu thereof one new subsection (d) dealing with the same subject matter.
3. Council Bill/General Ordinance 3022-2017
An Ordinance amending Chapter 11, “Fire Prevention And Protection,” of the Moline Code of Ordinances, Section 11-1101.1, “Fees,” by repealing subsection (g) in its entirety and enacting in lieu thereof one new subsection (g) dealing with the same subject matter.
4. Council Bill/General Ordinance 3023-2017
An Ordinance amending Chapter 34, “Water And Sewers,” of the Moline Code of Ordinances, Section 34-2121, “Charges And Collections,” by repealing subsection (1) in its entirety and replacing it with a new subsection (1) dealing with the same subject matter.
5. Council Bill/General Ordinance 3024-2017
An Ordinance amending Chapter 34, “Water And Sewers,” of the Moline Code of Ordinances, Section 34-2121, “Charges And Collections,” by repealing subsections (e) and (f) in their entirety and replacing them with new subsections (e) and (f) dealing with the same subject matter.
6. Council Bill/General Ordinance 3025-2017
An Ordinance amending Chapter 34, “Water And Sewers,” of the Moline Code of Ordinances, Section 34-3414, “Pretreatment Charges And Fees,” by repealing subsection (b)(2) in its entirety and replacing it with a new subsection (b)(2) dealing with the same subject matter.

7. Council Bill/Resolution 1157-2017
A Resolution authorizing the Mayor and City Clerk to adopt the Rules and Regulations for Motorized Food Vendors in the City of Moline.
8. Council Bill/Resolution 1158-2017
A Resolution declaring various items of antiquated and unused weapons and firing range parts and equipment as surplus property, and authorizing the City Administrator to dispose of same.
9. Council Bill/Resolution 1159-2017
A Resolution authorizing the purchase and installation of an IDAS Digital 2-Way Radio System from Reliable Communications Corporation, for the amount of $140,586.75.

A Special Ordinance declaring the City-owned property at 1151 26th Street Moline surplus and authorizing the Mayor and City Clerk to execute an Agreement for Sale of Real Estate and do all things necessary to convey the property to Moline Community Development Corporation, an Illinois Not-For- Profit Corporation.
Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4043-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Schoonmaker, Waldron and Berg; nays: none. Alderman Turner abstained.

An Ordinance amending Chapter 4, “Alcoholic Beverages,” of the Moline Code of Ordinances, Section 4-1100, “Definitions,” by repealing subsection (11), “Minor,” in its entirety and enacting in lieu thereof one new subsection (11) dealing with the same subject matter; Section 4- 5101, “Preparation Of Alcoholic Liquor,” by repealing said section in its entirety and enacting in lieu thereof one new Section 4-5101 dealing with the same subject matter; Section 4-5104, “Consumption,” by repealing subsection (b) in its entirety and enacting in lieu thereof one new subsection (b) dealing with the same subject matter; and Section 4-5110, “Responsibility Of Owner Or Occupant Of Premises,” by repealing said section in its entirety and enacting in lieu thereof one new Section 4-5110 dealing with the same subject matter.

An Ordinance amending Chapter 35, “Zoning And Land Development,” of the Moline Code of Ordinances, by enacting thereto an amendment of the Zoning Map, incorporated therein as Section 35-3103 (City of Moline; 1536 24th Avenue).
13. Council Bill/Special Ordinance 4044-2017
A Special Ordinance granting a variance to Chapter 34, “Water And Sewers,” Section 34-3403, “Environmental Remediation Wastewaters,” of the Moline Code of Ordinances, to negotiate an Environmental Remediation Wastewaters (ERW) discharge fee, and authorizing the Director of Public Works to negotiate an Environmental Remediation Wastewaters (ERW) discharge fee with the Illinois Department of Transportation for the construction of the I-74 Bridge.

Council, Staff and Citizen Comments:
J.D. Schulte, Public Works Director, offered to take interested Council members on a tour of the current I-74 Bridge construction.
Lori Wilson, Parks Recreation Director, said that the Sylvan Island Bridge has been completely removed. Ms. Wilson has some drone footage, if anyone is interested in viewing it. Mayor Acri asked Ms. Wilson to share a photo of what the bridge will look like when it is finished.
Alderman Wendt expressed special thanks to Alderman Berg, who assisted a young woman who had an automobile collision with a deer in Moline. Alderman Berg also removed the deer from the roadway.
Alderman Waldron inquired as to whether the merit increases, mentioned earlier this evening during the budget session, for non-contract employees, are proposed on a salary or cash basis. City Administrator Maxeiner responded that said merit increases would be rendered on a salary basis.
Executive Session:
Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 8:42 p.m.
Alderman Wendt moved to adjourn Executive Session, seconded by Alderman Potter. Motion passed unanimously.
Council reconvened in open session at 8:53 p.m.
On motion of Alderman Schoonmaker, seconded by Alderman Berg, Council adjourned at 8:53 p.m.
