Explanation: This first-time event for Moline has been reviewed and approved by the Special Events Committee to be held on Sunday, November 26, 2017. The estimated number of persons to attend is 1,500.

Explanation: This annual event has been reviewed and approved by the Special Events Committee to be held on Saturday, November 18, 2017. The estimated number of persons to attend is 5,000 to 6,000.

A Resolution authorizing the Mayor and City Clerk to accept a Quit Claim Deed between Moline Forge Inc., and the City of Moline.
Explanation: As part of Project No. 1270, Alley North of 4th Avenue, West of 43 rd Street, the City needs to accept previously vacated property to proceed. Moline Forge is quit claiming and conveying any and all interest in previously vacated alley, twenty feet in width, located between Lots 4 through 19 in Hunt’s 3rd Addition to Midway, City of Moline, Rock Island County, Illinois, to the City of Moline. 5. Council Bill/Resolution 1171-2017
A Resolution authorizing the Mayor and City Clerk to execute two (2) Deeds of Dedication for Street Right-of-Way, more particularly described herein, to allow construction to proceed on 36th Street, north of 22nd Avenue.
Explanation: Deeds of Dedication for Street Right-of-Way are necessary and have been executed by Susan L. Davis and Everett D. Davis, 1901 36th Street, and Janet R. Parsons f/k/a Janet S. 6. Council Bill/Resolution 1172-2017
A Resolution authorizing approval of a sole source purchase from Marshall Bond Pumps for a Crisafulli stormwater pump in the amount of $24,675. (Scott Hinton, City Engineer)
Explanation: The 49th Street Stormwater Pump Station is the City’s oldest and most used stormwater pump station. The existing pump is in need of repair, beyond its expected lifespan, and no longer reliable. Staff investigated and determined that it is more cost effective to replace the pump than repair the existing pump. The City standardized to Crisafulli pumps many years ago in an effort to standardize repair procedures and limit spare part inventories. As such, staff recommends that the existing pump be replaced with a new Crisafulli pump from Marshall Bond Pumps in the amount of $24,675. Additional documentation attached.
Fiscal Impact: $13,000 is available in 330-1971-433.07-50, Stormwater, Other Capital Equipment, and $11,675 is available in 330-1971-433.06-30, Stormwater, Operating Supplies.

7. Council Bill/Resolution 1173-2017
A Resolution authorizing the Interim Chief of Police to execute a Hold Harmless Agreement between the Police Department and Heritage Wesleyan Church for use of the building located at 1 Blackwell Boulevard, Moline, Illinois, from November 1, 2017, through December 31, 2019, to conduct tactical training drills.
Explanation: The Police Department will occasionally request the use of real property and buildings for the purpose of conducting training exercises. Heritage Wesleyan Church has agreed to allow the use of its building at 1 Blackwell Boulevard for conducting police tactical training, provided it is held harmless against any loss and liability that might occur as a result of the training exercises. 8. Council Bill/General Ordinance 3039-2017
An Ordinance amending Chapter 35, “Zoning and Land Development,” of the Moline Code of Ordinances, by amending the Zoning Map, incorporated therein as Section 35-3103 (Dan Dolan, 7th and JD, LLC; 600 John Deere Road)
Explanation: The Plan Commission held a public hearing on October 11, 2017, to hear a request from Dan Dolan to rezone property located at 600 John Deere Road from ORT Office/Research/Technology District to B- 4 Highway/Intensive Business District. The Plan Commission, after public hearing, voted to recommend approval to the City Council to amend the zoning for 600 John Deere Road.

9. Council Bill/General Ordinance 3040-2017
An Ordinance levying and assessing taxes for the City of Moline, Illinois, for the tax levy year 2017, collectible in 2018, and enacting an ordinance relating to the same subject matter.
Explanation: Annually, the City of Moline levies a tax on all real property within the City. It is collectible the following year and utilized as a revenue source for the budget. The recommended 2017 Tax Levy is $15,620,000. No public hearing is required as the levy is less than 105% of the previous year.
Fiscal Impact: The levy must be passed and filed with the County Clerk in order to extend property taxes for the municipal portion of the property tax bill and will fund a portion of the 2018 budget.
Public Notice/Recording: This ordinance must be filed with the County Clerk by the last Tuesday in December.
10. Council Bill/General Ordinance 3041-2017
An Ordinance levying a special Ad Valorem Tax within the City of Moline, Illinois, Special Service Area #5 of the City of Moline, Illinois, for the tax levy year 2017, collectible in 2018, and enacting an ordinance relating to the same subject matter.
Explanation: On November 15, 2005, the City Council adopted Ordinance No. 4068-2005 establishing a Special Service Area. As provided by the Special Service Area Act, the services are to be provided through a levy of an annual property tax. For 2017, a levy of $132,465 is required to fund the 2018 budget. No public hearing is required as the levy is less than 105% of the previous year.
Fiscal Impact: Special services provided will be paid by the property owners within the established Special Service Area #5.
Public Notice/Recording: This ordinance must be filed with the County Clerk by the last Tuesday in December 2017.
11. Council Bill/General Ordinance 3042-2017

Explanation: On July 15, 2008, the City Council adopted Ordinance No. 4034-2008 establishing Special Service Area #6. As provided by the Special Service Area Act, the services are to be provided through a levy of an annual property tax. For 2017, a levy of $269,225 is required to fund the 2018 budget. No public hearing is required as the levy is less than 105% of the previous year.
Fiscal Impact: Special services provided will be paid by the property owners within the established Special Service Area #6.

12. Council Bill/General Ordinance 3043-2017
An Ordinance amending Chapter 5, “Amusements,” of the Moline Code of Ordinances, Section 5-1102, “License Required,” by adding one new subsection (c) relating to the same subject matter.
Explanation: The City adopted Council Bill/General Ordinance No. 3019- 2012 in July 2012 to allow video gaming terminals in licensed establishments within the City. The City seeks to limit the number of such establishments due to an increasing number of requests for these establishments and various concerns expressed by the City’s residents as to the detriments of gambling. This ordinance would limit the number of licenses issued to 30 but would allow existing licenses to continue as long as they are in compliance with all laws. Applications that are pending at the time of City Council consideration and approval of this ordinance will be allowed to continue through the application and licensing process; these shall only include currently pending City or State of Illinois liquor license applications for proposed video gaming establishments and pending City or State of Illinois video gaming applications. 13. Council Bill/Special Ordinance 4047-2017
A Special Ordinance authorizing the Mayor and City Clerk to execute an Amendment to Development Agreement between the City of Moline and The Mills at Riverbend Commons, LLC, for development of the Riverbend Commons project and to execute any necessary agreements referenced therein; and authorizing all appropriate City officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to said Agreement.
Explanation: On November 12, 2013, the City and The Mills at Riverbend Commons (“Developer”) executed a Development Agreement for the redevelopment of certain real property generally located on River Drive west of and adjacent to the campus of Western Illinois University-Quad Cities and consisting of an approximately 15.5-acre site (the “Property”). This redevelopment project included elements for Phase 1 Project Land, now known as Lot 1 of Riverbend Commons, and certain obligations by the Developer with respect to development of a future Phase 2A to consist of approximately 150 market-rate residential dwelling units, and including without limitation the delivery of schematic plans for development of Phase 2A and the commencement of construction of Phase 2A. The Developer has completed Phase 1 as required by the Agreement in exchange for certain incentives granted by the City, including a $3.3 million construction grant for TIF eligible expenses to be re-paid through the tax increment generated as a result of the redevelopment project and $150,000 for pre-closing work on the Property. However, the Developer has determined that it is economically infeasible to proceed with Phase 2A of the Property without financial assistance from the City, and the City does not wish to deviate from the terms of the Agreement that state that the Developer will not request additional financial assistance from the City for future phases until such time that the increased property, sales and other tax revenues, in the aggregate, generated by the Phase 1 Project Land are at least equal to the amount of City funds paid under the Agreement, which has not yet occurred. The City and Developer agree it is best to delete references to Phase 2A in the Agreement so both parties are relieved of their obligations as to Phase 2A and so that the Phase 2A Property can be developed by others. 14. Council Bill/Special Ordinance 4048-2017
A Special Ordinance authorizing the Mayor and City Clerk to execute the Fourth Amendment to Site License Agreement (“Agreement”) between the City of Moline (“City”) and New Cingular Wireless PCS, LLC, (“New Cingular”) where said Agreement leases a portion of the space on the City’s water tower, located at 1531 17th Avenue, so that New Cingular may install updated antennas, associated cables and other communications instruments.
Explanation: The City has a portion of the space on the water tower located at 1531 17th Avenue that is currently leased to New Cingular Wireless PCS, LLC. New Cingular is interested in entering into the aforementioned Agreement to allow for the installation of updated antennas, associated cables and other communications instruments. In conjunction therewith, the License Fees shall be increased by $100.00 per month. The new equipment will provide enhanced cell phone service to City residents. Additional documentation attached.
